SUBJECT: EAST RIVER ROAD TRUNK SANITARY SEWER CAPACITY
Dear Mr. Brown:
In 1959, under the authorization of the City Council Resolution
#82-1959, we conducted a comprehensive study of the existing
sanitary sewer connection system of the City of Fridley in
accordance with conditions as existed on April 1, 1959. Your
attention is called to this report entitled "Comprehensive Study
and Report on Existing Sanitary Sewer Collection System. "
You will note on Page 27 a compilation of figures entitled "Flow
Tabulations", and in particular, Line "F" , which is the East
River Road Trunk Sanitary Sewer. The check point entitled "F-2"
is representative of the conditions which you and the Planning
Commission are concerned with at this time. You will note the
pipe capacity at this check point is 1.65 cfs and the future
ultimate peak flow is estimated to be 2.034 cfs. You will note
in reviewing the above referenced report that the system was
analyzed on a connection basis. For purposes of reviewing check
point "F-211, a figure of 800 gallons per connection per day was
used as the rate determining factor for peak flow calculations.
You will also see that the report recommends, for purposes of
future design of facilities, that a higher rate be used to
determine peak flow calculations.
Since the submission of the 1959 report, Fridley Sanitary Sewer
System flows have been analyzed for submission to the North
Suburban Sanitary Sewer District on a basis of zoning and
applicable flow rates for various zoning classifications. It
should be noted that the C2S zoning flow rate is approximately
125% of the R-1 zoning, and the R-3 zoning is approximately
210% of the R-1 zoning. Should the North Suburban Sanitary
Sewer District proposal for the construction of interceptors
located along the Easterly railroad right-of-way become a reality,
provisions can be made in the future to alleviate any overloading
of the East River Road Trunk Sewer by constructing relief sewers
from the East River Road Trunk Sewer to the North Suburban Sanitary
Sewer District interceptor.

Your attention is called to check point "M-2" which indicates
the pipe capacity of the 24" trunk sewer at the South extremity
of the City to be 6 cfs , and the estimated future ultimate flow
at that point is 15 .6 cfs. In this connection, it should be
noted that the future ultimate flow does not include the area of
Fridley , South of Highway #100 and West of the Great Northern
Railroad. The Northern Ordinance, Minneapolis Water Plant and
Municipal Liquor Store Outlet No. 3 are now discharging sanitary
sewage to the City of Minneapolis directly under separate agreements .
The conclusions and recommendations contained on Pages 30, 31 and
32 may be of interest to the Planning Commission.
We hope this information covers the request made by your memorandum.
Should you or the Planning Commission have any questions concerning
this information or desire additional data, please advise.

6, PUBLIC HEARING CONT1Nl1ED FROM OCTOBM 11, 1962 - REZONING REQEST BY
S. G. PEARSON COMPANY, INC..
This was a request by S. G. Pearson Company, Inc., to rezone from C-2S
to R-3, part of the SWk of the SE's of Section 3.
Mro Pearson stated that they have been trying to set up a shopping
center in this area, but their advisers state that there are not enough
people in the immediate area now. Therefore, he wants to build apart-
ments to help support the shopping center. The Members came to general
agreement that, because of the work on a new ordinance covering multiple
dwellings which has not been presented to, or acted on yet, by the City
Council, nothing definite could be settled at this time.
Motion by Mr. Bandel, seconded by Mr. Johanson, that this public hearing
be continued until the next regular meeting of the Planning Commission,
on November 8, 1962. upon a voice vote, all voting aye, said motion
carried unanimously.
7, LOT SPLIT INQUIRY - VAN CLEAVE ADDITION.- This was an inquiry by Keith
Harstad on the feasibility cf splitting Lot 2, Block, 1, Van Cleave's
Addition. Mr. Harstad stated that possibly he could buy nine feet of
land from Mr. Sakariason of Lot 5; and if this purchase were made, he
Lnquired if the Planning Commission would assure him, that he could be
reasonably sure that he could divide Lot 2 into four lots by splitting
and not platting, since he felt he could not afford the expense of
platting. It appeared to the Commission that the best way to resolve
the decision relative to the splitting is to determine its legality under
the City Ordinance. It was suggested he get an option on the nine ;foot
strip of land, then talk to the City Attorney; and, if legally approved,
he should present the facts to the Plats and Subdivisions Sub-Committee at
its next meeting.
8. PROPOSED REVISION OF STREET AGTGN VM - CRABTRER RIVER WOOD MANOR PLAT

