LOT SPLIT APPLICATION PROCEDURE
1 . Obtain application form at City Hall. (6431 University Ave. N.E. , Fridley
2. Return completed application form with the required sketch of the property
involved and the lot split fee of $15.00 for each original lot being split.
3. The application will be submitted to the Plats & Subdivisions and Streets
& Utilities Subcommittee for recommendations. This Committee meets once a
month, when required. The City will supply the applicant with minutes of
the Subcommittee.
4. Following the Plats & Subs Committee recommendation of approval, the owner
must then obtain a Certificate of Survey on the original parcel or parcels
along with the new parcels created with all existing structures tied in.
5. The Certificate of Survey should then contain a simple description of a part
of a platted lot or registered lot and be filed with the Engineering Department
for Planning Commission recommendations. The Planning Commission meets on the
second and fourth Thursday of the month. The City will supply the applicant
with minutes of the Planning Commission.
6. The recommendations of the Planning Commission are submitted to the City
Council for final action. The Council meets on the first and third Monday
of the month.
7. The City Council approval may be subject to certain stipulations which must
be complied with by the applicant.
8. A letter will be sent to the applicant to notify him of the Council action
and to advise him to comply with the conditions imposed by the City. The
letter will also contain any necessary deeds for easements and other pertinent
papers for his signature.
9. When all the conditions of the lot split have been complied with, the applicant
should file the lot split in Anoka County.
10. In all cases where Council action has been sought and denied, no petition for
identical action can be presented until a period of six months has elapsed.
NOTE: THE RESULTING REAL ESTATE TAXES AND SPECIAL ASSESSMENTS FOR
THE NEW PARCELS IN TOTAL AFTER THE LOT SPLIT, MAY EXCEED THE
AMOUNT ASSESSED TO THE ORIGINAL PARCEL. THE FINANCE DEPARTMENT
OF FRIDLEY MAY BE ABLE TO PROVIDE THE ESTIMATED AMOUNT OF
ADDITIONAL TAXES OR ASSESSMENTS.

3. LOT SPLIT REQUEST, L.S. 71-14, BY EUNICE 0. ENGELHARDT: Lot 5, Block 2,
Riverwood Manor Addition. To establish two building sites.
No one was present to discuss the request.
Mr. Qureshi said that Lot 5 was platted as a fairly large lot. Mr. Engelhardt
tried to sell it, but has not been able to do so, and now wants to split the land
into two lots. He would have to provide additional water and sewer service because
he originally provided for only one lot. The lot split would meet all the require-
ments of the City Code. The 5 foot utility easements are already there. The
split would not affect the construction site. He does have enough area to be
able to construct two fairly good sized buildings. The street is already paved,
and Mr. Engelhardt would just have to provide for one extra water and sewer ser-
vice. The surrounding area is fairly well built up.
MOTION by Meissner, seconded by Engdahl, that the Plats & Subdivisions-Streets
& Utilities Subcommittee recommend approval to the Planning Commission of the Lot
Split Request, L.S. #71-14, by Eunice 0. Engelhardt to split Lot 5, Block 2,
Riverwood Manor Addition to establish two building sites, subject to easements
in accordance with the papers the Subcommittee have before them at this meeting.
Upon a voice vote, all voting aye, the motion carried unanimously.
4. LOT SPLIT REQUEST: L.S. 471-15 BY JOHN M. METCALFE: Lot 16, except the
Easterly 165 feet thereof, Revised Auditor's Subdivision No. 23. For a
proposed second building site.
No one was present representing the request.
Mr. Qureshi said there is a house on Lot 16, and Mr. Metcalfe plans to take
off the front of the lot, retain the back half of the lot where the house is and
sell the front part. The providing of water and sewer services would have to be
considered. The Subcommittee, if they wished, could approve the request subject
to Mr. Metcalfe working out the utilities with the Engineering Department. Ease-
ments are to be provided on the East half of the lot. This area was a problem
in regard to landlocked lots. The City had a lot of meetings and hearings and
tried to meet all the conditions, requirements and objections of different people
and make the plan palatable to everyone. The final decision was to put Riverview
Terrace through Lot 16. Although the street goes through Lot 16, there is enough
room left for the petitioner to have two lots to the West of the street.
MOTION by Meissner, seconded by Pierce, that the Plats & Subdivisions-Streets
& Utilities recommend approval to the Planning Commission of the Lot Split, L.S.
#71-15 by John M. Metcalfe, to split Lot 16, except the Easterly 165 feet of
Revised Auditor's Subdivision No. 23 for a second building site, subject to the
applicant's working out the details necessary for water and sewer, and obtain
easements for access to the rear lots, with the Engineering Department. Upon a
voice vote, all voting aye, the motion carried unanimously.

