NOTICE IS HEREBY GIVEN that the HRA Commission of the City of Fridley will hold its regularly
scheduled meeting on January 7, 2021 at 7:00 pm via telephone or other electronic means.
In accordance with the recommendations of Gove
which recommends remote meetings whenever possible, the January 7, 2021 HRA Commission
meeting will be held via Zoom meeting.

3. Resolution for the 7 Amendment of Sherman and Associates Apartments at NorthStar
Village.
Paul Bolin, HRA Assistant Executive Director, stated that these changes are a result of the
requirements from the projects lender and tax credit investor. They took on RBC as a partner and
tax credit investor. Changes to the development agreement extend the term of the HRA loan from
20 years to 20.5 years and also clarifies the defaults in the representations. Warranties from the
er on to the second phase. This gives RBC authority to remove George
Sherman under certain default situations and is a typical requirement for tax credit investors.
Chair Holm said that this looks like typical change

4. Resolution for Execution of Amendments to the Development Agreement for the Old City
Hall, Fridley Investments Ebenezer Senior Apartments.

Paul Bolin, HRA Assistant Executive Director, said that this is the 9 amendment and is needed
because of last months addition of United Properties to the development team. The escrow
agreement between the Authority, Fairview and Fridley Investments; Fridley Investments put
$300,000 into an account that provides Fairview five years to decide if they need parking. If
parking is not needed, that money will be returned to the Authority.
Steve Dunbar thanked the team that pulled this all together so quickly and they are working
toward the final closing. This is the structural piece to bring the partnership forward and to close.
MOTION by Commissioner Showalter to approve the resolution for the Execution of
Amendments to the Development Agreement for the Old City Hall, Fridley Investments Ebenezer
Senior Apartments. Seconded by Commissioner Schwankl.

5. Resolution Concerning the Amendment to the Resolution to 2018-14 Disposition of City
Hall Site and Payment to the City.
Paul Bolin, HRA Assistant Executive Director, stated that the land that is under the old city hall
was a combination of HRA and City owned land. The City owned the land that contained the
building, the HRA owned the land where the parking lots were and the land around the building.
The agreement was that the property would be sold for fair market value less the redevelopment
costs and the remaining funds turned over to the City. The purchase price was $2.2M and the

developer had $45,000 in reimbursable expenses plus $300,000 in escrow for up to five years, then
the Authority expenses for the demo, attorney fees and survey work. There will be some funds
re advantageous to the City for the Authority to
hold those funds and spend it around the civic campus for the expansion of Lock Parkway. If we
gave the funds to the City, City Charter would require that money be put toward the debt service
on the new building. This resolution would further specify the Authority to hold on to those funds
and spend them on the new civic campus.
Chair Holm commented that this enhances the development of the complex and housing around
the new city hall.
Dan Tienter, Finance Director, added that this has been discussed this with City Council and they
have expressed their support.

the Resolution to 2018-14 Disposition of the City Hall Site and Payment to the City. Seconded by

6. Approval of the 2021 HRA Budget
Dan Tienter, Finance Director, said that as part of the annual budget development process,
Housing and Redevelopment Authority staff prepare a proposed budget for review by the
Authority. The proposed 2021 budget reflects action of the HRA Board including current
agreements, existing programs and current or pending Tax Increment Financing (TIF) District
plans.
Mr. Tienter noted that on September 7, 2020, the HRA Board adopted Resolution No. 2020-08
approving the levy for property taxes payable in 2021. On November 5, 2020, the HRA Board
reviewed the Cash Flow Projections which included information about the status and plans for
cash fund. Generally, the budget for the HRA contains three major components of the General
Fund Housing Loan Program Fund, and the TIF District Funds. For the Proposed 2021 Budget,
the City opted to upload all funds and their respective budgets into its financial system.
Mr. Tienter said that the Proposed 2021 General Fund Budget has significant revenue changes
including a $35,935 increase in the property tax levy. These and other changes represent an
increase in revenue of about $34,415. The General Fund Budget expenditure changes include
$21,020 increase in administrative changes from the City and $1,000,000 increase in capital
outlays. These and other changes represent an increase in expenditures of about $1,034,494. Apart
from the General Fund budget modification, staff made no other changes from the Cash Flow
Projection as presented at the previous HRA work session.

