Call to Order
Commissioner Olberding called the Environmental Quality and Energy Commission to order at 7:01 p.m.
Present: Sam Stoxen, Justin Foell, Nick Olberding, Mark Hansen, Heidi Ferris
Absent: Aaron Klemz, Amy Dritz
Staff: Rachel Workin, Environmental Planner
Adoption of the Agenda
Commissioner Olberding requested to add the to the agenda as an
Commissioner Hansen made a motion to adopt the agenda and Commissioner Stoxen seconded the motion to
adopt the agenda as amended.
MOTION PASSED UNANIMOUSLY
Approval of Minutes
Commissioner Olberding called for a motion to adopt the minutes from the September 14 Environmental
Quality and Energy Commission minutes.
Commissioner Ferris made a motion to approve the minutes and Commissioner Foell seconded the motionto
approve the minute with the abovementioned correction.

New Business
1) Approve the 2022 Meeting Dates for the Environmental Quality and Energy Commission
Commissioner Stoxen made a motion and Commissioner Hansen seconded the motion to adopt the 2022
meeting minute dates as included in the packet.
2) Approve the Energy Action Plan Addendum and MOU Extension with Xcel Energy
Ms. Workin shared the Energy Action Plan Addendum and MOU Extension based on the workshop conducted
at the August 10 meeting and reviewed at the September 14 meeting. She also shared energy outreach activities
conducted this fall.
Commissioner Foell made a motion to approve the Energy Action Plan Addendum and MOU Extension with
Xcel Energy and Commissioner Ferris seconded the motion.

Other
1) Rice Creek Neighborhood Raingarden Project
Ms. Workin shared that the City would be installing 6 raingardens in the Rice Creek Neighborhood in
partnership with the Rice Creek Watershed District.
2) MPCA Resiliency Planning Grant
Commissioner Olberding shared an open MPCA grant for resiliency planning around stormwater, climate, and
wastewater. Commissioners discussed potential application opportunities.

Commissioner Hansen moved to adjourn the meeting and Commissioner Stoxen seconded the motion.
