Contractor shall
be familiar with this review document and contents prior to initiation of work. The conditions contained herein shall be considered as requirements for the proposed project. A written
response or additional documents may be necessary and are due prior to initiation of the Final Inspection and approval for issuance of the Certificate of Occupancy or Fire Department
permit completion. You may contact the Office of the Fire Marshal at (763) 572-3621 for additional information.
This Fire Department Building Plan Review covers Building addition and
improvements at Springbrook Nature Center. .
1. Demolition and construction activities shall be governed by requirements of 2007 MSFC Chapter 14, Fire Safety During Demolition and
Construction, and NFPA Standard 241 (2000), Standard for Safeguarding Construction, Alteration, and Demolition Operations.
Fire apparatus access roads shall have an unobstructed width
of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet and 6 inches. (MSFC 503.2.1)
2. Permit required for sprinkler work:
a. The required sprinkler
design density of the building fire sprinkler system shall include modification for the proposed use of space or building: (2010 NFPA Standard 13)
b. The location of fire department
connections shall be approved by the fire code official. (MSFC 912.2)
c. Fire sprinkler riser shall have tamper devices on all valves.) Contractor shall perform cursory inspection of
premise sprinkler heads to ascertain if recalled sprinkler heads are present in existing system. If so, the recalled heads shall be replaced with approved listed components. (2007 MSFC
901.9)
d. A fire hydrant shall be located not more than 100' from the proposed Fire Department connection(s). (City Rule)
e. The sprinkler system water supply and domestic water supply
shall be split outside of the building. (City Rule)
f. Water flow testing used for sprinkler system design and hydraulic calculations shall have been conducted not longer than three
years prior to submission of sprinkler system permit application and system calculations. (State and City Rule)
g. Fire Department connection(s) shall be a 2 ½ inch wye connection.
FDC’s shall be installed at an approved location on the street side of the building, fully visible and recognizable from the street or nearest point of fire department vehicle access
and must remain unobstructed and accessible on a twenty-four basis. (City rule, 2010 NFPA 13 and 2007 MSFC Section 912)
h. Sprinkler system water supply valves, emergency activations and other system components requiring supervision by 2010 NFPA and 2007 MSFC standards shall be electrically supervised
and monitored by a central station monitoring center (2007 MSFC 903.4
i. Sprinkler system drains shall be plumbed to the outside of the building. System drains shall not be discharged
into the sanitary sewer system. (City Rule)
j. Inspector's Test drain shall be located at point remote from the sprinkler system valve stack (City Rule, 2010 NFPA 13)
k. Install fire
sprinklers under and above mezzanines, stairwells and overhead doors (2010 NFPA 13)
l. Final testing shall include dry system pneumatic testing at 40 p.s.i. for 24 hours and hydrostatic
testing at 200 p.s.i. for two hours and two-hour 200 p.s.i. hydrostatic testing for wet systems. Final inspection and testing of the installed system shall be witnessed by the Fire
Marshal and conducted to standards in 2010 NFPA Standard 13, Chapter 16 and 2007 MSFC Chapter 9.
m. Upon completion of required testing, contractor shall furnish the AHJ with Contractor’s
Materials and Testing Certificate for Aboveground Piping (2010 NFPA 13, Chapter 16)
n. Contractor installing underground water supply shall furnish the AHJ with a copy of the City
of Fridley testing of water quality and a completed Contractor’s Material and Test Certificate for Underground Piping as required by 2010 NFPA Standard 13, Section 10.10.