Redevelopment Authority's official legal newspaper for the year 2021.

RE: Proposed Changes to Housing Programs
After reviewing proposed changes and additions to
HRA and City Council during December work sessions, staff is pleased to bring the proposed
changes to the Authority for formal approval. Upon formal approval, staff will begin working
to start promoting these exciting changes.
Multifamily Improvements Program:
The intent of the program is to provide more i
to make substantial exterior and interior improvements to their rental units. Exterior
improvements would include façade upgrades, parking improvements, signage, lighting,
painting, windows, doors, awnings, siding, security systems and other improvements necessary
to comply with applicable codes. Interior improvements would include structural, ADA
accessibility upgrades, fire prevention, utility upgrades, flooring, fixtures, relocating/removing
walls, plumbing, painting, and HVAC.
Discussion held at the HRA and Council work session will limit this program, initially, to buildings
with 12 or fewer units. As with any program, the Authority can make changes at any time.
Assistance/Incentive Provided by HRA:
Loan carrying 2% interest & 20 year term.
Up to $50,000

Over the past year, the Minnesota Housing Finance Agency (MHFA) has worked to make its Fix
Up Loan Programs more desirable by lowering their interest rates and raising their income limits.
Their current upper income limit is now $154,600 in the 11-County metro area and their interest
rate is currently between 2% and 3.75% depending on the term of the loan, the shorter the
payback term, the lower the interest. Most cities have been slow to react to the lowered interest
rates and have kept their loan programs in the 4-5% range.
to 2% is beneficial to all residents and to the Authority. The money the Authority has invested is
currently earning 1.4%. The lower interest rate will also help to encourage all Fridley
households, including those making above the MHFA income limits, to improve their homes.
As CEE has always done, in reviewing and processing Fridley loan applications, they will match
the resident to the best loan product for their situation.
Down Payment Assistance Loan:
Currently the only down payment assistance available to Fridley residents is through the
Minnesota Housing Finance Agency (MHFA). Down payment loans through the MHFA require
that you obtain your first mortgage through them to be eligible for their interest bearing down
payment loans. The intent of this new program being proposed is to provide an additional
incentive for first time home buyers to move to Fridley. While no interest will be earned on the
loan and no regular payments made, the Authority will eventually recover its funds to revolve
back into the community.
Loan Terms / Eligibility
Loan amounts up to $5,000

The loan is deferred until the property is sold, refinanced, transferred or is no longer
owner-occupied

Prior to closing the homebuyer(s) MUST attend a Home Stretch workshop or other valid
homebuyers course offered through an approved counseling agency by the US
Department of Housing and Urban Development (HUD).

Residential Paint Rebate Program:
Intent of the program is to eliminate blight, preserve and improve appearance of
neighborhoods by providing rebates of up to $500 for cost of materials and supplies for exterior
painting of eligible homes, by low and moderate income families. Maximum rebate of $500 for
single family homes, up to $350 per unit (not to exceed $1,400) for rental properties.
Eligible Applicants:
Homeowners: Owner occupant, holding title to the property. Household Income may
not exceed 110% of Area Median Income (AMI)
Owners of Rental Property: Up to 4 unit buildings, owner must live in building and
income not exceed 110% AMI
Front Door Grant Program:
The intent of the program is to incentivize home
home (and the City) by making improvements on the street side of their home. Grants are
provided to pay for a portion of the improvements. Project tasks are considered either Basic or
Beautification and the Grant amount varies based on type of work being completed.
Grant amount ranges from $1,000 up to $5,000.
Eligibility:
Owner Occupied, Homesteaded, single family / townhome / duplex / condominium
Current on property taxes
Property valued at less than $400,000
Project must be visible from street in front of home
Work may not begin until project approval by City and HRA
Have not received prior Front Door Grants, in the current year

