Dear Sir:
Concerning our discussion of February 7, 1969, of the suitability of
a certain piece of land for multiple dwellings the following information
can be ascertained at this time;
1 . The property as described to me is Lot 13, except the East 200 feet
in Auditor's Subdivision #89, lying in the Southwest quarter (SW4)
of Section 12, Township 30, Range 24, Anoka County, State of
Minnesota. This property is at present designated to be in the
zoned district known as R-3A (Multiple Family Dwelling alone
® others uses permitted) in the City of Fridley.
2. Also the area as ascertained from the half sections prepared by
the Anoka County Offices, which is a complilation of records as
they appear in the Anoka County Offices affecting the area shown
and to be used only for reference purposes, is approximately
6 .,125 square feet. According to the City Code of the City of
Fridley a required lot area of 2,500 square feet is required for
each dwelling unit, therefore, the property as described can hold
a maximum of 25 units if its actual size meets this requirement.
The above conditions, however, are still subject to all other City
requirements as pertaining to required setbacks, off-street parking, lot
coverage, etc. ; or any other conditions the City may impose before a Building
Permit may be issued.

The meeting was called to order by Chairman Erickson at 8:03 P. M.

The Board considered Item No. 3 first since they were the only
applicant present at the time the meeting was called to order.
3. CONSIDERATION OF A REQUEST TO CONSTRUCT AN ADDITION TO EXISTING WAREHOUSE LOCATED
IN THE NORTH 174 FEET OF LOT 5, BLOCK 1, DON'S ADDITION, THE SAME BEING 6400 _
CENTRAL AVENUE N. E. , FRIDLEY, MINNESOTA. (REQUEST BY HARRIS BROTHERS MOVERS,

Mr. Will Harris and Mr. Gary Peterson were present to present the request.
MOTION by Tonco to recommend approval of the request subject to the following
stipulations and notations as marked in red on the plans .
1. Blacktop the area from a line 40 feet west of the rear line of the building
to the front as shown on the plot plan. The area west of this line of black-
top to be of a 4" compacted class 5 gravel base.
2. A 10' radius to be used on all circular designed driveways and planting areas .
3 . Curbing around entire blacktop drive and parking area to be poured concrete.
4. Green ash plantings as shown in plans to be of a minimum 2" diameter.
5 . Concealed fencing to extend to a line even with the rear wall of the
building.
6. South wall of addition to be constructed of scored block rather than the
common 16" design.
7. New portion of building to be painted to match existing building.
8. Flashing similar to that across top ledge of existing building to be added to
addition in order to conform with existing building.
9. Brick to be used on front to the same elevation as the brick on the existing
building in order to assist in conformity here els well.

1270 AND 1300 NORTON AVENUE N. E., FRIDLEY, MINNESOTA. (REQUEST BY MR. WALTER

The revised plan as submitted consists of one 33 unit apartment building rather
than the 3 - 12 unit buildings as originally submitted. Mr. Don Udstuen was
present to present the request.
MOTION by Tonco to recommend approval of the request subject to the following
stipulations and notations as marked in red on the plans .
1 . Move trash receptacle area to the center point of the rear of the building.
2. Extend blacktop parking area to the outside storage unit behind_ playground
in order to provide the required number of parking places.
3. Seal down shingles to be used on the roof.
4. Change �" finish floor to k" underlayments.
5 . Drainage to flow toward street.
6. Gable ends to be of embossed aluminum finish.

