LOT SPLIT APPLICATION PROCIDURE
1 , Obtain application form at City Hall. (6431 University Ave. N.E. , Fridley�
2. Return completed application form with the required aketch of the property
involved and the lot split fee of $15.00 for each original lot being split.
3. �'he apglication will be submitted to the Plata & Subdivieions and Streeta
& IItilities Subcommittee for recommendations. Thia �ommittee m�ete once a
month, when required. The City will eupply the applicant with minutes of
the Subcommittee.
4, Following the Plats & Subs Committee recommendation of approval, the owner
must then obtain a Certificate of Survey on the original parcel or parcele
along with the new parc�:E :rea!� i w: '�: al: �xietiriK str��ct.aree tied in.
5. The Certificate of Survey should then contain a simple description of a part
of � platted lot or registered lot and be filed with the F�ineerix� Department
for Planning Commission recommendations. The Planning Commisaion meete on the
�econd and fourth Thursday of the month. The City will pupply the applicant
with minutea of the Planni.ng Commission.
6. The recommendationa of the Planning Commission axe submitted to th� C�.ty
Council for f�.nal action. The Council meets on the first and third Monday
of the month.
7. The City Council approval may be subject to certain stipulations which muet
be complied with by the applicant.
8. A letter will be aent to the applicant to notify him of the Council action
and to adviae him to comPly with the conditiona impoeed by the City. The
letter will also contain any necessary deede for eaeements an.d other pertinent
papere for hie sigxiature.
9. When all the conditions of the lot aplit have been complied with, the applioant
ahould file the lot eplit in Anoka County.
10. in all casea where Council action has been sought and denied, no petition for
identical action can be presented until a period of eix months haa elapead,

The Engineering Assistant explained that this was the same type of request
the Planning Commission considered about a year ago also in Innsbruck. He said
copies were available 'of the purchase agreement from both owners. The descrip����s
are a little lengthy but very clear. The owner of the home on Lot 13, Dr. Schrader9
and the owner of the home on Lot 15, Mr. Marsh, wish to purchase the adjoining halves
of Lot 14 to pick up more land.
The Acting Chairman asked the opinion of the members on the following: 1)
Is there any necessity to pass the request on to the Subcommittee? The answer was
"no". 2) Are you satisfied that the description is simple enough to meet our
normal standards for lot splits? The answer was in the affirmative.
MOTION by Myhra, seconded by Mittelstadt, that the Planning Commission recom-
mend to the City Couneil approval of the Lot Split, L.S. 4�69-24, Rodney Billman,
of Lot 14, Block 2, Innsbruck 5th Addition, and the legal description to be adopted
which statements appear on Pages 21 and 23 of the Planning Commission and are
dated November 13, 1969. Upon a voice vote, all voting aye, Acting Chairman Jensen
abstaining, the motion passed-

He said that he felt that 8" blocks with tri.m would suffice as long as they
� plan on adding on. Councilman Harris commented that Shorewood 5hopping Center
was represented previously when it was agreed that it was to be bricked on
the three sides. Mr. Becchetti explained that they plan on adding on the east
and south sides, but they do not know exactly when. The City Engineer pointed
out that there were a number of other waivers granted when the plot plan was
adopted. Councilman Sheridan said that in taking out the building permit, the
stipulations were accepted, now another waiver is being requested. If Mr.
Saliterman were to come in with a plan for the expansion, possibly this could
be considered. Mr. Becchetti said that they will be ready, maybe, with plans in
the spring. Councilman Harris pointed out that without the brick, the building
permit may not have been granted. He asked when the Sears store will be occupied.
Mr. Becchetti said in about 4 weeks. It is just a matter of putting up brick
veneer and finishing the flooring and heating.
Mr. Becchetti said that the loading ramp is in the southeast corner. The City
Engineer asked how there could be expansion without elimination the service
entrance. Mr. Becchetti said that the expansion would go right up to the service
' entrance. The service door faces south. Councilman Harris wondered what
would be-done about the parking requirements in that case. Councilman Liebl
commented that he felt that three years is too long, and that the Council has
already granted one waiver in the brick in leaving off the east side.
Councilman Sheridan suggested that if Mr. Saliterman comes in with a plan for
expansion by April, then the brick on the south side could be waived, except
that portion that the expansion would not affect, and if not the stipulation
would have to stand. Councilman Harris added that if he were to come' in.with
a plan, he would have one year from the time �he permit is given before it
' would become invalid.
MOTION by Councilman Sheridan to receive the letter from St. Anthony Village
Shopping Center signed by Max Saliterman dated Nov�mber 17, 1969 and deny the
request �or a three year ext�nsion of ti*ne for putting up the brick on the south
wall of the Sears structure. If the plans are in before the Council by April
lst, 1970 the Council will then strike this stipulation, and if there are no
plans, he will be obligated to fulfill the origina2 stipulations set down for
the building permit. Seconded by Councilman Liebl. Upon a voice vote, all
voting aye, Mayor Harris Pro tem declared the motion carried.

The City Engineer explained that they would like to build a parsonage with
group activity facilities in the basement. The preaeher will live in the upper
portion of the building, and the basement will be used for the church functions.
The Building Standards ^ Design Control approve the general concept. Under
R-1 zoning, churches are allowed.
Councilman Harris asked if this is meant to be a parsonage or will it always be
a church also. Reverend Nelson and his wife came forward to the Council table
with their plans and answered that there are plans to build a church in the
future.
The City Engineer explai�ed that there is already a road started and once this
concept is approved, they will have to dedicate 25P right of way for the road.
He said that they need concept approval now, and he would work with the appli-
cants on the precise plans later. Councilman Harris commented that he would
_ not like to have the Council give their approval for a walk out type basement
and then find later when the road is buiZt that the drainage is not to the
street. The City Engineer said that he would work with them on the drainage ,
plans.

The City Engineer said that this request was recommended for approval subject
to some stipulations, found in the Agenda. Mr. James Determan was present and
passed around pictures of the building to the Council that the Building
Inspector had taken. He said that he agreed with the stipulations imposed
by the Building Board. There are still some landscaping plans to be com-
pleted. He explained that he had just had the sewer, curbing and street put
in in front of his place. It wi�l be a metal builc3ing and will be painted to
match the other buildings. The building will be used for the storage of pipe
and pipe fittings. There is now a wood floor in it which he will take out, and
pour a concrete slab. The building is 3 or 4 years ol.d.
Councilman Sheridan said that the Counc�J. i� hesitant to allow moving of
buildings into the community. The City Engineer pointed out that he will have
to get a performance bond for $2500 and that there is fencing that has to be �
done. � Mr. Determan said that the fencing is done now. The City Engineer
