Upon a voice vote, all voting aye, Chairwoman Schnabel declared the public haring open at 7:34 p.m. I PLANNI14G COMMISSION MEETING, DECEMBER 7, 1983 PAGE 2 Mr. Boardman stated this property was located on Lot 2, Block 1 , Girdler Terrace. The proposal was for an 18 ft. by 22 ft. detached garage in the back yard of the property. This proposal does meet all code requirements. He stated Staff did not have any problems with this proposal . The petitioner, Mr. Kazimerz Tomczyk, was in the audience. Mr. Tomczyk stated his existing garage was too samll , and he needed a larger garage for the storage of such things as a snowmobile, snowblower, lawnmower, etc. He stated the new garage would tie into the existing driveway. Mr. Harold Swanson, 6064 Woody Lane N.E. , stated he lived just to the north of Mr. Tomczyk and he did not have any problem with Mr. Tomczyk's proposal . Ms. Schnabel stated it seemed there could be a little sense of crowding in the back yard only because of the way the patio area was constructed by the house with a full roof over it. It looked like it was part of the house. . Although she realized it was not part of the house, with the garage as another structure in the back yard, she was concerned about how it would look visually. However, Mr. Swanson who lived next to Mr. Tomczyk was not in opposition to this proposal , and he would be the one most directly affected by it. MOTION by Mr. Oquist, seconded by Mr. Saba, to close the public hearing on SP #83-12 by Mr. Kazimerz Tomczyk. MACDONALD, STATION 19 ARCHITECTS: Per Section 205.071 , 3, B, of the Fridley City Code, to allow the construction of an addition to an existing church, approximately 90 ft. by 100 ft. ,in R-1 Zoning (one family dwellings) on Parcel 300 in the West half of the East half of the Northeast Quarter of Section 11 , the same being 755 - 73rd Avenue N.E. MOTION by Mr. Kondrick, seconded by Mr. Saba, to open the public hearing on SP #83-13, Evangelical Free Church, by Robert A. MacDonald. Upon a voice vote, all voting aye, Chairwoman Schnabel declared the public hearing open at 7:45 p.m. QYJNQIL. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. 7. 7A. SUCIAL USFL ! SP #83-124,/TO ' OC)NSTRUCFION OF AN 18 X 22 FCOT E E ! Mr. Flora, Public Works Director, stated this property is located at the intersection of Woody Lane and Hillcrest. The petitioner has requested a special use permit to allow construction of a second accessory building 18 x 22 feet to the rear of the property. Mr. Flora stated the reason for the request was to allow for additional needed storage space. Mr. Flora stated the adjoining property owner was present at the Planning Commission meeting and indicated he had no objection to this special use permit. The Planning C rrdssion reconmended approval of the special use permit. MOTION by Councilman Schneider to concur with the recommendation of the Planning Commission and grant special use permit, SP #83-12. Seconded by Councilman Barnette. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. 7B. SPECIAL USE PERMIT. SP #83-13. EVANGELICAL FREE CHURCH ADDITION. ARPROXIMATELX 90 X 100 FEET IN R-1 ZONING BY ROBERT MACDONALD. STATION 19 ARCHITECTS FOR 755 73RD AVENUE N.E.: Mr. Flora, Public Works Director, stated this is a request for a special use permit to allow a 90 x 100 foot addition to the Evangelical Free Church located at the intersection of Jackson Street and 73rd Avenue. Mr. Flora stated, in addition to the development of the church assembly area, they wish to put in all the parking associated with the addition plus a planned future expansion of a gymnasium. Mr. Flora stated there is sufficient space to satisfy the requirements of the code. He stated the church has agreed to extend the fence to provide screening for the neighbors in the residential area. Mr. Flora stated there were concerns raised by adjacent property owners and, because of these concerns, the Commission recommended the elimination of 24 parking spaces along the east driveway until such time the gymnasium is constructed. Mr. Flora stated the Planning Commission recommended approval of the special use permit with the stipulation that the drainage plans be finalized and approved by the City staff and with the understanding that the 24 parking spaces would be eliminated at this time. Dr. Roland Peterson, Chairman of the Building Committee for the Evangelical Free Church, stated their architect, Mr. MacDonald was present and asked for him to speak on the issues raised. COUNCIL MEE'T'ING OF DECEMBER 19, 1983 PAGE 5 Mr. Harris stated it seemed to him that those properties not in a tax increment district would be picking up a larger share to finance the schools. Be stated he is concerned if putting properties into a tax increment district narrows the City's tax base. Mr. Haggerty stated the whole theory is to develop a parcel at a higher value which would result in a higher level of taxes. Mr. Harris stated he understood, but until this happens, the other taxpayers have to pick up the difference. Mr. Harris asked Mr. Inman to check into this matter further. Mr. Harris stated there are a few small parcels of land in the Onaway area that currently have residential homes on them. Be stated those persons are interested in selling, but the problem arises on the price these people want for their property vs. the price a developer would be willing to pay to develop the property. He felt one way to make these properties developable would be to put those small parcels into a tax increment district. Mayor Nee suggested he bring this matter up for discussion with the Housing and Redevelopment Authority. No other persons in the audience spoke regarding the establishment of this tax increment district. MOTION by Councilman Fitzpatrick to close the public hearing. Seconded by Councilman Barnette.
