LOT SPLIT APPLICATION PROCEDURE ,
1. Obtain application form at City Hall (6431 University Avenue N.E., Fridley).
2. Return completed application form with the required sketch of the property
involved and the lot split fee of $75.00 for each original lot being split.
3. The application will be checked over by Staff and the owner may be required
to submit a Certificate of Survey containing a simple description of a part
of a platted lot or registered lot, along with the new parcels created with
all existing structures tied in.
4. The application will then be submitted to the Planning Commission for their
recommendation. The Planning Commission meets on the Wednesday following
the City Council meeting, which is generally the first and third Wednesdays
of the month.
5. The recommendations of the Planning Commission are submitted to the City
Council for final action. If a Certificate of Survey wasn't required before,
it will be required for this meeting. The City Council meets on the first
and third Mondays of the month.
6. The City Council approval may be subject to certain stipulations which must
be complied with by the applicant.
7. A letter will be sent to the applicant to notify him of the Council action
and to advise him to comply with the conditions imposed by the City. The
letter will also contain any necessary deeds for easements and other pertinent
papers for his signature.
8. When all the conditions of the lot split have been complied with, the applicant
should file the lot split in Anoka County.
9. In all cases where Council action has been sought and denied, no petition for
identical action can be presented until a period of six months has elapsed.
NOTE: THE RESULTING REAL ESTATE TAXES AND SPECIAL ASSESSMENTS FOR
THE NEW PARCELS IN TOTAL AFTER THE LOT SPLIT MAY EXCEED THE
AMOUNT ASSESSED TO THE ORIGINAL PARCEL. THE FINANCE DEPARTMENT
OF FRIDLEY MAY BE ABLE TO PROVIDE THE ESTIMATED AMOUNT OF
ADDITIONAL TAXES OR ASSESSMENTS.

6. LOT SPLIT REQUEST: L.S. #84-04, BY CYNTHIA J. BRAAM: Split off the North
149 feet o Lot 6, Block 2, Spring Valley Addition, to make a new building
site at 1443 Rice Creek Road. (Petitioner knows property is land locked.)
Mr. Robinson stated this property was located north of Rice Creek west of
Arthur St. It is a very large lot in excess of 37,000 sq, ft. He stated
there is no plan for a road at this time, but there are a couple of road
easements that have been picked up. Staff has no problem with this request,
but one stipulation would be that the lot split is recorded at the County.
The petitioner, Gary Braam, stated the lot split was for future development
if a road should ever go through.
MOTION BY MR. SABA, SECONDED BY MR. KONDRICK, TO RECOMMEND TO CITY COUNCIL
APPROVAL OF LOT SPLIT REQUEST, L.S. #84-04, BY CYNTHIA J. BRAAM, TO SPLIT
OFF THE NORTH 149 FEET OF LOT 61 BLOCK 2, SPRING VALLEY ADDITION, TO MAKE A
NEW BUILDING SITE AT 1443 RICE CREEK ROAD, WITH THE STIPULATION THAT THE
LOT SPLIT BE RECORDED AT THE COUNTY.
UPON A VOICE VOTE, ALL VOTING AYE, CHAIRWOMAN SCHNABEL DECLARED THE MOTION
CARRIED UNANIMOUSLY.

M . Robinson stated that if the Planning Commission concurs with the "Sale
of P lic Properties Procedure", they will be saying that the sale of these
R-1 lot is consistent with the Comprehensive Plan in that they encourage

ADDITION AT 1443 RICE CREEK RAD W=IA BRAM
Mr. Flora, Public Works Director, stated this is a request to split off the
rear portion of this lot at 1443 Rice Creek Boulevard. He stated the
Planning Commission reviewed this request and had some concern because there
is not a road to the rear of this property to allow it to develop. He
stated the Commission recommended approval with the stipulation the City is
not obligated to furnish a road for this parcel.
Councilman Schneider stated his concern, if this property was to develop in
the future, is that all costs for necessary improvements would have to be
borne by the owner of this property.
Mr. Qureshi, City Manager, stated in 1974 the Council adopted a plan for
this area where all properties would be assessed a total of $8/100 square
foot for storm sewer . He stated the City would not be making any
committment to put in a road by splitting the lot. He also pointed out the
City has only a road easement and an additional 20 feet should be obtained
for a drainage easement.
MOTION by Councilman Schneider to grant lot split, LS #84-04 with the
following stipulations: (1) the owner understands the parcel would be a
landlocked lot; (2) by giving the lot split, the City makes no committment
to provide a road or water or drainage system; (3) an additional 20 feet be
given for a drainage easement; and (4) in regard to storm sewer , no
properties outside the development would be assessed in excess of the total
of $8.00 per 100 square feet for storm sewer, and any additional costs would
be borne by the developer of the property. Seconded by Councilman
Fitzpatrick. Upon a voice vote, all voting aye, Mayor Nee declared the
motion carried unanimously.

order to provide a fellowship hall an dicap access.
Mr. Flora stated they have 259 rking stalls and with this construction, it
would eliminate 16, but th ill still be within the code requirements.