2. CONSIDERATION OF A REQUEST FOR CHANGES AND AN ADDITION TO THE ADMINISTRATIVE
AND COMPUTER AREAS IN THE TARGET WAREHOUSE LOCATED AT 7120 HIGHWAY #65 .
(REQUEST BY DAYTON-TARGET STORES INCORPORATED, 700 ON THE MALL, MINNEAPOLIS,
MINNESOTA.)
Since there was no representative present for this request, a MOTION was made
by Biermann to table the request and to instruct the Building Department to
contact the proper parties in order to determine if the proposed addition
was still being considered.
Seconded by Tormoen. Upon a voice vote, there being no nays, the motion
carried unanimously.
I contacted Mr. Duane Grande of the Target Stores on 9-26-69. He explained
the budget somewhat restricted the addition as proposed. However, revised plans
for a new proposal would be submitted in the near future.
A discussion period followed the completion of the action on the agenda during
which the Board requested that the City Council direct the City Attorney to
amend the ordinance concerning the building code so that the Board may require
an artists rendering to be submitted in connection with any project before the
Board reviews it .
The Board also requested the Engineering and Building Departments prepare a
portfolio of photographs of approved designs of various apartment buildings
in the Metropolitan area, including the Hirsch Bros . and Georgetown Apartments
here in Fridley. This, they feel, would assist them in explaining to the appli-
cants who wish to build apartment houses, the styles which might be approved
by the Board.

Chairperson Harris stated there had been a question at the last meeting
concerning parking stall locations, and Mr. Boardman showed the Commission
a plan depicting parking stalls. He said that although these plans did not
show it, Mr. Hoff-meier had guaranteed he would also shift the buildings.
Mrs. Schnabel said that they should note that the number of parking spaces
had changed from the plan presented at the last meeting. Mr. Hoff.meier said

that were in the streets were designed to carry capacity loads for development
in that area. He added that this development would not overburden that load.

Public Hearing open, tabled August 18, 1976.
Mr. Jim London with Darrel Farr Development, and Mr. Darrel A. Farr were
present.
Mr. Boardman explained that this had been tabled until Darrel Farr Corporation
was ready to go with it, and they were now ready to proceed. He said that this
was in the townhouse area and they wanted to increase the size of six proposed
single-car garages to double-car garages.
Mr. :London showed copies of the proposed plat to .the .Commission. He explained
that he and Mr. Farr had met with the Innsburck. North Townhouse Association
Architectural Control Committee and the Operating Committee of the Innsbruck
North Townhouse Association, and they had worked out this proposed re-plat of
the Third Addition. He said that their proposal was to provide 12 double
garages in lieu of the 12 single garages that were on the original plat.
Mr. London explained that they hadn't changed the :totah number of par?cing
spaces as they had increased the inside parking by 12 spaces 'and decreased
the outside parking by 12 spaces. He said that in their agreement with the
Innsbruck Townhouse Association they were moving blocks 5, 6, 7 and 8 to the
bottom of the page five feet to give a minimum of almost'50' between buildings
for movement of traffic, parking, and so forth. He added they had also moved
the garages in blocks 5 and 6 so the garage and house would be more in line
and open up the green area between buildings. Mr. London added that they were

going to offer a standard garage door operator to be sold with each garage so
people would use the indoor parking more.
Chairperson Harris asked Mr. London if he was aware of the letter from
Mr. Jerry W. Anderson, Chairman of the Architectural Control Committee, to
the Planning Commission, dated July 20, 1976. Mr. London said he was, and
that they had had their meetings after that. He explained that letter was
written the first time they had appeared before this Commission, and there
were three subsequent meetings after that when this plat was worked out.
Mrs. Schnabel asked if there would be any outside parking, and Mr. London
replied that it wasn't shown on this plat, but there would be. Mr. Boardman
asked if units 7 and 8 were moved, and Mr. London replied they had been moved
back from the street. Mr. Boardman stated that Staff had no problem with this
preliminary plat.
MOTION by Shea, seconded by Langenfeld, that the Planning Commission close
the Public Hearing on consideration of a preliminary plat, P.S. #76-05,
Innsbruck North Replat Third Addition, by Darrel A. Farr Development Corpora-
tion. Upon a voice vote, all voting aye, Chairperson Harris declared the
Public Hearing closed at 8:05.
Mr. Bergman stated that initially he had some concern about the lack of a letter
in writing from the Architectural Control Committee to mate with the letter
on pag^ Its of the agenda. However, he said, the letter from tnat Committee
says they have a verbal agreement with Jim London, and since Mr. London now told the
Commission they are in accord, he didn't feel the con6ern that a letter was needed
for reference purposes. Chairperson Harris suggested it would be well to have
that letter for the City Council.
MOTION by Shea, seconded by Bergman, that the Planning Commission recommend to

