Dear Ms. Johnson,
I am writing this letter to infopn you of the status of the special use permit
that was granted to Redeemer Lutheran Church to allow the addition of a
fellowship hall.
I recently inspected the property and found that two of the four stipulations
accompanying the approval of the special use permit have not yet been met.
The stipulations that you still need to meet to satisfy the conditions of the
special use permit involve moving the bus and trailer off of the property and
implimenting the landscape plan. '
I have enclosed a copy of the Action Taken Notice, complete with your
signature agreeing to the stipul tions of the special use permit, as well as a
copy of the landscape plan. Theaareas of the plan that need implimentation
are marked in yellow.
Please review these documents an impliment the necessary improvements soon to
take advantage of Minnesota's al too-short growing season. If you have any
questions, please feel free to ntact me at the Fridley Civic Center, 571-

Mr. Christenson stated the existing facility was built in 1952, and he
thought possibly that structure was built with the intention of eventually
building on a second story. He stated they have been planning
for years to do something about this structure. It is kind of rundown,
and they have problems with the roof. It is very limited in size as to
what it can be used for. It has been called the youth room for a number
of years. He stated they have been in the planning process since 1978.
Their present fellowship hall below the sanctuary is restricted in size
for larger group gatherings. By taking care of the problem of the 1952
structure, they can make a space that is much more usable. They plan to
use the addition as a multi-use facility--a fellowship hall/gymnasium.
At the same time, they are adding some classrooms and making the building
barrier-free.
Ms. Schnabel asked about the fenced-in area at the back of the building
where there were some school buses and some other equipment. Where will
all that be going?
Mr. Christenson stated there are two school buses, a trailer, and a small
utility shed. They are making no provisions in the project to have that
equipment on site. In some manner when construction starts, they will make
provisions off-site for those buses and equipment.
Mr. Christenson stated the church did invite all the neighbors to the church
on Monday night to show them the plans and discuss the proposed project.
He stated only one person came. He stated he wanted the Commission members
to know that the church did make this effort and basically got no response
from the neighborhood.
Ms. Schnabel stated she would have a problem with making a strict regulation
on the exterior of the building, especially when cost factors are involved.
She thought the Planning Commission's major concern was that the exterior
be compatible with the existing facility and the neighborhood.
The Planning Commission members agreed with Ms. Schnabel .
Ms. Schnabel stated she was glad to see that the church would be putting in
some green space on the north side of the church.

by a sanctuary addition in 1959 and finally a two-story education addition
in 1963. Presently, there are four levels within the existing structure.
There is an upper and lower level through the sanctuary, and the rest of
the facility has an upper and lower level which matches up with the
education area. He stated the existing fellowship hall is on the lower
level .
Mr. Shuster stated they plan to actually demolish a majority of the
existing structure and add somewhat to the square footage of that parti-
cular part of the facility. Along with that, there is some adjacent
existing kitchen area they hope to update and the addition of some bathrooms
and showers off the gymnasium/fellowship hall .
Mr. Shuster stated they are also hoping to add some accessibility in terms
of a handicapped multi-level lift that would make it possible to move from
the four different levels. Right now, that is limited by the present state
code which allows a lift to only travel a maximum of 54". The State is
presently looking at adopting a new ANSII code that would allow the travel
to be increased up to 12 ft. That may not occur in time for this project,
but they will at least be able to provide some accessibility down to the
fellowship hall within the present code.
Mr. Shuster stated the church presently has a nice landscaping type of buffer
with relatively large mature trees, especially along Hickory St. and some
nice,newly planted trees along the north side. The one thing the church
really had not done is some landscaping pertaining more to the church than
to the neighbors. The present project proposes to create a green space along
the north side of the existing facility and the interior courtyard.
Mr. Shuster stated the church presently has a fellowship hall at the lnwPr
level below the existing sanctuary. It is really a displacement of that with
an area that is going to be more multi-use, and that use is not intended for
any purpose such as adding to sanctuary space. The present sanctuary is very
adequate at this time.
Mr. Kondrick stated one of Staff's concerns was that the finish of the new
building be compatible with the existing building. What plans has the
church made to do that?
Mr. Gordon Christenson, 184 Pearson Way N.E. , stated he was Co-chairman of
the Building Committee and a member of the church. He was also a land sur-
veyor. He stated they have looked at all types of different materials, but
because of budget problems and constraints, they are presently looking at a
precast concrete exterior. They are looking at the possibility of changing
that to brick, but he could not make a commitment at this time. They would
like to go with brick if it is economically feasible.
Ms. Gabel asked if Mr. Christenson would tell why the church feels they need
this addition.

