On July 9, 1986, the Planning Commission reviewed Walter Rasmussen's request for
a Special Use Permit #86-08 for a second accessory garage of 840 sq.ft. , and
unanimously approved the S.U.P. with no stipulations.
City Code allows up to 1400 sq. ft. for all accessory buildings. The total
square footage of both Mr. Rasmussen's existing and proposed accessory buildings
would be approximately 1,646 sq. ft.
Although this exceeds the code allotment, the total lot area is very large,
exceeding '38,000 sq.ft. In addition, the total lot coverage with the new garage
is slightly less than 9%. Code allows for 25% building coverage.
In reviewing and acting on the S.U.P. , Council should recognize the slight
variance, ie: 1,649 sq.ft. vs. 1,400 sq.ft. for all accessory buildings.

Mr. Loucks stated their plan s not to construct the driveway the full
20 feet, but to make it ab t 10 or 12 feet.
The Commission had problem as long as the necessary easement was
retained.
Ms . Sherek uggested to Mr. Louchs he might want to check with the Fire
Departm t regarding the driveway width in order for fire vehicles to
hav efficient room to access.

Mr. Robinson stated this is a request for a second accessory building
approximately 810 square feet in order to house a boat , trailer and
blazer. He stated the property is located west of the intersection of
Craigbrook and Alden Way and is zoned single family.
Mr . Robinson stated this proposed structure will have a paved drivewa`
and match the existing garage in appearance.
Mr. Robinson stated permission has also been received to combine the
two lots, 11 and 12, into one tax parcel.
Mr . Rasmussen stated one of his boats was stolen last year out of his
driveway and he has an extra vehicle and would like to build a garage
to store these items. He stated he has a three car garage now, but
it doesn't seem to be enough.
Mr . Rasmussen stated the new garage would match the house and would
fit into the area. He stated the cost of the garage would be $51,247 .
Mr . Rasmussen stated he would like to request, if possible, the size
of the structure be changed from 27 x 30 feet to 28 x 30 feet to give
him the extra room for his boat and trailer.
Mr. Barna stated he couldn't see a problem with changing the size as
he does have sufficient space.

property line and five feet from the north prbperty line.
Mr. Robinson stated the petitioner is requesting the requirement for a
hard surface driveway be waived as the 'building would only be used fer
storage.
Mr . Robinson stated staff would/tecommend approval with the stipulations
that the siding on this new structure match the existing home, no paved
driveway would be required if the building is used for storage only,
and a review of the sped use permit in one year.
Ms . Sherek stated sh doesn't have a problem with not having a paved
driveway as long vehicles or motorcycles weren't driven in and out
of the building,
Mr. McPhill ' s 'stated his son hasa motorcycle and when it is stored in
the garag all winter, his wife can't get her car in and out. He
stated a motorcycle will be parked in this new garage all winter.
Mr. rvin Herrmann, 278 Mercury Drive, stated he lives north of this
p perty and has no objection to Mr. McPhillips request.

to build the structure two feet longer. He stated looking down
the road, if someone ever lived there and had a pickup with a
super cab, it would be hard to fit into a 20 foot garage..

Mr. Robinson stated the Planning Commission requested this special use
permit be reviewed ;'n one year. He stated an inspection was made by
staff and it was found this second accessory building is being used for
storage of an antique car. Mr. Robinson stated the grass leading to
the garage shower no signs of wear from tire tracks and the petitioner
is using this yuilding for the purpose intended.

Mr. Robins n stated staff has made an inspection of Minnesota Petroleum
to deter ne compliance with the stipulations of the special use permit.

for Walter Rasmussen. Seconded by Councilman Schneider. Upon a voice vote,
all voting aye, Mayor Nee declared the motion carried unanimously.
C. CONSIDERATION OF A SPECIAL USE PERMIT, SP #86-09, GENEL--
ALLY LOCATED AT 291 SYLVAN LANE N.E., BY MICHAEL MCPHILLIPS_:
Mr. Robertson, Community Development Director, stated the petitioner has
requested the requirement for a hard surface driveway be waived as this new
accessory building will only be used for storage.
MIr. Robertson stated the Planning Commission recommended approvof this
special use permit with three stipulatons which he outlined. /o/
MDTION by Councilman Goodspeed to approve special use permit SP #86-09 with
the following stipulations: (1) that the siding of this/new building be
matched with the existing home; (2) no paved drive.aay is requied as long as
it is being used only for storage; and (3) that this special use permit be
reviewed by staff in one year to determine that no vehicles are being driven
in and out of this structure. Seconded by Councilman Barnette. Upon a

PARK IMPROVEMEITT:
Mr. Flora, Public Works Director, stated there was a proposal sutmitted last
year from the Parks and Recreation,/Commission to the Planning Commission
regarding development of Meady6wlands Park and included options for
development of adjacent property. He stated a Task Force studied the issue
and supported the fact they would like the park retained as a passive park,
but water conditions in the area needed to be addressed.
Mr. Flora stated the Planning Commission made a recommendation because of
the high cost to improve the drainage, consideration be given to assess
benefiting adjacent properties. He stated if this was done, approximately
23 properties would be involved at a cost ranging from $2,500 to $4,000 per
lot depending on how it was assessed.
Mir. Flora stated the question before the Council is to receive the
recommendations of the Parks and Recreation Commission and Planning
CommisAon and determine if they should proceed with the improvements as far
aseping Meadowlands a Tzssive park and improving the ground water
co ditions. He stated if this is the Council' s desire, a decision would
have to be made to what extent the residents would participate in the