The City Engineer explained that the property they bought is not a complete
parcel and needs a lot split. They purchased 174' of a 200' lot. This leaves
261 , Councilman Samuelson asked what advantage there would bs tp the City
to grant the lot split. The City Engineer replied no advantage, except that
it would serve to clean up the area somewhat.
A representative of Harris Movers said that the property is already fenced with
chain link fence on the north and south, and at the back there is a wooden fence.
He said that he had trouble purchasing this amount of land from the owner, and
he did not think that he could get the remaining 261 , Councilman Liebl asked
if they are' wil,ling to conform with all the stipulations put on them by the
bUil.di.ng Board. The City Engineer said they were. The Council could
authorize the permit on the whole parcel subject to the applicant coming back
for a lot split. The representative said that he already had a certificate of
survey which has been filed with the County. Councilman Sheridan said that it
still has t4 be split with the City.
MOTION by Councilman Sheridan to authorize the building permit subject to the
Applicant coming in for a lot split and abiding by the stipulations set forth
by the Building Board. Seconded by Councilman Liebl. Upon a voice vote,
all voting aye, Mayor Kirkham declared the motion carried.
The City Engineer asked if there was any discussion at the Building Board
Meeting concerning slats to be put into the chain link fence for screening the
trucks. The representative answered no.

Mr. Weber and Mr. Brangstrom (architect) were present for the requests .
Mr. Brangstrom said they will be constructing 2 complexes, 2 stories
with 18 units each. The exterior will be constructed of brick and cedar. .
The cedar will be used around the windows and for the balconys. At present
they do not plan any garages.
The Board asked what would be` located in the storage building in the
parking lot. Mr. Brangstrom said lawn equipment, dumpsters, etc. They plan
on having a central garbage pickup inside the building and then transfer it to
this area for pickup by a garbage service.
Mr. Tonco asked what type of shingbs would be used. Mr. Brangstrom said
perhaps a slate-type, depending on the dollars available.
Mr. Weber explained they do not know how many investors will be going in
on this building so they do not have final plans or dollars available at the
present time.
Mr. Tonco asked about the construction of the party walls and was partic-
ularly interested in the wall where the joint plumbing would be located. He
felt noise would be carried back and forth between apartments . Mr. Brangstrom
said this construction was not finaled yet. Mr. Boardman said this Board
had no jurisdiction over the inner construction, but that City staff would
make sure it met code.
Mr. Lindblad asked if there would be parking facilities for recreations
equipment. Mr. Weber said no, as this created an area of added expense and
vandalism.
Mr. Lindblad asked Mr. Boardman about the changes in red in regards to
the parking lot. Mr. Boardman said they had 9' x 20' parking stalls and in
order to get the 36 stalls per complex needed at 10' x 20' he relocated the
one entrance and parking stalls as needed. Otherwise all setbacks, poured
concrete curbing, 6" x 18" around the blacktop, driveway widths of 25' and
10' radius was followed.
Mr. Lindblad suggested perhaps they could work with Medtronics on
sharing parking (for recreational vehicles and guest parking) if needed.

