L., Minneapolis Minn. 55414, June 6, 1964. City Planning Commission, City of Fridley, Minn. Gentlemen: On 1;ay 21st your honorable body considered a rezoning inquiry from hs. Mike Hafner in 1,`.elody 1,hnor. The minutes of the meeting contain the following: "Because the area surrounding the site for the new hospital is not developed, Ate. F.afner had asked for an opinion res-arding the types of structures that might be attracted to the area and the zoning pertaining to them. r "The answer the Planning Comay.ssion would like is whether or not it is logical to put a church in that area or have something related to a hospital; how to zone for land to be available for whatever expansion may come; how much land is needed and should 1 be held for this type of development; and how much of the problem is the responsibility of Nr. Hafner. "lir. Wallace was asked to take a loot: at this problem and give an opinion." Pursuant to your request, I have given enough study to the problem atd the questions raised to make some recommendations for a future course of action. I find that the land under consideration is across the street from the village of Spring Lake Park. The land is slightly rolling and much of it has mature oak trees on it. It is presently undeveloped. I understand however that a plat of the property has recently been approved, and the development of certain roads has been started. I also understand that a hospital is being planned for the area. One of the most important questions; noir being raised is - should a clinic be per- mitted in connection with the hospital? This would require an amendment to the zoning ordinance. Other questions hr ve been raised about other possible uses which might be required or desirable in connection with the hospital. It would seem highly desirable from the viewpoint of a hospital and its staff to have a medical clinic adjacent to it and integrally related to it. In my opinion it is possible to design and lay out such a complex for such ?urroses which would be attractive and acceptable, and which would have due con- sideration for adjacent present and future single family dwellings, and minimum adverse effect on them. However, it is highly important that such a complex be carefully designed. One of the most important factors in such a land use is the matter of traffic - how to lay out a traffic pattern with the minimum of adverse effect, how tp assure adequate parking spaces and their use, how to eliminate on-street parking, etc. How do we insure proper ingress and egress to the institution? All of these factors should be carefully considered and the plan should clearly show the method of handling all of these problems. 1 Fridley City Planning Co:sniission -2- June 6, 1964 Therefore, it is proper, desirable and absolutbly necessary that there be prepared a fairly detailed layout of the whole complex, including the hospital, the clinic, the ingress and egress, tho streets and parking areas, and any ancillary buildings which now or in the future. e required for the institution. Such a layout or study for a master plan should be presented to your honorable body, to the Council, and to the interested citizens of the area, for careful, deliberate and thorough analysis, preparatory to any action being taken. Once this is done it will be apparent what questions of zoning are being raised, The City Planning Commission then can cause to be initiated whatever changes are required to be presented to it for proper consideration, including adequate hearings for the public. Such a study suggested above should include other possible functions such as nurses' quarters, housing for employees and staff and other persons related to the hospital and clinic, and also any religious facilities not incorporated within the hospital. It should clearly show the relation of interior streets to presently platted streets. SUIZARY: With proper proper planning and consideration for present and future neighbors, it is quite possible to produce an acceptable hospital complex, including a medical clinin and ancillary buildings and facilities. The developers should be required to secure a competent and comprehensive master plan for the w hole development, and present it to the Plahning Commission, the City Council, and make it available for interested property owners and other citizens of the area as a basis for proper and intelligent action by your honorable body and the City Council. Crouch, Assoc. AIP DATE: 16 December 1965 1. MELODY MANOR APARTMENT/MOTEL PROPOSAL (20A #65-08) It is recommended that the Melody Manor rezoning application be denied pending a detailed study of the circulation/land use aspects of the entire hospital/clinic /nursing homes/motel/apartment complex - portions of which now exist or are proposed for near future construction. Whereas the proposed uses all appear to be logical and proper, the proposed circulation to and from and among the uses is questionable. As now proposed, many of the uses would have access via Lyric Lane which now serves as a local residential street and should be preserved as such. A preferable circulation solution, as suggested on the accompanying map, is to provide