A written response or additional documents may be necessary and are due prior to completion of the Final Inspection and approval for issuance of the Certificate of Occupancy. You may contact the Office of the Fire Marshal at (763) 572-3621 for additional inf orniation. The product proposed for storage and closed system use is Unichem 7542. The MSDS accompanying pernut application shows a flashpoint of 115°F using a test method of TCC. This product is designated as a Class II combustible liquid by 2003 MSFC Section 3402. 1. Does the scope of the requested permit include the piping installation? The installation of piping ma.y require a City of Fridley Mechanical Perxnit issued by the Cit�s Inspection Department and may involve testing if required bythe State of Minnesota Mechanical Code. Testing is also mandated bythe 2003 MSFC, 3403.6.3 which requires piping to be tested compliant with quoted provision prior to being buried,enclosed or placed in use. 2. Tanks shall be tested,including the interstitial space in double wall tanks prior to being placed into service in accordance with NFPA 30:2-8. (2003 MSFC 3404.2.12.1) 3. Supports for tanks which are elevated more than 12 inches above grade shall have a fire resistance rating of not less than two hours in accordance with fire exposure criteria in ASTM E 1529. (2003 MSFC 3404.2.9.1.3) 4. Please provide information concerning the anticipated operating pressure of this tank. 5. Construction af supports,foundations,anchorages,stairs,platforn�s and walkways shall be in accordance with NFPA 30 and the State of Minnesota Building Code. Construction may require a City of Fridley Building Permit issued by the Cit�s Inspection Department. 6. Tank venting and emergency venting shall be installed on tank Nornial venting shall be compliazit with 2003 MSFC Sections 3404.2.7.3.1 through 3404.2.7.3.6 and emergency venting compliant with provisions required by 2003 MSFC 3404.2.7.4 NFPA 30:2-3.6. 7. Tank openings other than vents including filling,emptying,vapor recovery and manual gauging for C7ass II liquids shall be compliant with�003 MSFC 3404..2.7.5.1 through 3404.2.7.5.8. When connections are designed to be made or broken,such connections shall be closed and liquid tight when not in use. They shall also be properly identified. (2003 MSFC 3404.2.7.5.6) 8. Protection against vapor release (see 2003 MSFC 3404.2.7.5.7) and overfill prevention for Class II liquids (see 2003 MSFC 3404.2.7.5.8 and 3404.2.9.6.6) shall also be installed on tank as required. 9. The tank sha11 be installed to and protected in accordance with the requirements for outdoor storage of the material involved and maxked with product identification in the form prescribed byNFPA 704. Specific R entrances and locations designated bythe code official mayrequire NFPA 704 marking as needed. (2003 MSFC 2703.2.4.2 and MSFC 2705.3) 10. Emergencyisolation valves for AGST's with connections below norn�al liquid level shall be provided with internal or esxternal isolation valves as requ.ired in 2003 MSFC Section 3403.6.7. 11. An approved monitoring method shall be provided to detect hazardous material in the secondary containment system. (SFMD AST Plan Review Fact Sheet,Section 6.5) 12. Material Safety Data Sheets for this product shall be readily available on site. (2003 MSFC 2703.4) 13. A No Smoking area shall be observed within 25 feet of the proposed storage tank. Approved signs shall be placed at the tank and all entrances to the tank area as prescribed in 2003 MSFC 2703.7.1 (2 &3) 14. Personnel responsible for the operation of the proposed storage area shall be familiar with nature of proposed storage and appropriate mitigation actions in the event of fire. Responsible shall also be trained to serve as liaison personnel to the fire department in the event of an emergency. (2003 MSFC 2703.9.1 and 2703.9.1.1) 15. Storage areas shall be secured against unauthorized entry. (2003 MSFC 2703.9.2) 16. Vehicle impact protection compliant with 2003 MSFC Section 312 shall be provided to protect storage tanks,connected piping and valves and fittings where subject to vehicular damage. (2003 MSFC 2703.9.3) 17. Electrical wiring and equipment shall be listed and approved for its purpose and installed to provision of NFPA Standard 70,National Electrical Code and may require a State of Minnesota.Electrical Permit issued by the City of Fridley Inspections Department. 18. Separation of incompatible materials shall be maintained compliant with 2003 MSFC 2703.9.8. (Note: MSDS lists incompatible materials to avoid as contact with strong oxidizing agents,strong alkalies and strong mineral acids. 19. Approved portable fire extinguishers shall be provided in accordance with 2003 MSFC Section 906 and NFPA Standard 10. 20. Contractor shall contact tivs office for testing and inspection when project is completed. 21.
