Can you have one of the guys go try to get a final reading and install an AMR or leave a notice for them to calf in to schedule an appointment at 7500 Hayes St? They have been estimated since 2011 so we should probably have the notice have them call in for a new water meter actually. Who knows what may have happened to this meter in all those years.