Nr. Howard Crabtree, Nr. Roger Claesgen and Nr. William Engelhardt were
present to discuss a new proposal by Nr. Crabtree for a street revision
at East River Road and 71st Way N.E. Mr. Claesgen left the meeting because
his land is not involved. Because the original preliminary plat, as
approved by the Planning Commission, had been changed in several details
also, it was decided that Mr. Crabtree and Mr. Engelhardt instruct their
surveyor to meet with the City Engineer to discuss the change in easements,
change in number of lots, change in street alignments, necessity of sump
pumps, revised street grade since storm sewer was designed, and street
dedication on the north edge, among other items. The Commission agreed
to W. Crabtree's request to place the revised preliminary plat on the
agenda for the November 8, 1962 Planning Commission meeting.

to rezone from C•2S to R-3 part of Std of SEz of Section 3. Report of
Comstock & Davis regarding capacity of East River Road Trunk Sanitary
Sauer to be presented.
There was considerable discussion regarding Zoning and Ordinance
amandments which have not been completely resolved yet, the passible
inadequacy of this 1211 sewer pipes to the area, and to request Comstock
and Davis to have a representative at the next meeting to explain their
letter of November 13, 1962.
Motion by Me Nagel, seconded by Div. Johansvtt, to recoumend to the Council
apprmval of than rezoning request calling the attention of the Council to
the sanitary setiaar problem in the &ca. and that the rra zoning is recommended
only if the Council approves the amendments to the Rezoning and Building
Ordinances.
Upon a =11 call vote, those voting aye: Bandel, Johanson, Nagel. Nay:
Thompson and Kzavik.

Light Industrial to Heavy Industrial.
Pir. Barry, owner of Barry Bloi,ar Company, and Mr. We He Kelly of the
Towle Company were present. Mr. Barry explained that they assemble the
work, and that the heavy metal work is fated out; therefore, there are
no noxious fumes or excessive noise. The request for Heavy Industrial
zoning is for resale value. Fifty men are employed and there have been
no layoffs.

FIRST READING OF ORD11dANCE REZONING LOTS 16 AND 17, BR00KV1EW ADDITION R-1 TO R-3):
Mayor Nee announced this was the first reading of an ordinance rezoning Lots 16
and 17, Brookview Additionp from R-1 to R-3. The City Manager gave the first
reading of the above described ordinance and explained a public hearing had
been held on May 6, 1963,
Motion by Wolke that this be accepted as first reading of an ordinance rezoning
Lots 16 and 17, Brookview Addition. Seconded by Johanson. Upon a voice vote,
there being no nays, the motion carried unanimously.

Mayor Nee announced this was a second reading of an ordinance vacating a portion
of alley, Block 12, Plymouth Addition, The City Manager gave second reading of
said ordinance.
Motion by Wolke to adeept this as the second reading of Ordinance #237 vacat-
ing a portion of alley in Block 12, Plymouth Addition, adopt and publish same.
Seconded by Johansont Upon a voice vote, there being no nays, the motion
carried unanimously.
SECOND READING OF ORDINANCE 038 AMENDING ORDINANCE N0. 70 (SECTION
V
Mayor Nee announced this was a second reading of an ordinance amending Zoning
Ordinance- No. 70 relating to certain type structures. The City Manager gave
second reading of said ordinance.
Motion by Johanson to accept this as the second reading of Ordinance 038 emend-
ing Zoning Ordinance No. 70 relating to certain type structures, adopt and
publish same. Seconded by Brook. Upon a voice vote, there being no nays, the
motion carried unanimously.
CONSIDERATION OF REZONYNG MQt*ST BY S, a. PEARSON:
Mayor Nee announced this was the consideration of a rezoning request by S. G.
Pearson Company, Inc. The City Manager stated a public hearing had been held
by the Planning Commission and they had recommended approval of this request.
The Planning Commission, it was explained, had recommended its approval from
C2S to R.3, calling attention to the sanitary sewer problem. Past action by
the Council on December 3rd, 1962 .was related. It was further explained that
ordinance in this regard had been passed and that as far as the capacity of
the district, it had not been improved upon but this item had been delayed
for some time. City Council was informed that if and when the North Suburban
Sanitary Sewer District went into effect it could be used by the City. The
estimates of usage in the area are the same as they have been. The City
Manager informed the City Council that whatever Council would decide on this
item would have to have a public hearing., that the only action required at
the present time was the ordering of a public hearing. Mayor Nee stated his