3. Installation
of a fire alarm system or equipment requires the fire alarm contractor to apply for and receive a City of Fridley FD permit prior to initiation of work. A State of Minnesota Electrical
Permit may also be required through the City of Fridley Inspections Department. Required fire alarm permit submittal documents are provided in 2007 MSFC 907.1.1. (2007 MSFC 105.7.4)
a. Smoke
detection devices installed in air distribution or air-handling systems by provision of the State Mechanical Code shall perform the intended function and because the building is equipped
with a fire alarm system, shall generate a supervisory signal to the monitoring entity. (2007 MSFC 907.11)
b. Smoke detectors that are installed in air distribution or air-handling
systems for shutdown purposes and that are connected to a fire alarm system shall not sound a general evacuation signal. (2007 MSFC 907.11.1.1)
c. Duct detection device control/test
units shall be installed and located in an approved location which provides accessibility to building maintenance and/or Fire Department personnel for testing or other purposes.
d. If
the fire alarm control panel and/or fire service annunciator requires a code for access to silence and reset functions, the contractor shall install the City Fire Department code
for those panel functions which is available from the Fire Marshal. If a key is required for access to silence and reset functions, the contractor shall be responsible for providing
a key for the Fire Department key box. (2007 MSFC Section 506)
e. When the silence function is activated at the fire alarm control panel or annunciator panel, audible notification
function shall be silenced. The visual notification function (strobes) shall continue to operate until the system reset function is activated. (2007 MSFC 907.9.1)
f. A full plan
review will be issued when fire alarm permit application submittals are received from the fire alarm contractor for permit issuance.
4. Install approved emergency lock box for
Fire Department emergency access to building at an approved location and provide keys for emergency access into and throughout the occupancy as required. (2007 MSFC Section 506) Current
FD lock box can be moved to new entrance and can also be relocated during construction.
5. Install emergency egress illumination in the means of egress including exit discharge compliant
with 2007MSFC Section 1006, Means of Egress illumination.
6. Install compliant exit signage as required. (2007 MSFC Section 1011)
7. Provide and install dry chemical fire extinguishers
certified for service and tagged as required. Service classification rating shall be a minimum 2A classification rating and maximum travel distance of 75 feet to
extinguishers. The minimum classification rating may be upgraded for special or extra hazard areas within the occupancy. (2007 MSFC Table 906.3(1).
a. Portable fire extinguishers shall
also be installed in an un-obscured, unobstructed location. If view of fire extinguisher is obscured or obstructed, approved fire extinguisher signage shall be installed to identify
fire extinguisher location. (2007 MSFC 906.5 and 906.6)
b. When mounted in exit passageways or corridors, extinguisher mountings or cabinets shall not obstruct the egress path by
more than 4 inches. (2007 MSFC Section 1003.3.3)
8. Provide information concerning combustible interior finish materials used for this project. Interior finish materials shall be classified
as required by 2007 MSFC Section 803 as to flame spread and smoke development characteristics. Interior wall and ceiling finish shall have a flame spread index not greater than that
specified in 2007 MSFC Table 803.3 for the group of proposed occupancy and location of interior finish. Please furnish product specification sheets listing this information.
9. Required
fire-resistance rating of rated construction shall be maintained. Openings through rated construction for the passage of wiring, sleeves, conduit, piping, etc. shall be protected by
repair with approved materials which maintains the rating of the construction damaged, altered, breeched or penetrated. (2007 MSFC 703.1)
10. Rooms containing controls for air-conditioning
systems, sprinkler risers and valves, or other fire detection, suppression or control elements shall be identified for the use of the fire department. Approved signs required to identify
fire protection equipment and equipment location, shall be constructed of durable materials, permanently installed and readily visible. (2007 MSFC 510.1)
11. Doors into electrical
control panel rooms shall be marked with a plainly visible and legible sign stating “ELECTRICAL ROOM”. The disconnecting means for each service, feeder or branch circuit originating
on a switchboard or panelboard shall be legibly and durably marked to indicate its purpose unless such purpose is clearly evident. (2007 MSFC 605.3.1)
12. Install “No Parking Fire Lane”
signage in the front driveway compliant to provision of City of Fridley Code Section 108.04, Fire Lanes by approval of the Fire Marshal.
13. Following completion of construction and
approval of systems requiring Fire Department construction permits, the Fire Marshal will participate in a Certificate of Occupancy inspection required prior to tenant occupancy. Please
notify City Inspections or the Fire Marshal Office for that inspection.