Mr. Wilmes stated recently a County Commissioner stated the Islands of Peace
would eventually be included in the new Anoka County Riverfront Park. He
requested everyone's support to keep the name of the Islands of Peace alive.

passed or the petitioner never recorded the lot split. He stated it is
requested the Council consider this resolution to approve the lot split with
the same stipulations attached on June 4, 1984, plus a park fee of $750 or
current rate at time of building permit.
Mr. Tom Brickner stated the reason for the split is for future development
which may or may not occur.
MOTION by Councilman Schneider to adopt Resolution No. 54-1987 with the

15. CONSIDERATION OF A SIGN PLAN FOR THE RIVERBOAT SHOPPING CENTER, 7899 EAST
RIVER ROAD N.E. :
Mr. Robertson, Community Development Director, stated irr April, the City
received a sign permit application for one of the tenants of this shopping
center and it was found they didn't have a comprehensive sign plan for the
center. He stated a sign plan was submij�Wd on June 22 and staff recommends
approval.
Councilman Fitzpatrick state-d if the reader board is part of the sign plan,
he felt it should be rellewed as he questioned if they were permitted.

17 . CONSIDERATION OF REVIEW OF A REQUEST FOR AIV ING THE ENVIRONMENTAL
ASSESSMENT WORKSHEET ASSOCIATED WITH THE SP CIAL USE PERMIT FOR OUTSIDE
STORAGE AT 4500 MAIN STREET:
Mayor Nee stated the City staff reques ed an Environmental Asssessment
Worksheet (EAW) associated with this spe ial use permit application and a
letter has been received from the attorney of the petitioner requestng this
EAW be waived.
Mr. Tony Spigarelli, representing Central Roofing Company, stated they have
entered into a purchase agreement or the north half of the property at 4500
Main Street. He stated in March/1987, it was made known to them by the
City staff that a special use permit was needed for outside storage . He
stated in staff' s review of this special use permit application, Jim
Robinson became concerned that the odors from the asphalt trucks may become
objectionable to the residents in the area. He stated he met with staff and
Councilman Fitzpatrick to show that where they intend to park these trucks
on the site, there would be no problem to the residents as they would be
about 900 feet away from any residence.
Mr. Spigarelli stated they agreed there should be some testing and Twin City
Testing was hired to do an analysis and their findings were submited to Jim
Robinson and much tb his surpise, the report was rejected. He stated Mr.
Robinson stated he wanted an EAW. He stated he then had Twin City Testing
contact the Pollution Control Agency to obtain further information.
Mr. Keith Govro, Project Manager, Twin City Testing, stated since their firm
conducted the survey at this site, he has been in contact with Mr .
Chamberlain of the Pollution Control Agency. He stated two points should be
made. He stated a quantifiable methodology for odor emissions isn' t
pessible and the PCA guidelines for odor emissions do not apply to mobile
emissions'.
Mx. Ji Benson stated this parcel of land is ten acres with the south five
acre occupied by Rubber Research Elastomers, Inc. He stated Central
Roo ng wishes to locate on the north five acres and there has always been
ou side storage in this area. He stated in discussions with Jim Robinson,
th y were advised to apply for anoutside storage permit. He stated the

#84-04, TO SPLIT THE NORTH 149 FEET OF LOT 6, BLOCK 2,
SPRING VALLEY
WHEREAS, the City Council approved a lot split at the June 4, 1984 meeting,
with stipulations attached as Exhibit A; and
WFIREAS, such approval was to split the North 149 feet, as measured along the
East and West lot lines, of Lot 6, Block 2, Spring Valley; and
WHEREAS, the City has received the required Certificate of Survey from the
owner; and
WHLItEAS, such approval will create two separate building sites.
NOW, THEREFORE, BE IT RESOLVED that the City Council directs the County of
