all voting- aye, the motion' carried' unanimously.

presented some simple .renderings' of his
property so the Planning Commission could see , how this garage and
addition would look .on h .s 'prope.rty. He said he did,n' t know why this
was called '"a secoxld. a.ccessory, ,building when. it was attached to his
house. Mr. Fitzpatrick`_,asked him, if ;he had another garage. Mr. Nana
said he did but this was attached `-to his house, 'also. Mr; ,'Nara said
the neighbors thought he' -was 'going.' to build a detached garage when
they got the Public Hearing notice. - Mr.. Clark said this i,s a second 1.-
garage whether. its attached or .not, and our code says, th 's requires
a special use permit.
Mr. Nara said ''his present garage has a driveway out to.; Buchanan
Street and the driveway for this garage would face 52nd Avenue. He
said about 60'0 of: ;thins g'axage would be below grade, with:.a dining room,
kitchen and;,den built over.,,it.
Mr. Naka ,preseinted. colored pictures of. his home and said the
garage and additibn would have the same siding and roof lines and after
it was built,' it would like it had always been there.
Mr. Drigans asked Mr. Clark if Mr. Nana didn' t have any garage`
at the present time, could he build a four car garage? Mr. Clark
answered that he : uld build any size garage he wanted, but our code
. does say that a r,_ .:: nd accessory building requires a Special Use Permit.

Mr. Drigans asked Mr. Nara if he was going to use these garages
for anything other than the storage of vehicles . Mr. Nara said he
has. two cars and a third vehicle stored 200 miles away and a boat
which he would like to have at his home. He said his present tuck-under
garage used about 60% of his basement so he has very limited storage
space. He does need more storage space.
Mr. R. D. Christensen, 5191 Buchanan Street N.E . , said he came,
to the meeting to see what was being proposed, but he has seen Mr. .
Nara' s plans at this meeting and he had no objection to this request.
Mr. Nara said he had talked to a couple of neighbors about this
request and they had no objection; in fact, it was one of his neighbors
who suggested, this addition when he was considering selling his home a
year or so ago.
Mr. Drigans asked if the driveway would be blacktop or concrete?
Mr. Nara said it would be concrete.
MOTION by Harris , seconded by Blair, that the Planning Commission
close the Public Hearing on the request for a Special Use Permit , SP #747
04 , by Charles M. Nara . Upon a voice vote , all voting aye, the motion
carried unanimously .

4. PRESENTATION OF PRELIMINARY PT4ANS FOR THE FRIDLEY BRANCH LIBRARY :
To be located at the corner o 5th Street and Mississippi Street

Jerry Young and Joyce McCar on representing the Library Board
and Mr. Eugene G. Flynn, repres nting the architectural firm, ..were
present.
Mr. Young presented a wor ing model of the proposed library and
explained how it would be loca ed on the site. He said one of the
significant features of this plan was that they would be able to save
many of the trees. They mi g t only have to take out about 8 trees .
They were saving two Oak tr es that were 36" and 48" in diameter, and
other major trees.
He said that basical y from 5th Street, the major parking area
• is South of the building nd to -the rear of the building. One of the
things we discussed with the Planning Commission when we were here
on the original concept as whether or not it would be possible to .get
a curb cut on Mississip i for either an exit only, or use it for
an entrance and exit u til such time as problems were created. The
concept being presente shows this as a right turn exit only. He said

The Cit said the only City Manager 9 y problem in the request is that there is a
need for some easements on the Northeast corner of the property. He said the
staff would work with the gentleman for satisfactory solution to the problem.
MOTION by Councilman Nee to concur with the Planning Commission recommendation f '
and approve the request for a special use permit as requested by Mr. Charles M.
Nara to allow the construction of a second accessory building at 5180 Buchanan
Street N. E. with the stipulation that the applicant and the City staff work
out some satisfactory solution for the easements in the northeast corner of
the property. Seconded by Councilman Utter. Upon a voice vote, all voting
aye, Mayor Liebl declared the motion carried unanimously.

there would not be a street built on thiseasement because of the steepness
of the terrain in the area. l

Mayor Liebl asked the members of the Cou it if any of them had changed their
mind about the development of this prope ty. Councilman Nee indicated he
had not changed his mind and would want he property to remain as public
' access to the park area. Councilman Br ider said he had not changed his mind
either.

Board of Appeals had recommended denial of all of the variance requests.
Mayor Leibl said the granting of the variances would be inconsistant with I s

of the lot would be approximately 5,20 square feet. He said if the Council

Mayor Liebl asked if Mr. Willey or Mr. Menkveld were present' to present informa-
tion to the Council.
Mr. Craig Willey, 3816 Polk Street N. E., addressed the Council and said he ! .
would make the same presentation to the Council as he had made to the Board
of Appeals and this information wad available to the Council in their agenda.
Mr. Willey continued to explain he!had .made the request for the vacation of
the easement which would have created a large enough building site, but
j this had been denied, so now in an; attempt to work on all avenues of this
{I plan, he was requesting the listed variances. Mr. Willey further explained

that he had changed the plan of the house for the lot to enable the house f �
to fit into the neighborhood better.
