Gentlemen:
This is to notify you that the sewer has been installed along the
proposed Madison Street for the Fridley Medical Center being built
at the Southeast Corner of Madison Street and Osborne Road.
It is our understanding that the City is prepared to construct the
proposed Madison Street adjacent to the Medical Center now that the
Sewer is completed.
We expect to have the Medical Center completed by the first of
October 1966 and request that this street be complete by that date.
We enclose a copy of our site plan and request that you indicate the
elevations of the crown and shoulder of the proposed Madison Street
adjacent to the entrance of the clinic so we can proceed with the
final grading in this area.

Mr. Art Swanson, representing Theisen's Market, Incorporated, was
present.
HDTION by Bergman, seconded by Hughes, that the Planning Commission
concur with the present zoning of the northeast corner of Mississippi
Street and Hightiay x#47., Theisen's Market, incorporated, as adequate for
construction of the proposed Red Owl Store along with parking require-
ments consistent with C-1 zoning, that the Commission also indicate to
Council concern that any building permit plan for construction be con-
sistent with service road planning being carried on by the Fridley
Housing and Redevelopment Authority. Upon a voice vote, all voting ayes
the motion carried.
Committeeman Hughes stated the reason for accepting this motion is
that the City Code does not, as he sees it, make any differential at
all between C-1 and C-1S. Restrictions to neighborhood sites apply to
categories other than those listed in specification. From a standpoint
of use, no diffeTence. Any decision undertaken here opens to all kinds
of questims, Categories of permit usage in C-2 seem to be a different
type than that called for in C-1 -- different entirely from what is
proposed here. No choirs but to indicate zoning is proper. This may be
a point to look into in the future.

Or. Lester presented a certificate of survey for the area he is
interested in, being the North 400.00 feet of the West 217.80 feet of
Outlot 1, Melody Manor 4th Addition, subject to an easement over the
West 30 feet thereof for street purposes.
Dr. Lester stated he would like to get a building permit. The
Comission explained that in this instance, it would be advisable to
ask for the rezoning category CR-1, which ordinance will be published
September 29th and be in effect when Dr. Lester is ready to build.
Because there are no streets in that area yet, Dr. Lester was
informed that noey is the best time to, get the necessary dedications for
streets, namely from Mr. Watson, Mr. Hafner and the Unity Hospital.
Also, future plans for sewer and -Dater should be considered at this
stage.
MOTION by Bergman, seconded by Hughes, that the Planning Commission
approve of the rezoning request (ZOA #65-04) by Dr. T. H. Lester for the
North 400.00 feet of the West 217.80 feet of Qutlot 1, Melody Manor 4th
Addition, subject to an easement over the West 30 feet thereof for Ftreet
purposes revising the request to read "rezone from R.-1 (single family
dwelling) to CR-1 (offices and office buildings for medical, dental,

optical clinics,and apothecary shops, harmless and inoffensive laboratories
accessory to permitted uses in the same building)" and recommend approval
by Council.. Upon a vote* vote, all voting aye, the motion carried.
At this point the matter was brought up regarding the requirements
of setbacks, parking areas, etc. being amitted,from the new ordinance
creating CR-1 Districts. The Comission felt this should be eonFidered
along with the ordinance.
Because of the amount of land involved, it was suggested to Dr.
Lester that a lot split would be required before a building permit could
be issued. If he wished to build this year, he could ask Council for a
lot split at the same time as the rezoning.
MOTION by Hughes, seconded by BeTzman, that the Planning Commifgion
recommend to. Council that, if the owner of the North 400.00 feet of the
West 217.80 feet of Outlot 1, Melody Manor 4th Addition, so desires a
lot split separating the land, be approved. Upon a voice vote, all voting
aye, the motion carried.

Councilman Sheridan asked whether the North Suburban hospital District
has given a 30 foot easement to the City for constra-,tion of t-ie west

City Engineer answered that the N.S.H.D. has not done so, but :.hat
Mr. Johanson, a board member of the N.S.H.D. , has stated that the Hos-
pital District will do so. Councilman Wright inquired whether :rny land
use in the CR-1 zone does not require Building Board approval. The City
Manager answered, 1ANo11 and, stated that all land use in the CR-1 -zone
will be commercial use in conjunction with medical facilities annkt, as
such, will require approval of plans by the Building Board.

the joint construction project with Columbia Heights. He stated that psWILng
carpletion of the agreements, the Council should not adopt the resolution.

Councilman Wright asked the City Manager whether he has data concerning the
traffic count at the intersection of 7th Street Northeast with 61st Avenue
Northeast, especially a traffic count of the number of vehicles making turn
at this intersection. The City Manager stated-that he has traffic count data,
taken from automatic counters, and that it is not feasible to use the auto-
matic counters to detorminaa the number of vehicles making a turn at an
intersection. He stated that than only ray this data can be gathered is to
have an observer at tho intersection count the number of care that make turns.
r The City Man&ger provided copies of the traffic count to the Council. Council-
` mian Wright stated that he believes the School Board and P.T.A. are cotTect
and a four-way stop should be provided at the intersection. Councilman Kirkham
stated that'he is also in "reement with this argument.

The City Manager showed the plan for the garages to the Council. Councilman
Samuelson explained the action of the Building Board and their recommendation
for approval. The Council discussed a future road and whether there would be
room for it, and the finish of the exteriors of the garages.
MOTION by Councilman Wright to concur with the recommendation of the Building
Board and grant the permit with the stipulation that the south end face is
to be brick, and the north and east walls (all exposed concrete block) to
be decorated block, stucco, or brick. Seconded by Councilman Harris. Upon
a voice vote, there being no nays, Mayor Kirkham declared the motion carried.
Later in the meeting applicant Mr. Steve Hawrysh was present and discussed
this further with the Council. He pointed out that to match the expensive
brick he had used would be prohibitive as the price of brick has gone up,
and he could match the color of the stucco to the brick instead. Councilman
Harris asked if it could be brick part way up as nothing looks worse than
wet stucco. Mr. Hawrysh said that this would not solve the problem, and that
he has a blacktop surface. Mayor Kirkham said he thought the garages were a
big improvement.
MOTION by Councilman Wright to reconsider his previous motion and amend it
deleting the words "south end face is to be brick" and replace it with "south
end face is to be stucco". Seconded by Councilman Samuelson. Upon a voice
vote, there being no nays, Mayor Kirkham declared the motion carried.