Fridley Foundations Grant:
The intent of the Fridley Foundations Grant is to provide financial incentives for homeowners
undertaking large remodeling projects valued at $35,000 or more. Financial incentives include a
grant up to $5,000. Program is intended to play
Remodeling Demonstration Program.
Requirements / Eligibility
Must be homesteaded, owner-occupied homes at least 20 years old
No income limits for participants in this program
Consultation with an architect or designer to discuss and help plan your remodeling
ideas.
Qualifying Projects:
Building an addition
Building a sun room
Finishing previously unfinished space
Constructing a covered front porch
Converting a garage into livable space
Major kitchen, bathroom or basement remodel
Adding a bathroom
Reconfiguring living space
Projects including two or more exterior upgrades are eligible for a grant of up to 10% of the
project cost, not to exceed $5,000. Projects that do not include eligible exterior upgrades are
limited to a grant of up to 5% of the project cost, not to exceed $2,500.
Eligible exterior upgrades include:
Altering the roofline on the front of the house
Constructing columns at the front door
Building a covered front porch
Enhancing the front of the house with brick, stone, or shakes
Upgrading the front door and/or garage door if it faces the street
Landscaping (landscape design assistance required)
Other elements as approved
As conditions allow, (likely in 2022) the Authority can sponsor open houses to showcase
improvements made by this program and inspire others to reinvest in their Fridley homes.
Funding
The Authority does have adequate resources to reliably provide a five year program of
approximately $1M per year for these proposed changes and program additions.

MULTI-FAMILY IMPROVEMENT LOAN PROGRAM
1. Program Intent: The intent of this program is to make low-interest home improvement
loans available to Fridley multi unit property owners to make improvements to their
buildings.
2. Interest Rate: 2.0%.
3. Amortization Type: Amortizing - Closed-end: requires borrowers to make monthly
payments of Principal and Interest.
4. Loan Amount: Minimum: $1,000; Maximum: $ 50,000.

verification of the additional funds in order to be approved for the loan.

a letter giving their approval of the project.

13. Income Limits/Requirements: No Income Limits.
14. Debt-to-Income Ratio: Max 50%. There is no Debt-to-Income Ratio if the property is in
the name of a business, but the property and business must show a positive cash flow
from the most recent tax return or profit and loss statement if in business for less than a
year.
15. Multiple Loans per Property/Borrower: More than one loan per property is permitted
outstanding balance of all loans in this Program on a property cannot exceed $50,000,
the maximum loan amount limits.
16. Eligible Improvements:
Improvements that correct City code violations
Improvements to the exterior of residential structures including but not limited to:
roofing, solar, siding, painting, exterior windows & doors, driveways, parking
improvements, signage, lighting, window/doors, awnings, sidewalks/steps, security
systems, exterior garage repair and tuck pointing.
Interior improvements include, but are not limited to: structural, ADA accessibility
upgrades, fire prevention, HVAC, insulation, plumbing, electrical, flooring, permanent
fixtures (cabinets/countertops).
Any questionable improvements will be sent to the city for review.
17. Ineligible Improvements: Work initiated before the loan has been approved and closed.
Recreational items including gazebos, pools, hot tubs, saunas, lawn sprinklers,
playground equipment; Furniture and non-permanent appliances (unless part of a
kitchen remodel); Funds used for working capital, debt management, or to refinance
existing loans; Personal property items, and repairs to property used for business or
trade purposes. Funds cannot be used to purchase equipment needed to complete the
project.
18. Sweat Equity/Homeowner Labor: Sweat equity is not permitted in this program
19. Property Inspection: None.
20. Post-Install Inspection: Prior to the release of loan proceeds, the property is subject to

Since 1996, the HRA has contracted with the Center for Energy and Environment (CEE) to
outsource most of the administrative functions for its loan programs, including marketing,
application processing, underwriting, loan closing, and disbursements to the contractors.
CEE is able to provide technical assistance to Fridley homeowners on such topics as
remodeling, energy conservation (through the Home Energy Squad visits), indoor air quality and
related subjects. The partnership with CEE allows the Authority to leverage outside dollars (e.g.
Minnesota Housing Finance Agency, Met Council, Federal funds, etc.) and customize loan
The attached Amendment extends our relationship with CEE through December 31, 2023,
recognizes the changes and additions made to the Fridley Housing Programs, and provides for
an increase in the Annual Administrative Fee to cover the increased cost of setting up and
managing the changes and additions to the Housing loan programs.
In addition to administering the loan programs, CEE has also partnered with the City since 2014
to provide Home Energy Squad visits to help residents make their homes more energy efficient.
The Authority has helped to fund a portion of these visits. Starting in 2021, CEE is offering two
visit options to Fridley residents. The standard visit, including blower door tests and infrared
blower door test or infrared technology will now be an option for $35.
The attached agreement extends our Home Energy Squad partnership with CEE through
December 31, 2023 and offers residents access to the new Energy Saver visits.
Recommendation
Staff recommends that the Authority approve the attached amendment to the housing programs
administration contract with CEE.
Staff further recommends that the Authority approve the attached agreement with CEE to
continue the Home Energy Squad partnership.

