MOTION BY MR. KONDRICK, SECONDED BY MR. OQUIST, TO OPEN THE PUBLIC HEARING. UPON A VOICE VOTE, ALL VOTING AYE, CHAIRPERSON GABEL DECLARED THE PUBLIC HEARING OPEN AT 7:31 P.M. Mr. Clark stated he would give the Commissioners a little background about this lot. About 2-3 months ago, there was a fire in the house. It was bad enough so that the petitioner had to move from the house, and the petitioner is now in the process of remodelinq and adding a second story expansion to make it a full two-story house. The petitioner is petitioninq the City to attach a garage to the rebuilt house, and he would like to keep the existing garage in the rear yard. The petitioner apparently has a collector car and a couple of other vehicles that are not driven every day that need storage, leaving his car and his wife's car sitting outside. Mr. Clark stated the petitioner is allowed to build the second garage with a special use permit. The petitioner has indicated he will put a door in tront of the new garage, but he will also put a door in the back of the new qarage in order to drive his vehicles through to the existing garage in the rear yard. PLANNING COMMISSION MEETING APRIL 9 1986 PAGE 2 The existing driveway to the old garage will be the driveway to the new garage. There was not now nor would there be any access from the old garage onto Main Street. Mr. Awaijane stated he had two old classic cars and a boat he had to store all winter. That leaves the new cars sitting out in the weather, so the new attached garage was for the new cars and the existing garage would be used for storage. He stated he also thought the attached garage would off- set the looks of the square house and make it look a little better. Mr. Maurice Blanch stated they were at the meeting to get a little more information about the special use permit request. They had no problem with the petitioner's request. MOTION BY MR SABA SECONDED BY MR KONDRICK TO CLOSE THE PUBLIC HEARING. UPON A VOICE VOTE, ALL VOTING AYE, CHAIRPERSON GABEL DECLARED THE PUBLIC HEARING CLOSED AT 7:37 P.M. UPON A VOICE VOTE, ALL VOTING AYE, CHAIRPERS LABEL DECLARED THE MOTION CARRIED UNANIMOUSLY. 3. RECEIVE MARCH 25, 1986, ENVIRWIE QUALITY COMMISSION MINUTES: MOTION BY MR. KONDRICK, SE DED BY MR. SABA,THAT IN THE ABSENCE OF THE CHAIRPERSON, THF. APPRO OF THESE MINUTES BE CONTIKUED UNTIL THE NEXT MEETING. UPON A VOICE VO , ALL VOTING AYE, CHAIRPERSON GABEL DECLARED THE MOTION CARRIED UNAN USLY. COUNCIL MEETING OF APRIL 21, 1986 Dr. Schollmeyer stated this would have to be assessed and a commitment couldn't be made at this time on the type of services to be offered o the communities. Mr. Hill stated he felt the Humane Socity has a better attitude oward the animals and are not operating to collect animals, but for th purpose of shelter and providing adoption services. He stated if they ca financially accomplish it, they will provide animal control services. e stated they now have support from Ramsey, St. Francis, Spring Lake Park, Columbia Heights, Coon Rapids, and Anoka. Dr. Schollmeyer stated they are looking for support a a pledge from the Council, with the actual funds being contributed in 1 7. He stated, in the interim, they can take these commitments to the bank o obtain the loan for construction of the facility. Mr. Qureshi, City Manager, stated if the Council wishes to provide funding, it may be appropriate to authorize the admin ation to provide the funds in the 1987 budget proposal. He stated it m also be recognized funding available to the City may be cut, but if th' is an area where they want to provide one-time assistance, it probably uld be done in the 1987 budget. Councilman Goodspeed felt they shoul t be in competition with private enterprise such as veterinarians who ve their businesses in the City. He also felt there was a need for anim control services and, if this could be provided, he would be in favor of . Dr. Schollmeyer stated they will ovide services that no other organization can or will cover. He stated 'mal control is just one aspect and if they can provide it, they will do Dr. Schollmeyer stated it is true that stray animals are brought to veterinarians, but they really don't want to get involved. He stated ey have the support of the veterinarians in private enterprise. Councilman Fitzpatrick ated he would be in favor of the proposal, but felt it is difficult to i uss without an amount or source of funding in mind. Councilman Barnett stated he would be in favor of supporting the facility, if it wasn't in mpetition with the other veterinarians. He did feel the animal control rvices are needed. Councilman S hneider stated he would support the request, as he felt conditions ere poor at animal control services provided by private contractor , and hoped they could get animal control services which are needed. Mayor stated he would also concur in the need for the services and f el t the apolis Humane Society has a well run facility. Mr. Flora stated the petitioner, because of a fire, is in the process of remodeling and adding a second story to his home, as well as an attached garage. He stated he proposes to use the existing garage as an accessory building to store his two classic cars and boat and to use the new attached garage to house his personal vehicles. Mr. Flora stated the Planning Commission recommended approval of this special use permit and there were no objections from residents of the neighborhood. CONSIDERATION OF AINUAL LICEN 48 � FOR FRIDLEY JUNKYARDS: Mr. Flora, Public Works ' rector, stated there is a concern whether auto recycling centers are in compliance with environmental issues and this is being addressed at e time of the annual license renewal. Mr. Flora st the Zoning Code does stipulate these centers are to comply with envir ental concerns and provide the City access to conduct tests. He also ated the code provides these centers are to agree on a testing or zation and share equally in the cost.
