MOTION by Hughes, seconded by Bergman, that the Planning Commission
receive the communication from Hodne & Associates dated May 12, 1966 and
forward it, along with the minutes, to the City Council. Upon a voice
vote, the motion carried.
Because of laryngitis, Chairman Kravik turned the gavel over to
Member Bergman.
4. PUBLIC HEARINGS MOVING MUZST (ZOA #6605) GRAVES n1'=ORS s Lot 4,
Block 60 City View Addition. Rezone from Rm2 (limited multiple family
dwellings) to Cm2 (gaaeral business areas).
The City Manages read the Public Hearing notice.
Mr. Eugene Graves stated their purpose was to put up a small building
to house storage and a workroom. The property adjacent to this lot is
zoned Commerntal. He has been assured by the building inspection department
that the size of the building would conform to the building requirements.
Although Lots 50 6 and 7 are zoned Rm2, they are occupied by a single
family residence.
Member Bendel remindad the parties concerned that a study is being made
by the Planning Consultant and will be decided upon by Council very shortly
regarding **cess to T.H. #47 and this particular lot Mould be affected. He
stated he did not see how the Planning Commission could take positive action
at this time.
MOTION by Hughes, seconded by Kravik, that the Public Hearing of the
rezoning request (ZOA #66-051., G-saves Interiors, Lot 4, Block 6, City View
Addition to rezone from Rm2 to C-2 be continued until the May 26, 1966
mating. Upon a voice vote, the motion carried.

Block 4p Spring Brook Park. Rezone from Mml (light industrial) to R-3
(general multiple family dwellings) or R-3A (general aultiple family
dwellings only).
Mr. Pl*takis was present.
4 Engineering Assistant Clark stated Mr. Platakis owns two adjacent
25 foot lots, but one lot is zoned industrial and the other Rm3. Presently
there are single family dwellings on either side. He wants to use the lots
but cannot until they are of one zoning.
Member Hughes stated it appears the request would place Lot 10 in a
category which would make the lot usable to the owner, that the purpose
would not be at all out of line with the existing uses in the neighborhood,
but out of line with the zoning practices. It seems to him the opportunity
here is to provide a building site where none presently exists because of
j a zoning situation.
Paul Williams, 190 N.B. Longfellow, asked what Mr. Platakis was going
to put on this property.
Mr. Platakis was informed that a single family dwelling could be built.

The Commission wished the records to show that they are basing their
recommendation upon the fact that the owner has two lots, neither of
which Is buildable because of the location of the zoning boundary; that
by making this change, they are allawing construction of only a single
family dwelling which would be compatible with the rest of the houses in
this area.
6. PROPOSED PRE IMNARY PLAT: P.S. #66M01, GARDNER'S PLAT #1: S.E. Templin
Construction Co., Lot 3, Auditor's Subdivision #22.
Mr. S. E. Templin was present,
Member Bendel coommutod that the preliminary plat shows the 6 lots
on Mississippi Street marked in red and the rest of the land will be Outlot.
The Plats and Subdivisions Subcommittee recommended that Arthur Street
should be eventually through to Mississippi Street from the South; prevent
the rest of the plat being developed until Arthur Street dedication is
received.
Engineering Assistant Clark explained that Mr. Templin has to know
how many late he can get so the request of the preliminary plat is for
the whole area, but the final plat will be an the 6 lots and Outiot, and
at a later dates a plat will be made of the Outlot. It was noted that
half of Arthur Street is dedicated on the West side.
Member Bergman referred to the Streets and Utilities Subcommittee
minutes of May 5, 1966, page 14, item 1. The Subcommittee thought Arthur
Street should very definitely go through after a 30 foot casement is
dedicated, and specifically recownsud no approval of final plat of subse-
quent Outlot until it included a dedication of Arthur Street.
MOTION by Bendel, seconded by Krovik, that the Planning Commission
set a Public Hearing date of June 9, 1966 for the preliminary plat
(P.S. #66-01), Lot 3, Auditor's Subdivision #22, Gardner's Plat #1 by
S. E. Templin Construction Company, Upon a voice vote, the motion carried
unanimously.
7. XOT SPLIT REQUEST; L.S,: #66-07, AL FORSYTHE & SONS: Lot 5, Block 1,
Elvoll"s Riverside Heights.
Mr. Robert Forsythe was present.
Darrel Clark azplained that Lot 5 was split before, that the North
90 feet was sold off as a separate parcel and thsre is now a single
family dwelling an it. The request now is to split what is remaining into
Cato more building sites.
The matter of drainage was brought up and it was felt the drainage
should go to the West or South so that the problem that now exists would
not be aggravated.