The following agreement is for the Center for Energy and Environment (CEE) to deliver Home Energy Squad visits
to residents of the City of Fridley in partnership with the HRA.
PROGRAM SCOPE
The purpose of the Home Energy Squad visits is to promote energy conservation in residential properties. Energy
Planner visits offer installs, diagnostic tests, and follow-up services. CEE will perform Home Energy Squad Energy
Saver and Energy Planner visits for residents per the fee schedule listed below.

ELIGIBLE PROPERTIES
Properties must be residential (from 1-4 units) and located within the geographical boundaries of the City of Fridley.

CEE TASKS
1. Conduct Home Energy Squad Energy Saver Visits. CEE will conduct Home Energy Squad Energy Saver
visits to help homeowners identify and implement energy savings opportunities in their homes. The visit
will include an insulation inspection, safety check on heating system and water, and the direct install of
energy-saving materials where possible, including high-efficiency showerheads, faucet aerators, door
weather stripping, programmable thermostats and LED light bulbs.
2. Conduct Home Energy Squad Energy Planner Visits. CEE will conduct Home Energy Squad Energy
Planner visits to help homeowners identify and implement energy savings opportunities in their homes. The
Energy Planner visit will include the direct install of energy-saving materials where possible, including
high-efficiency showerheads, faucet aerators, door weather stripping, programmable thermostats and LED
light bulbs. In addition, it will include a blower door test to check for air leaks, visual inspection of
insulation levels with use of infrared camera as weather permits, heating system and hot water heater
combustion safety tests and a report to the homeowner on recommended energy upgrades (if resident is a
renter, permission from the landlord may be required for doing these additional diagnostic services).
The co-pay and exact package of services are subject to change based on programmatic considerations,
s which are outside the bounds of this agreement.
CEE will notify the City of Brooklyn Center prior to any changes taking effect. CEE will lead a
community-based marketing campaign to promote the program. The City of Fridley shall provide
assistance in developing and implementing this campaign.
3. Providing Air Sealing and Insulation quotes. If air sealing and/or insulation are recommended at a Home
Energy Squad Energy Planner visit, CEE may provide a quote to the resident that would be honored by
participating insulation contractors. CEE is an independent third party to any transaction between the
resident and the insulation contractor. CEE does not receive any compensation from insulation contractors,
nor does CEE, CenterPoint Energy or Xcel Energy accept any liability for any work performed by these
contractors. Any agreement for work done by the contractors is solely between the contractor and the
resident.
4. Follow-up services and insulation contractor assistance. If major upgrades (air sealing, insulation and
furnace or boiler replacement) are recommended at the visit, CEE will follow-up with homeowners through
email or by phone to encourage implementation. When a quote is provided CEE has the ability to schedule
insulation work directly with a qualified contractor making it easier for homeowner to move forward with
recommendations. CEE will also provide contact information to program participants who have follow-up
questions after the home visit.
CITY TASKS
1. Assist and coordinate with CEE on marketing activities. This includes working with CEE on press
releases, articles in CITY newsletters, water bill inserts, promoting program on CITY website, CITY email
lists, assistance in coordinating with neighborhood and other CITY leaders, assistance in reserving
workshop and event space as needed.
PAYMENT
CEE shall submit regular invoices to the Fridley HRA for activity performed under this agreement. Invoices will be
emailed to Paul Bolin.
The Fridley HRA will reimburse CEE $35 for every Home Energy Squad Energy Saver visit completed and $50 for
every Home Energy Squad Energy Planner visit completed, not to exceed $5,000 per year without further
authorization from the HRA.