MOTION by Engdahl, seconded by Meissner, that the meeting be adjourned at

2. REQUEST FOR SPECIAL USE PERMIT, SP #71-16, EVERETT F. UTTER: (Per Section
45.051, 2A, Fridley City Code to construct an accessory building for storage
on Lot 6, Block 2, Moore Lake Hills Addition)
The City Engineer showed the area on the overhead projector, and stated that the
Planning Commission recommended approval. He said the City was working with the
property owner on some drainage problems. Some work was done this spring and it
should be finished next spring.
MOTION by Councilman Mittelstadt to concur with the recommendation of the Planning
Commission and japprove the request for a special use permit to construct an
accessory building. Seconded by Councilman Harris. Upon a voice vote, all voting
aye, Mayor Kirkham declared the motion carried unanimously.
_ 3. CONSIDERATION OF A PROPOSED PRELIMINARY PLAT, P.S. #71-04, BURLINGTON NORTHERN
INDUSTRIAL PARK PLAT NO. 1 - FRIDLEY, BY BURLINGTON NORTHERN INC. : Being a
replat of the east 333 feet of Lots 3, 4, 6, 7 and 8, except the south 200 feet
of Lot 6, and east 333 feet of Lot 2 lying northerly of I. 694, Auditor's
Subdivision #78, subject to easements of record.
The City Engineer explained this plat is west of Main Street and was part of the
agreement between the City and the railroad when they gave them the rezoning for
the railroad yard expansion. The City asked that 300' along Main Street be
platted into industrial lots. The Council's action would be to set a Public
Hearing date on the proposed final plat. Councilman Harris questioned whether
it was 300' or 330' they were supposed to plat. The City Engineer said that it
would be 330' to the center line, and this conformed to the agreement to the
best of his knowledge. He also showed them where the road on 57th Avenue will
line up on the map.
MOTION by Councilman Breider to set the Public Hearing on the proposed final
plat for January 17, 1972.' Seconded by Councilman Harris. Upon a voice vote,
all ayes, Mayor Kirkham declared the motion carried unanimously.
4. LOT SPLIT REQUEST, L.S. #71-14, BY EUNICE O. ENGELHARDT: Lot 5, Block 2,
Riverwood Manor Addition. To establish two building sites.
The City Engineer explained that this lot is 154' wide, and when it was platted
they thought a larger lot would sell, but they are having tyle selling it. He
said that even after a split the lots would be wider than the ordinance requires.
The City Engineer said that the applicant should know that one additional sewer
and water service will be necessary, so there will be that cost involved.
MOTION by Councilman Kelshaw to concur with the recommendation of the Planning
Commission and approve the lot split request with the stipulation that the
applicant be advised of the need for installation of another water aid sewer
service. Seconded by Councilman flittelstadt. Upon a voice vote, all ayes, the
motion carried unanimously.
5. GUIDELINES FOR ?ATS SUBST1\1xD.ARD IN SIZE:
The City Engineer showed a map of Plymouth Additon on the overhead projector,
which had the recommendations of the Planning Commission shown for each sub-
standard size lot in the addition. The lots were marked to show whether they