The City Manager read the Notice of Hearing and the Planning Commission6s
recommendation for approval. Mr. Platakis explained that he owned two lots
and had believed them to be the same zoning until he noticed a difference in
taxes on the two lots, and that he needs one lot rezoned which will give him
606 frontage all together. Councilman Samuelson asked wiry the rezoning was
not to R-1, as it looked like land available only for a single family dwelling,
Councilman Wright said that it was his understanding it would boar%but then
both lots would have to be rezoned, but he will rezone one to R-3 or R-3A to
get them in the same zoning. He asked Mr. Platakis if he planned on a single
family residence on this property and Mr. Platakis answered yes.
Mayor Kirkham closed the Public Hearing after hearing no objectioAs,
MOTION by Councilman Wright to adopt, upon first reading, an ordinance complying
with the rezoning of PlatakieFs lot as requested, and to waive the reading.
Seconded by Councilman Samuelson, Upon a voice vote, there being no nays,
Mayor Urkham declared the motion carried.
CONSIDERATION OF ORDERING T - ST. 1966-2 (Z&UkD 4!18/66, 5/2/66)_0
Councilman Sheridan explained to the public that the resolution called for
three parcels of streets, and to be able to have any of these parcels con-
structed in the 1966 construction season, the Council will have to act fairly

Drive - Baker Avenue to T.H. #65 (State Aid No. 302) and on Rice Creek Road -
T.H. #65 to Old Central (State Aid No, 302), but there had been no petition
on West Moore Lake Drive - Carol Drive to Baker Avenue (State Aid No. 302),
and at a Public Hearing the Council had held, the people had been against it.
He stated that it would be his recouendation that West Moore Lake Drive -
Carol Drive to Baker Avenue be deleted from this project. Mayor Kirkham asked
Councilman Sheridan if he recommended that the other two parcels go in.
Councilman Sheridan stated that he had talked to Mr, Saliterman, and Mr.
Saliterman would like a decision on whether this project will go in this year
or not. If not, he will surface the temporary road that is there now, because
of his lease with his tenants. Mr. Saliterman indicated that if it does not
go in this ,year, and would be four or five years before it went in, temporary
surfacing would be worthwhile.
The City Attorney stated that in a conversation he had had with Mr. Cochran about
the location, Mr. Cochran requested frontage to the property to the north as well
as to the Saliterman property. The City Manager said that the idea was to give
Mr. Cocb-ran as such frontage as possible before swinging the road. Councilman
Wright noted that the map shows the alignment of the new State Aid Street going
through the Saliterman property but the temporary road does not, The City Manager
said that Mr. Saliterman was told purposely to stay out of the way of the street.
Mayor. Kirkham said he felt the Council should go ahead with.this if there is

The City Attorney said that, as a resident, he would object to the height
in the neighborhood as it would ruin the view. The representative pointed
out that this might be better than in the windows of people, and that
smaller letters would not be visible. He referred to the letter the Council
had received from the Nordquist Sign Company stating they felt 100' limit
on signs was too small. Mayor Kirkham said that there must be some formula
they could use to lower and make smaller so that the whole thing comes into
proportion. The representative said that by using a crane they had found
that 60' would give a clear view from the underpass. Mayor Kirkham suggested
the Council listen to the suggestions of the Association of Outdoor Advertising
before they decide.
MOTION by Councilman Harris that this sign application from the Pure Oil
Cmpany be tabled until the Council has an opportunity to talk to the Outdoor
Advertising Companies and decides what size and height signs are to be
erected in Fridley. Seconded by Councilman Samuelson. Upon a voice vote,
there being no nays, Mayor Kirkham declared the motion carried.
SECOND READING OF ORDINANCE AMENDING CHAPTER 56.02 (2):
None of the sign companies that were going to discuss this ordinance with
the Council were present at the meeting.
MOTION by Councilman Sheridan to table the second reading of an ordinance
amending Chapter 56.02 (2) until the next regular Council Meeting of June 20,
1966. Seconded by Councilman Samuelson. Upon a voice vote, there being no
nays, Mayor Kirkham declared the motion carried.
CIVIC CEI-ITER SITE OFFER (TABLED 5/16/66);
The City Manager pointed out that the Planning Commission recommended the
Council not consider City Hall development in the Commerce Park area.
MOTION by Councilman Wright that the Council concur with the recommendation
of the Planning Commission, express appreciation to Mr. Hafner for his kind
offer and gratefully decline the offer for relocation of City Hall in
Commerce Park. Seconded by Councilman Sheridan. Upon a voice vote, there
being no nays, Mayor Kirkham declared the motion carried.
Mayor Kirkham read the Planning Commission's motion and Mr. Bergman's opinion
to the public. Mr. William Tonco asked if any decision had been made by the
Council on the location of the City Hall. Mayor Kirkham said that a unanimous
decision at an unofficial meting had been made some time ago. Mr. Tonco said
that there had been a lot of talk and it is time the City Council really chose
a site and said this is it. He pointed out that building costs are going up,
and have alrecidy increased 9%.
SECOND READING OF ORDINANCE #340 -- All ORDINANCE TO AMEND THE CITY CODE OF THE
