Mr . Minish asked if it would be possible for the Commission to see
pictures of the development at Twin Lakes North to get some idea of
what the project would look like .
Mr. Van Eeckhout said that it would probably, be a better idea for
the Planning Commission and any other interested members of the
audience to actually view the development at Twin Lakes North.
Acting Chairman Harris asked if there were any other possibilities
in developing the area?
Mr . Van Eeckhout explained that it would not be feasible to build
single family dwellings all over the area unless the land was free .
200 units would not cover the cost of the project and the company does
have to show a profit. They will build the homes themselves or build
to an owners specifications . Construction of the single family
dwellings is planned for this fall and they hope to market them very
quickly.
Mr . Minish asked why the apartments were condominium instead of
rental units .
Mr . Van Eeckhout explained that the rent for apartments would have
to be around $250 per month, they could be purchased for $175 per
month, Surveys have shown that there is a high demand for this type
of housing in the area. The price of each unit would probably run
between $19 ,000 and $25 ,000 .

Mr. Arthur E . Canton-402 Longfellow Drive - explained to the
Planning Commission that the reason. he -wanted to build a second
garage wase that his present garage was too small for his car . He
would like to use this garage for storage of his picnic tables and
snow plow and use the second garage for his car .
Mr. Howard 0. Rick-410 Longfellow Drive - stated that the garage
would be within 12 feet of his garage and he had no objections to it.
Mrs . Scott-391 ' Lonefellow - said that she lives across the street
from the property and has no objection to the second garage . She
stated that Mr . Canton has always kept his property up very nicely.
Acting Chairman Harris asked if there would be any problem with the
requirement that the structure be 15 feet from any living area?
Darxel Clark answered that the structure met all the requirements .
A representative from the Sussel Garage Company showed the
Planning Commission a sketch of the proposed garage . Both garages are
situated behind the house . The new structure will be 24 feet by 28 feet, .
There will be driveways into both structures and the outside of the
new garage wilLomatch the house as closely as possible .

4 . PLANTING BOULEVARD (40 FOOT) IN MOORE LAKE HIGHLANDS 4TH ADDITION:
Mr, Schmedeke stated that he didn't feel that the City should give
up the planting strip as long as we already owned it . He felt that
the problem should be referred to the Parks Department. The area is
no worse than Chase Island which may flood out every couple years .
Possibly there could be some picnic tables set up or a horseshoe court .

publish. Councilman Harris said that he would like to have their comments
before the .public hearing is set. The City Engineer said that normally this is
the way it is done, but in this instance, they are in a hurry. The general
reaction of the people has been more favorable than with the previous request for
a development on this land. Councilman Liebl said that the set of minutes for
the Planning Commission Meeting coming up next Wednesday would be in to the
Council before the public hearing meeting. Their comments and those of the
audience are covered in the minutes. The City Engineer said that the
Planning Commission did not take action because there were only three members
present. Councilman Harris said that he did not think it was correct to
prejudge what the Planning Commission is going to recommend. Councilman
Breider said that if not favorable, the action would be to not publish the
notice.
Councilman Sheridan said that he had met with a group of people and Mr. Van
Eeckhout the first part of the year. The original proposal was not too well
received, but the majority of the people seem to favor the proposal as it now
stands. The point that was objected to on the previous proposal was that the
R-3 butted up against the R-1. In their new proposal it does not.
Councilman Harris said that this is a large tract of land and would involve
a great deal of money, so perhaps some consideration should be given to having
a joint meeting with the Planning Commission before the public hearing. This
is a 120 acre tract of land.
Councilman Liebl said that he thought that there were two main questions that
needed answering; the traffic and the utilities. Councilman Breider said that
he had a criticism of the Council. He went with the members of the Planning
Commission and viewed an example of a Viewcon project. He did not think that
they would be able to accomplish anything unless the developer wasthere at
the meeting also. When he visited the Viewcon project, the representatives had
all the maps and information readily available, and was willing to discuss the
project, but none of the other Council members showed up. He said that there
was a month before the public hearing date, and he could see no reason for
stalling off the public hearing for another month.
MOTION by Councilman Harris to set up a joint meeting with the Planning
Commission and the developer. After discussion of the problems, utilities,
traffic, etc. the Council would have some answers for the public hearing.
THE MOTION FAILED for lack of a second.
MOTION by Councilman Breider to set the Public Hearing date for September 14,
1970 if the Planning Commission recommendations are favorable, if not, do not
publish the notice. The Administration is directed to try to set up a meeting
with the Planning Commission and Viewcon prior to the public hearing meeting.
Seconded by Councilman Liebl. Upon a voice vote, Breider, Sheridan, Kirkham,
and Liebl voting aye, Harris voting nay, Mayor Kirkham declared the motion
carried.

