Mr. Robinson stated this was a single family house located off a cul-de-sac bounded by 67th Ave. on the north and Anoka St. on the ea t. The proposal was to vacate 67th Ave. from Anoka St. to the vacated alley aid to utilize the property as open space. A similar proposal came before tie Planning Commission last spring for the property directly to the west, and th t portion of 67th Ave. was successfully vacated. Mr. Robinson stated Staff had no problems with this vacation request. The only stipulation was that a utility easement be retained within the area for a water line. The City will draw that up and notorize it at City Hall . He stated the ordinance shoii;d also be recorded at the County, and the petitioners will need a new survey. MOTION BY MR. Mr. Qureshi stated his property wouldn' t be affected and by moving this access, he would have a better chance of get 'ng onto Old Central Mr. Gilstad further stated he felt if speeds were reduced cn Highway 65, it would be helpful. Mr. Qureshi stated the City i on record requesting a reduction of the speed limit on both Highways 6 and 47 th ough the City. Ms. Nancy Jorgensen, 5730 Folk, suggested pol k Street be ad-ended. She felt this would relieve the congestion the Polk/Hackman intersection. Mr. Qureshi stated Ms. Jorgensen' s uggestion would elfin'nate one of the exits, however, the traffic eve ly gets to this destination and felt it was better to provide two exi rather than one. ODNSID=ION OF RET ING OF AN ORDIWCE RECODIFYING CODE BY ADOPTI CHA-= 216, STORM WATER DRAINAGE UTILITY -(-PUBLI HEARING 1/21/85) : Mr. Flora, Public orks Director, stated this storm drainage utility fund establishes a sp/cial fund to deal with storm water drainage and allows the City to collect fees f ran those properties that contribute to storm water runoff, based :on the type of development. He stated this ordinance would establish a quarterly fee, to be incorporated with the sewer and water billings, ati a rate of $1.75 per residential unit and $5.25 per acre. MOTION by Councilman Fitzpatrick to waive the reading and approve the oridance upon first reading. Seconded by Councilman Schneider.
