Manager in Fridley since June of 1971.
Shown above is the organizational chart of your municipal government which
indicates the lines of responsibility for proper control, supervision and direction.
Like the normal corporate structure, the ultimate authority rests with those who
vote. In this case in public elections as citizens, rather than in periodic meetings of
corporation stock-holders. While the stock-holder has a financial investment in a
private corporation, the voter has financial, social and moral investments in this
community.
The direct election ec a ect on of the Mayor and City Councilis designed to vest basic control
with the voters. The appointment of the City Manager by a five man Council is to
ensure the continuity of operations through professionally experienced manage-
ment. As depicted above each of the City departments is under the day to day
supervision of the City Manager. Each of these departments is established to assist
or direct improved services for the citizens of Fridley.

The Engineering Division is involved in many activities within the City, only some of which are
entirely visible to the public. These include surveying and inspection of current street
improvement projects. Behind the scenes, safety improvements are planned and future
construction projects are examined for proper operational characteristcs. This insures that
major road traffic is served while keeping the local system free from unnecessary outside
fi
traffic and helps maintain the tranquility of residential areas. The City Engineer is responsible
f' for major maintenance programs to meet the overall City requirements as pertains to utilities,
%n other public facilities, and traffic safety programs. The Engineering Division also provides

utility location to contractors and residents.
Your streets
Do you know what it would take to get a new
street or to resurface your present street? If
w your street is not already a part of this year's
Street Improvement Program, you and your
neighbors need only petition the City Council
to improve your street. The Council will hold
apublic hearing to further study the need and ,
is
the wishes of the residents most affected by
the improvement. If your petition is approv-
ed,
pprov ed, the Engineering Division begins work y .
immediately, First your street must be pro-
perly designed to fit the overall traffic plan
for the City. As these plans near completion, *
they are constantly reviewed. After final
approval is gained, bids are sought for comp
pletion of the project. The bid is then � a ,
awarded and work begins on our street. The

Engineering Division survey crew lays out the
street, indicating the exact grade which will
provide good surface drainage. Then as the >,
excavation begins, the Engingeering Division
inspects this work to see that all specifications
are met. Even as the paving crew passes your
k home the Engineering Division is at work to
insure that a high standard of quality is
� ' maintained. In each project a one year main-
`° tenance bond is held to once again protect
you and insure that the work completed will
serve your needs for many years. A similar
process is followed on all utility projects.

several citizen committees, including Building
Standards, Design Control Subcommittee, and �`

minimum. The Planning Staff has coordinated

The Protective Inspection Section admin-
` isters, interprets, and enforces the Building
and Zoning Codes. In 1972 this unit issued
565 permits for building, wrecking or moving.

Over 100 licenses were issued to contractors
to control the quality and reliability of
contractor's services to the public. A major e °
service of this section is protective inspection 'e
of new and existing structures. The inspectors `
make on-site inspections of each structure as
it is being built. Constant radio contact is

The Public Works Division is in a very unique position for serving all the City Depart-
ments as well as the citizens of the City, in repairing of streets, watermains, sanitary
sewers and storm sewers, plus the cleaning of the City streets with sweepers. The
following services are rendered by the Public Works Division.
1. Streets — cleaning and snowplowing. The City provides a street sweeping service
0 for all streets; each street is swept a number of times every season. During the
winter as soon as the snow stops, our snow removal equipment immediatly begins
to clean the roads. We also install and maintain traffic and speed control signs as

well as street signs.
2. Storm sewers — cleaning and repairing.
,.. 3. Sanitary Sewers — cleaning and repairing. In 1972, a new sewer cleaning machine
.. was purchased which will provide an improved preventative maintenance program.
- Each of the City's ten sewerage lift stations are checked daily.
�" '• 4. Water Supply y — pumping and filtering. The City's thirteen wells and two filtration
plants provide 11 million gallons of water per day to the residents. In addition the
City maintains three reservoirs with an additional.5 million gallon capacity.
5. Equipment maintenance. All maintenance and repair of City equipment is carried
out at the City Garage.
With over 90 miles of sanitary sewer lines, 30 miles of storm sewer, 96 miles of water
mains and over 100 miles of city streets, this Department is kept busy year around

Duties of the Boards

CITIZENS COMMITTEE
The City of Fridley has a number of commissions and committees that serve to provide an orderly and
thorough investigation of many matters concerning the development of the City. All members of these
groups are appointed by the Council for varying terms.
Planning Commission:
This is the primary commission under the Council acting on zoning and subdivision questions. It has 5 members,
4 of whom are the Chairmen of the 4 subcommittees or commissions under the Planning Commission.These are
—� the Board of Appeals, Plats and Subdivisions- Streets and Utilities, Parks and Recreation Commission and the
Building Standards - Design Control Committee. The Planning Commission and its subcommittees and
commissions serve to expedite some of the work of the Council and make recommendations to same.
Board of Appeals:
This body has 5 members who meet on a call basis.They act upon petitions for variances from code and zoning
conditions.
Building Standards Design Control Subcommittee:
This committee of 5 members meets at 8:00 P.M., the Thursday evening following the evening the Planning
n Commission meets. Their function is to review proposed plans of all construction, other than single family

Parks and Recreation Commission:
This commission of 5 members, along with the Director of Parks and Recreation, plan and coordinate the
development of the park system and recreation programs.