access to the proposed uses entirely via Osborne Road (an arterial street) and not from Lyric Lane. Thus, traffic to and from the hospital, nursing homes, apartments, clinic, and motel and shops would not interfere with the desired quiet living environment of the Melody Manor residential neighborhood. Beyond the major circulation aspects recommended above, the following recommendations are also made: A. Provide an adequate "green space" buffer between the residences facing Lyric Lane and the higher intensity uses to the north. Based entirely upon sound planning principles. another tier of residences should be constructed along Lyric Lane thereby resulting in the change of land use occuring at rear lot lines rather than along a residential street. It appears, however, that an additional tier of lots cannot be realistically provided due to the status of the hospital construction. B. Provide a fence or natural screen between the proposed apartment parking spaces and the residential lots along Jackson Street. Chairman Krovik stated that, in light of the' fact that we are considering a series of changes in regard to zoning category, it might be well to wait; or it might be advisable to submit the new plans to Hodne and Associates. getting their opinion how they would develop the urea and the Planning Q, ission then evaluate the request. MOTION by Hughes, seconded by Bandel, that the Planning Commission receive the set. of Plans and Specifications for the proposed Motel and Apartments presented at the November 18th meeting, =4 refer them to Hoche and Associates for their opinion as to the suitability of this type of development with consideration to the area adjacent to the hospital. Upon a voice vote, all voting aye, than motion carried. MMON by Johanson, seconded by Bendel, that the Planning ClarisFion set a public hearing date of December 16, 1965 for the rezoning of the area of Outlot 1, Melody Manor 4th Addition except that part taken by Dr. Lester for Clinic and parcel of 2001x600' for Hefner Nursing Home contingent upon receiving a letter from Mr. Hefner describing the area to be rezoned and the category. Upon a voice vote, all voting aye, the motion carried. 9. PROPOSED PRELIHIINARY PLAT (P.S. #62-10R) C0MPWZWE PARK, MIRE HAFNER: West half of�the Northwest half of Section 11, West of University Avenue and South of Osborne Road. Mr. Ronald Johnson of Clemron, Incorporated showed a sketch of the proposed preliminary plat of Commerce Park. The original plat, P.S. #62-10, had never been recorded because of the fact that the amount of land needed by the Highway could not be determined at that time. The Commission told Mr. Johnson his sketch was satisfactory at this point. The proposed Commerce Lane and service drive appears to be satis- factory, except a suggestion was made to have the entrance and exit on 73rd Avenue and Osborne Road back from Highway #47. It was felt the Plats and Subdivisions and Streets and Utilities Sub-Committees should review the new proposed plat for Commerce Park. 10. REZONINGREQUEST: ZOA #65-09 MILS HAFNER: Rezone proposed preliminary plat (#6 2-10R) Commerce Park. The Commission discussed with Mr. Rafner and Ron Johnson the present zoning and possible changes for the future depending upon the types of structures. The Commission asked Mr. Hefner to send a letter relative to rezoning and platting this area. MMOM by Hughes, seconded by Johanson, that the Planning Commission authorize the advertising of public hearings on Proposed Preliminary Plat (#62-10$) Cownrce Plat, Mike Hafner, being the Wk of the NWk of Section 11, West of University Avenue and South of Osborne Road and rezoning of Planning Commission Xeeti « I.avembez 18 1965 Page 3 Mr. Hell ayes requesting a split of.two parcels at this time, but ultimately hopes to split the large portion into 66 foot lots. INSURANCE REPORT: Mr. Dick Schillinger, Chairman of the Insurance Advisory Committee to the City of Fridley, was present at the Council Meeting and presented a 12 page report to the Council which had been made up by the Insurance Advisory Committee. He stated that there were several things he would like to point out to the Council. 1. There has been a considerable increase in the premium of the Automobile General Liability and Liquor Liability Insurance which the City of Fridley carries. This is due to the reduction of the overall credit that the City has maintained for the last three years of 25%. This has been reduced to a 10% credit. The second factor in the premium increase is the rate increases, particularly in the automobile area. The third is putting the liquor liability on a current basis. Mr. Schillinger stated that also during 1965 the City of Fridley had incurred losses in the general liability arca of $21,600. This represents a considerable increase in the average amount of losses that have been incurred in previous years. 2. Mr. Schillinger stated he is happy to report that the City of Fridley is maintaining an experience credit on their Workman* Compensation which is considerably better than most municipalities. During 1966 the insurance will be written at approximately 827. of what the average municipality is paying.