Mr. Robinson stated Redeemer Lutheran Church was located on Mississippi
just east of Hickory St. It was a combination church and school . It was
surrounded by R-1 properties except for a city park on the east. He stated
Redeemer Lutheran Church was proposing a multi-use facility which would be
added on to the west of the existing facility. It would involve the removal
of a portion of the existing structure. It also called for the removal of
approximately 16 parking stalls.
Mr. Robinson stated Staff had the following concerns:
1. There be an approved landscape plan (Redeemer Lutheran Church has
agreed to do landscaping. )
2. The finish of the new building be compatible with the existing building
(which is brick) and in harmony with the residential character of the
neighborhood.
3. Special use permit subject to approval of Rice Creek Watershed District
and City Engineering requirements (Redeemer Lutheran Church is in the
process of getting Rice Creek Watershed District approval . )
4. Assurance that programming of activities will not create added parking
demands which would cause an on-street parking problem. (He believed
this problem had been rectified by a change in programming)
Mr. Robinson stated Redeemer Lutheran Church has 259 existing parking stalls
and they will be removing 16 stalls. By city code, they would require
approx. 200 stalls. So, by code, Redeemer Lutheran Church has an abundance
of parking.
Mr. Greg Shuster, Station 19 Architects, stated he has been working with
Redeemer Lutheran Church on this project for several years. He stated
Mr. Robinson had summed up the project very well . He stated the church
started out with a wood-frame chapel . A sub-grade, partially below grade
addition, was added on to the original chapel in 1952. That was followed

Mr. Saba stated it was his understanding also that there w'll be an overlap
of shifts at Target, so all the traffic will not be comi in and going out
of the parking lot at the same time.
Ms. Brenda Tibbetts, 421 Mississippi St. , stated s would like to express
her concern about the traffic on Mississippi. Sh stated that recently a
child was hit on 5th St. coming out onto Missis ippi. She stated that with
all this new development, she would like to s some consideration given
for the heavy traffic at Mississippi & 5th . , possibly with a stop sign
at Mississippi St. and 5th St.
Mr. Saba stated this was a very valid ncern, especially with the bikeway/
walkway along the parking lot and chi dren riding their bikes and crossing
Mississippi to get to the new commu ty park.
Mr. Robinson stated a traffic stu y is being made of this area. He stated
he would bring up this traffic ncern so it is taken into consideration
as part of the study.

FOLLOWING STIPULATIONS:

Mr. Robinson stated this was ba ally housekeeping for the HRA. The plat
would take in all the propert fro the northerly property line of the
Fridley State Bank to Missi ippi St. and bounded by University Ave. on the
west and 5th St. on the t. The new lat allowed for the Fridley Plaza
Clinic, future expansi of the clinic, w alignment of the roadway,the
plaza, the office bu' ding, City Hall , fut a development of Target, as well
as future expansio of Target, and possible ture joint parking arrangements
with Target.
Ms. Gladys S um, 411 Mississippi St. , stated she 'ved across from the
Fridley Li ary. She stated this was a very big park' lot to look at,
and ther ill be a lot of additional traffic. Will th be any kind of
barrier long Mississippi St.?
Mr, obinson stated there will be large trees along Mississippi St. , a bike-
y/walkway easement, and then about 20-25 ft. of bermed green ace. The
parking lot will also be sunk down a little to soften the visual pact of
the parking lot from the street and the neighborhood.

Mr. Flora stated one other stipulation should be the removal of the existing
bus and trailer off the site when construction is completed.
MOTION by Councilman Fitzpatrick to concur with the recommendation of the
Planning Commission and grant special use permit, SP #84-08 with the
following stipulations: (1) there be an approved landscape plan; (2) the
finish of the new building should be compatible with the existing building
and in harmony with the residential character of the neighborhood; (3) the
special use permit be subject to approval of the Rice Creek Watershed
District and City engineering requirements; and (4) the existing bus and
trailer be moved off the site when construction is completed. Seconded by
Councilman Barnette. Upon a voice vote, all voting aye, Mayor Nee declared
the motion carried unanimously.

Mr. Flora Public Works Director, stated this it a request for a special use
permit to locate a repair garage on prope�y presently owned by Dayton-
Hudson. '
He stated the Planning Camnission rec nded approval of the special use
permit with seven stipulations.
Mr. Flora stated if the special use permit is approved, there will be a need
for three variances which appears on the agenda later in the meeting.

MOTION by Councilman Hamer'nik to concur with the recomendation of the
Planning Commission and gr t special use permit, SP #84-09 for a repair
garage to be located at 7'65 53rd Avenue with the following stipulations:
(1) an approved landscape plan be submitted to the City; (2) a manageable
slope must be left on the eastside of the lot not greater than 3:1; (3) if
bad soils are found, petitioner must provide a soil alteration plan which
includes protectio of the car wash property; (4) petitioner must agree to
have no outside s orage of cars or parts at any time; (5) require that the
operation manag their used oil or other hazardous waste through appropriate
means; (6) an pproved drainage plan be required before a building permit is
issued; and ) this special use permit is issued to the owner and is not
transferrable without approval by the Council. Seconded by Councilman
Schneider. Upon a voice vote, all voting aye, Mayor Nee declared the motion
carried unanimously.