Longfellow Street. The Planning Commission recommended approval.

FIRST READING OF AN ORDINANCE ON VACATION REQUEST (SAV #70-04) , JAMES L.
ROBINSON BY G.D. GIANCOLA, HIS ATTORNEY: (Vacation of Brooks Street)
The City Engineer said that this vacation is part of the overall plan of the
area and the development of Skelly Oil Service Station on the corner of
Central Avenue and Osborne Road. The vacation is for Brooks Street. The
City will need some easements, but the first reading could be held, then the
second reading held up until receipt of the easements.
Mayor Kirkham asked if there was anything new on the clean-up of the property
directly south. The City Attorney said that he had visited with the Prose-
cuting Attorney on this . There are three tenants occupying the property.
The building is not too bad structurally, but there is a lot of debris that
needs cleaning up. He said that he had asked that an inspection be made by
Al Bagstad, Building Inspector. He said also that the weeds need cutting.
He said that he would itemize the work that needs to be done, give them 10
days, then if it is not done, issue a prosecution tag. It would be difficult
to enforce the stipulations in regard to plantings and fencing as 7 years have
elapsed, but the building itself would not look too bad with some plantings
and a fence. Councilman Harris said that an indication should be given that
unless the Ordinance is complied with, the City would clean it up and the
cost would be billed back to the property owner. The City Attorney said that
he would do that.
MOTION by Councilman Liebl to approve the Ordinance on first reading, and
waive the reading. Seconded by Councilman Sheridan. Upon a roll call vote,
Liebl, Harris, Breider, Sheridan, and Kirkham voting aye, Mayor Kirkham
declared the motion carried unanimously.
CONSIDERATION OF 1971 BUDGET:
MOTION by Councilman Harris to table consideration of the 1971 budget.
Seconded by Councilman Liebl. Upon a voice vote, all voting aye, Mayor
Kirkham declared the motion carried unanimously.
Councilman Liebl asked if a meeting could not be set up to discuss the budget.
He said that he would be out of town from September 19th to October 3rd.
RECEIVING THE MINUTES OF THE PLANNING COMMISSION MEETING OF AUGUST 5, 1970:
1. PROPOSED PRELIMINARY PLAT, P.S. #70-03, BY VIEWCON, INC: That portion of
the EZ of the S2 of Section 24 - Innsbruck North.
2. REZONING REQUEST: ZOA #70-05, BY VIEWCON, INC. : For that portion of
the EZ of the SE-4 of Section 24 to be rezoned from R-1 to R-3 (general
multiple family dwellings) or R-3A (apartments only)
The City Engineer said that these items were continued by the Planning Com-
mission. The applicant has requested, because of commitments to property
owners, that they would like to get the hearing before the Council as soon as
possible. The Council could authorise September 14th for the public hearing
meeting. The Planning Commission would have their recommendation in in the
meantime. I£ their recommendation is favorable there would §till by time to