personal thought on the above described item would be to clear the multiple dwell-
Ing ordinance before any Council action would be taken on it.
Mr. S. G. Pearson, owner of the property in question, appeared before the City
Council. He explained to the Council that in the tract of land in question, he
had too much land, about eighteen acres, for a commercial shopping center, that
more residents are needed in the neighborhood to support the shopping center. He
stated he had been informed by the engineers that there was ample capacity in the
area for the sanitary sewer, that apartments were being erected in the immediate
area and felt it would be no more than fair to be allowed to erect same. He re-
quested the Council set a public hearing for same.
Motion by Wolke to concur with the recommendation of the Planning Commission and
set a date for a public hearing on the rezoning request by S. G. Pearson Company,
Inc. Seconded by Johanson. Upon a voice vote, there being no nays, the motion
carried unanimously.
Mayor Wee raised the question to lir. Pearson that it had been his understanding
Mr. Pearson was to give some river frontage for park property. Mr. Pearson assured
Mayor Nee they would have this property in question.
NEW BUSIMSS
PUBLIC HEARING - ST. 1963-1:
Mayor Nee announced this was a public hearing on Street Improvements, including
grading, stabilized base, bituminous surfacing, concrete curb and gutter, Slid
appurtenant facilities. The City Manager read the notice of hearing. Mayor Nee
requested that City Engineer Brown explain areas on city map. Mayor Nee asked
previous to discussion, was the Council going to follow the same Project Assess-
ment; that in 1962 they had offered a ten year spread on concrete curb and gutter
and a five year spread on asphalt curb. Councilman Johanson stated this was sat-
isfactory but raised a Question on different streets and the difference in their
costs. City Engineer Brown stated that because of the type of platting, and size
of lots the assessment per foot was not always the same, that each area had to be
broken down. The Finance Director further explained there might be more or less
assessible footage according to the terrain, that the cost per foot was identical,
it was just when assessing it was different.
It was explained to residents the problem is to give the people :involved an option
whether they prefer concrete curb and gutter or asphalt curb and gutter. The City
of Fridley, it was explained, has found the concrete is better and to make it
easier far -the residents to finance concrete curb and gutter, the Council has
spread concrete curb and gutter over ten years because it reflects a longer life
and spread asphalt curb and gutter assessments over a five year period. City
Engineer Brown stated this was realistic according to the life and installation
and also offers an inducement to home owners to buy in this manner. The payments
on concrete curb and gutter would be less although spread over more years.
Rayor Wee announced Council would take the improvements by items:

Mayor Nee announced this was the item tabled from the June 3rd meeting where-
by the Scouts wished $304.00 for the improvements they had put into the build-
ing in question for its purchase. Councilmen Sheridan stated he had raised
the question before the Council and it was the building that had been donated'
by the Lions Club. He further stated he had been under the impression the
Lions Club had given the building to the City of Fridley a number of years
ago. Mr. Leon Madsen was present representing the Scouts and stated he
didn't know where the building had come from but it had been given to the Scouts
by the Lions Club after they bad put some work into it and as they have no
further use for the building, they would Like to sell it. The City Manager
explained Mr. Donlin, Park Director, would like to use this building for
repairs. Councilman Sheridan asked if the reimbursement was what the Scouts
held spent on the building and was told this was all they were asking. It
was explained the building was given because it was on city property, and it
was impossible to obtain fee ownership of it because the City already bas
ownership. Mayor Nee stated that what it amounted to wags the City was do-
nating $300.00 to the Boy Scouts. City Attorney Smith explained the B,,)-,.y
Scouts want to sell the right of possession for $300.00. Mr. Madeen suited
to the City Council he didn't feel it was the position of the Boy Scouts to
be donating this building. Councilman Johanson stated that as the Park
Director had use for the building, located on city property, the $300.00 ask-
ing price from the Boy Scouts was not out of line. Councilman Brook raised
the question to City Attorney Smith is this caas legally possible and was told
the City Council could purchase the Right of Possession.
Motion by Brook to purchase from the Boy Scouts the Right of Poss>eenion on the
garage located on city property for $300.00. Seconded by Sheridan. Upon a
voice vote, there being no nays, the motion carried unanimously.

Mayor Nee announced this was as public hearing on time rezoning request by
S. G. Pearson Company, Inc. The City Manager read the Notice of Hearing.
Councilmen Wolke asked for an explanation of a contemplated lower use of the,
land. The City Manager react uses from the Ordinance Book. Mayor Nee awaked
If there were anyone present who wished to be Beard on the above described
public hearing. City Engineer Brown presented a revised plat submitted by
Mr. Sig Pearson allowing a 60 foot right-of-way along the railroad tracks
night-of-way and it was explained there would be six lots instea4 to comply
with the revised apartment regulations.
Mr. Sig Pearson was present in favor of the rezoning request. Mayor Nee
requested to know if Mr. Pearson would object to an R-3 zoning rather than
R-3A and explained the R-3 permits a number of other uses. No one appess.red
in opposition to the Pearson Rezoning Request. Councilman Wolke ralsed the
question if this was considered a preliminary plat and was told by the city
Manager this would be a public hearing only on the rezoning and if Council
agreed with it, they could close the hearing and order the ordinance drawn,

Pearson Company. Seconded by Brook. Upon a voice vote, there being no nays,