Mr. Flora, Public Works Director, stated this is property zoned R-3 north
73rd Avenue and across the street from Onan Corporation. He stated the
petitioner is requesting zero lot lines in order to construct a double
bungalow on the property. He stated the petitioner plans to own one half
and her partner wil buy the other half.
Mr. Flora stated the Planning Commission recommended approval of the lot
split to allow zero lot lines, however, staff would like to add three
stipulations which would include a signed covenant, park fee, and recording
the lot split with the County.
MOTION by Councilman Schneider to grant lot split, IS #84-06 to allow zero
lot lines with the following stipulations: (1) a signed zero lot line
covenant be expected; (2) a park fee paid of $750; and (3) the lot split and
covenant be recorded with the County. Seconded by Councilman Fitzpatrick.
Upon a voice vote, all voting aye, Mayor Nee declared the motion carried
unanimously.
4E. ITEM FROM APPEALS COMMISSION MEETING OF MAY 15, 1984:
VARIANCE REQUEST TO REDUCE LOT SIZE AND REDUCE REAR AND FRONT
YARD SETBACKS FOR A REPAIR GARAGE AT 765 53RD AVENUE N E BY
RICHARD GREEN:
Mr. Flora, Public Works Director, stated this is a request for three
variances to reduce the required lot size from 35,000 square feet to 22,171
square feet; to reduce the required front yard setback from 80 to 66 feet;
and to reduce the required rear yard setback from 40 to 10 feet.
Mr. Flora stated the Appeals Commission recommended approval of the
variances with several stipulations. He stated these stipulations were
incorporated into the special use permit approved by the Council earlier
this evening.
MOTION by Councilman Hamernik to concur with the recommendation of the
Appeals Commission and grant the variances to reduce the lot size from
35,000 square feet to 22,171 square feet to reduce the front yard setback
from 80 feet to 66 feet; and to reduce the rear yard setback from 40 feet to
10 feet for property at 765 53rd Avenue. Seconded by Councilman
Fitzpatrick. Upon a voice vote, all voting aye, Mayor Nee declared the
motion carried unanimously.
The Council then received the minutes of the Planning Commission meeting of
May 23, 1984.
5. SET PUBLIC HEARING FOR DISPOSAL OF CITY PROPERTY FOR JULY 2, 1984:
MOTION by Councilman Fitzpatrick to set the hearing for disposal of City
property for July 2, 1984. Seconded by Councilman Schneider. Upon a voice
vote, all voting aye, Mayor Nee declared the motion carried unanimously.

Mr. Flora, Public Works Director, stated this is a request to split off the
rear portion of this lot at 1443 Rice Creek Boulevard. He stated the
Planning Commission reviewed this request and had'sane concern because there
is not a road to the rear of this property o allow it to develop. He
stated the Comrdssion recommended approval W the stipulation the City is
not obligated to furnish a road for this parcel.
Councilman Schneider stated his concern, if this property was to develop in
the future, is that all costs for n ssary improvements would have to be
borne by the owner of this proper
Mr. Qureshi, City Manager, s ed in 1974 the Council adopted a plan for
this area where all propert' s would be assessed a total of $8/100 square
foot for storm sewer . a stated the City would not be making any
conunittment to put in a oad by splitting the lot. He also pointed out the
City has only a road a ement and an additional 20 feet should be obtained
for a drainage easement.
MOTION by Counc' �man Schneider to grant lot split, LS #84-04 with the
following sti tions: (1) the owner understands the parcel would be a
landlocked to (2) by giving the lot split, the City makes no committment
to provide a oad or water or drainage system; (3) an additional 20 feet be
given for drainage easement; and (4) in regard to storm sewer , no
propertie outside the develoEment would be assessed in excess of the total
of $8.0 per 100 square feet for storm sewer, and any additional costs would
be bor a by the developer of the property. Seconded by Councilman
Fitz trick. Upon a voice vote, all voting aye, Mayor Nee declared the

Mr. Flora, Public Works Director, stated Redeemer Lutheran Church has
requested a special use permit to allow an addition to their facilities. He
stated they currently have the church and a building behind it and propose
to remove a portion of that building and combine the entire facility in
order to provide a fellowship hall and handicap access.
Mr. Flora stated they have 259 parking stalls and with this construction, it
would eliminate 16, but they will still be within the code requirements.
Mr. Flora stated the Planning Ccunission recommended approval of the special
use permit with three stipulations regarding an approved landscape plan, the
new building should be compatible with the existing building and in harmony