MOTION by Councilman Harris to approve the special use permit requested by
Arthur E. Canton. Seconded by Councilman Breider. Upon a voice vote, all
voting aye, Mayor Kirkham declared the motion married unanimously.
4. STREET NAME SIGN STANDARDS:
The City Engineer said that the Planning Commission recommended a change from
the standard 6" sign to a 9" blade on main intersections. They also recommend
that they first be tried on Mississippi Street. He explained that both
Minneapolis and St. Paul are color coding their signs so that the north and south
street signs are green and the east and west ones are brown. He said that there
is a $3 differential between the 6" and the 9" sign. Councilman Liebl asked if
there would be sufficient money in the budget to try the program on Mississippi
Street, and the City Engineer said yes. He explained that they would not be
destroying signs, but they would be used on interior streets. Previous to
the last three years the City has used 3" letters on a 4" sign, but standards
were changed in 1968 and now the 6" sign has been used, with 4" letters. Every
time a new street sign is needed, the new standard is used. They are changed
as needed. There would be 10 or 12 signs needed for Mississippi Street and it
would not involve a great deal of money. The Planning Commission felt that they
would like to see one street completed on a trial basis .
Councilman Breider asked if the City would, get a discount if the buying is done
in quantity. The City Manager said that in most cases if a product is bought
in quantity, the cost is less. The Finance Director added that these would be
purchased through Hennepin County.
MOTION by Councilman Harris to instruct the Administration to implement the
program on Mississippi Street from T.H. #47 to. Central Avenue. Seconded by
Councilman Liebl.
Mayor Kirkham said that he would like to be able to tell when he enters into
Fridley by a different color sign. He said that the north-south signs could be
left green, but suggested another color be used for the east-west streets. The
City Engineer said that Minneapolis and St. Paul are getting these signs made.
If Fridley were to order a different color there may be a larger cost differen-
tial. The paint used is a special reflectorized paint.
THE VOTE UPON THE MOTION, being a voice vote, all voting aye, Mayor Kirkham
declared the motion carried unanimously.

of Mississippi Street and Channel Road, It Will pe a brick building with cedar
shakes on the roof. The Building Standards - Design Control recpmmended

MOTION by Councilman Harris to approve the permit for the dental clinic
requested by George Walquist, subject to the stipulations of the Building
Standards - Design Control Subcommittee. Seconded by Councilman Breider.
Upon a voice vote, all voting aye, Mayor Kirkham declared the motion carried
unanimously.
2. CONSIDERATION OF A REQUEST TO MOVE A GARAGE FROM 1515 HIGHLAND PARK WAY,
ST PAUL, MINNESOTA TO 225 LIBERTY STREET, FRIDLEY, MINNESOTA, THE SAME
BEING LOTS 18 AND 19, BLOCK 11, SPRING BROOK PARK, ANOKA COUNTY,
MINNESOTA. (REQUEST BY GENE GRAUNKE, 225 LIBERTY STREET N.E. , FRIDLEY,
MINNESOTA) :
The City Engineer said that the Building Standards - Design Control recommended
approval of the moving of the garage. He then showed the Council a picture of
the garage, and commented that the garage is in good shape.
MOTION by Councilman Breider to approve the moving of a garage onto 225
Liberty Street N.E. requested by Gene Graunke. Seconded by Councilman Liebl.
Upon a voice vote, all voting aye, Mayor Kirkham declared the motion carried
unanimously.

The City Engineer said that this house is on the corner of Marigold Terrace and
Monroe Street. The existing house already has a setback of 14.2 feet. The
Board of Appeals recommended approval. The addition would be south, to the
rear.
MOTION by Councilman Liebl to approve the variance requested by Jerome A.
Manley, 660 Marigold Terrace. Seconded by Councilman Sheridan. Upon a voice
vote, all voting aye, Mayor Kirkham declared the motion carried unanimously.
The City Engineer said that the second item, a variance for a sign at Frontier
Club has been withdrawn by the petitioner as he has decided that he would stay
within the requirements of the Ordinance.