Mr. Tonco asked about the floor construction of the balconys. Mr. Brangstrom
said they are cedar with an open floor. Mr. Tonco was concerned that debris from
the top balcony would filter down to the one below and also a lady's privacy could
possibly be hindered.
Mr. Brangstrom said the reason for the open floor is to allow for proper
drainage. He said in order to construct a closed floor which will allow proper
drainage, it would have to be built on the order of a roof plus a surface
placed on top that is good looking and easy to walk on. He said this gets to
be quite expensive and did agree that a closed fll)or would be better.
Mr. Lindblad felt due to the reasons sited by Mr. Tonco they should look
into the feasibility of a closed floor versus an open floor.
Mrs. Cariolano asked about the green area between the two buildings
designated on the plans as "play area". Both Mr. Brangstrom and Mr. Weber said
this area is undecided, due to money. fir. Weber said it would be a good area
for a swimming pool, but this was just an idea. Mr. Brangstrom said it should
be more accurately referred to as a landscaped area. Mr. Boardman said he
would like to see some barbecue facilities in this area.
Mr. Lindbald asked about the landscaping plan on the plans. Mr. Boardman
said he had shown some ideas as to what the City would like to see. The Board
said a plan showing landscaping should be brought in for staff approval.
Mr. Lindblad asked if a fence would be placed between their land and
Medtronics' parking lot. Mr. Brangstrom wanted to know if there is an ordinace
stating one would be needed here. Mr. Boardman said no, but perhaps they could
work with Medtronics to plan some extensive landscaping on this 10 foot strip
(each owner has S feet of green) . He said Medtronics has already been required
to landscape this area.
Mr. Lindblad asked if the wood on the balconys would be painted.
Mr. Brangstrom said no, they would be kept natural cedar looking.
Mr. Boardman said the drainage plan should be worked out with the Engineering
Department.
Mrs. Cariolano asked about lighting. Mr. Weber said there will be lighting
by the entrances. Mr. Lindblad said there should be lighting on all sides and
a plan should be brought in for Council approval.
Mr. Boardman asked what type of time table they would be working with,
especially when would they know how money would be available. Mr. Weber said he
was not sure at this time but felt it would not create a problem.
MOTION by Simoneau, seconded by Cariolano to recommend to Council approval
of the two buildings with the following stipulations :

Mr. Hank Tigue was present for the request.
Mr. Tigue and Mr. Boardman explained that some problems have come up with
this site. They had met with Anoka County Highway Department that afternoon
and learned that they (Anoka County) would be taking an additional 22 feet for
street improvement right-of-way. This will affect their layout somewhat.
Mr. Boardman said they will be losing the area designated for screening the
buildings from East River Road. This is of particular concern for this Board.
He also said they are going to the Board of Appeals for a lot coverage variance,
loading facilities in front variance and 5' to 0' setback for parking variance.
Mr. Tigue said the layout concept would remain the same, they only would
reduce it to the new lot size, after all right-of-way has been decided on.
He explained that his company builds these buildings for inventory warehousing
only, and that he cannot know how many customers would be using it. This is
one reason for so many loading docks, to help rent the building. Mr. Tigue
said his company will rent the land from Burlington Northern and rent out the
building space. They never sell, so they are very interested in a good appearance.
Mr. Simoneau felt they should go through all the legal hassel with Board
of Appeals, Burlington Northern and Anoka County before coming to this Board.
Mr. Boardman said it would have been done that way had they known of the 22'
easement.

Councilman Nee asked if it would be possible to prepare a report on Gorco Construction
Company. He questioned the status of the company. when they would proceed to build
without a building permit. The City Manager said the City staff had found this
situation and stopped work on the garage until the building permit and special use
permit were obtained.
THE MOTION was seconded by Councilman Utter. Upon a voice vote, all voting aye,
Mayor Liebl declared the motion carried unanimously.
BILLBOARDS: BILL WEISS SIGN:
The City Manager pointed out that the Planning Commission wanted to meet'. with
the members of the Council concerning the billboard. He suggested the following
Monday evening. Councilman Utter said he would not be able to attend the meeting
the following Monday evening, he would be working with the under-priviledge children,
and he would not be at the meeting.
The City Manager said there is substantial pressure for some determination on this
matter because there is a number of non-conforming billboards. He said the City
would have to establish some policy.
Mayor Liebl said the Council and the Planning Commission should be polled by the
Administration and a meeting set.

MOTION by Councilman Utter to concur with the recommendation of the Building Standards
Design Control Subcommittee and approve the request with the ten stipulations plus
an eleventh stipulation which would be the remark after the list of stipulations
within the minutes on Page 10-A of the agenda which concerned the agreement for r
joint parking.
The City Manager said it would be difficult to understand all the aspects in this
case without all the facts. He suggested that this be approved so the construction
could begin and allowing the administration to work out the details. He also mentioned
j that Councilman Breider is very aware of this area and has been trying to clean it up.
He said this would be brought back to the Council if the Administration could not 1
handle the matter.

Mr. Weber explained that he planned to work this out with the administration. He
explained he did not plan the installation of a swimming pool, but had planned
on installing some type of recreational equipment such as playground equipment
