OBERT LEHNER: Per Section 205.07.1 , 3, A, of the Fridley City Code, to
allow the construction of a second accessory building, a 22 ft. by 26 ft.
detached garage to be used for storage and hobby use, located on Lot 3,
Block 1 , Sexter Addition, the same being 5725 Polk Street N.E.
MOTION BY MR. OQUIST, SECONDED BY MR. MINTON, TO OPEN THE PUBLIC HEARING
ON SP ##84-14 BY ROBERT LEHNER.
UPON A VOICE VOTE, ALL VOTING AYE, CHAIRWOMAN SCHNABEL DECLARED THE PUBLIC
HEARING OPEN AT 7:32 P.M.
Mr. Robinson stated this property was located just south of Hathaway and
north of Lynde Drive. The proposed garage is 22 ft. by 26 ft. , located
in the northeast corner of the lot and is intended for hobby use and storage
only. Total square footage of the footprint of all the buildings on the lot
is 2,325 sq. ft. The lot is 10,950 sq. ft. , so the lot coverage is 21% which
is considered acceptable by .city standards. He stated Staff had no stipulations ,

other than they would like to make sure there was no noise problem and that
this garage was not intended for any type of home occupation.
Mr. Oquist stated he would like to know what type of hobby and storage use
this garage would be used for.
Ms. Schnabel stated she would like to know what the structure would look like.
The petitioner, Mr. Robert Lehner, stated it would be a basic garage struc-
ture with an 8 ft.by 7 ft. door in front and a service door on the side.
Ninety percent of the garage would be used for storage. He had a new boat
he would store in it. He stated he does woodworking as a hobby and would
Tike to have a small area in the garage to do his woodworking. The garage
would be insulated and heated.
Mr. Minton stated he was concerned about the noise level that might be
generated to the neighbors.
Mr. Lehner stated there would not be much noise as the building will be
insulated. Also, there are no other homes very close to the proposed garage.

Mr. Flora, Public Works Director, stated the Council earlier this evening
approved a mutual agreement for development of these Loft Hanes and adopted
an ordinance for rezoning the property for this development. He requested
the Council now consider approval of the final plat.
MOTION by Councilman Fitzpatrick to approve final plat, PS #84-03, Loft
Hanes of Fridley. Seconded by Councilman Hamernik. Upon a voice vote, all
voting aye, yor Nee declared the motion carried unanimously.

6A. ODNSIDE_RATION OF SPECIAL OF PERMIT #84-14 TO ALLOW CONSTRUCTION

Mr. Flora, Public Works Director, stated this is a request for a special use
permit to allow construction of a second accessory building at 5725 Polk
Street. He stated the petition wished to use this building for storage and
for his woodworking hobby, and it is not intended to use this garage for any
hone occupation.
Mr. Flora stated the Planning Commission has recommended approval of this •
request for a special use permit.
MO'T'ION by Councilman Schneider to concur with the recommendation of the
Planning Commission and grant special use permit #84-14. Seconded by
Councilman Barnette. Upon a voice vote, all voting aye, Mayor Nee declared
the motion carried unanimously.
6B. CONSIDERATION OF A SPECIAL USE PERMIT #84-16 70 ALLOW A GASOLIM
SERVICE STATION ALONG WITH A OONVENIENCE STORE AT 8100 EAST RIVER

Mr. Flora, Public Works Director, stated th�is°' perty is located at the
southwest corner of Fairmont and East Rive�'Road. He stated the petitioners
wish to use the property for a service station and convenience store and a
special use permit is required fo a service station.
Mr. Flora stated the petit} rs have agreed to extensive landscaping along
East River Road and a mor remodeling of the existing structure.
Mr. Flora stated there was considerable discussion at the Planning
Commission meeting about the lighting and traffic.
