MINUTES CALL TO ORDER Mayor Lund called the City Council Meeting of February 14, 2022, to order at 7:00 p.m. PRESENT Mayor Scott Lund Councilmember Dave Ostwald Councilmember Tom Tillberry Councilmember Stephen Eggert Councilmember Ann Bolkcom Walter Wysopal, City Manager Scott Hickok, Community Development Director Sarah Sonsalla, City Attorney Paul Bolin, HRA Assistant Executive Director Stacie Kvilvang, Ehlers and Associates PLEDGE OF ALLEGIANCE PROCLAMATIONS/PRESENTATIONS APPROVAL OF PROPOSED CONSENT AGENDA Motion made by Councilmember Ostwald to adopt the proposed Consent Agenda. Seconded by Councilmember Bolkcom. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES 1. Approve the Minutes from the City Council Meeting of January 24, 2022. 2. Receive the Minutes from the City Council Conference Meeting of January 24, 2022. NEW BUSINESS 3. Resolution No. 2022-12, Scheduling a Public Hearing on February 28, 2022, to Consider Ordinance No. 1399, Amending the Fridley City Code Chapters Titled Adoption of Code, Rules of Construction, Legislative Body, Commissions, Definitions, Severability, Ethics and Adoption by Reference. City Council Meeting 2/14/2022 Minutes Page 2 thth 4. Resolution No. 2022-14, Requesting No Parking Designation on Portions of 7 Street and 57 Avenue N.E. 5. Resolution No 2022-15, Accepting Memorandum of Understanding with Anoka County for Statewide Health Improvement Partnership (SHIP) Grant to Purchase Bicycle Fleet and Enclosed Trailer. 6. Resolution No. 2022-16, Approving and Authorizing Signing an Agreement with Patrol Officers (Local #119) for the City of Fridley Public Safety Department for the Years 2022, 2023, and 2024. CLAIMS 7. Resolution No. 2022-13 Approving Claims for the Period Ending February 9, 2022. ADOPTION OF REGULAR AGENDA Motion made by Councilmember Tillberry to adopt the regular agenda. Seconded by Councilmember Eggert. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. OPEN FORUM, VISITORS: Consideration of Items not on Agenda – 15 minutes. No one from the audience spoke. REGULAR AGENDA ITEMS PUBLIC HEARING(S) 8. Ordinance No. 1398, Public Hearing and First Reading to Establish Innsbruck North Housing Improvement Area. Motion made by Councilmember Eggert to open the public hearing. Seconded by Councilmember Bolkcom. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY AND THE PUBLIC HEARING OPENED AT 7:04 P.M. Paul Bolin, HRA Assistant Executive Director, stated that earlier in the day, he was advised by the Board of the Innsbruck North Townhomes Association that they are not going to pursue creation of a housing improvement area at this time. He provided details on the Innsbruck Townhomes Association, noting that the townhomes were constructed in the late 1970s and 1980s and needed infrastructure improvements. He stated the association lacks the funds to complete those improvements which led to the request for a housing improvement area. City Council Meeting 2/14/2022 Minutes Page 3 A representative of the Association explained that they are pausing the project in an attempt to get better bids and will hopefully be back before the City in the future with the goal of construction in 2023. The Council raised the question as to whether the Board would need to begin the process from the start, regaining approval from the townhome residents for the project. Stacie Kvilvang, Ehlers and Associates, confirmed that the homeowners would need to be notified again, as the numbers are still unknown for the project costs. The Council asked that the Association Board keep Mr. Bolin informed of their progress. Wally Wysopal, City Manager, noted the expenses the City has incurred for this process and asked how that would be reimbursed. Mr. Bolin replied that the Association would receive a final bill for the City’s expenses which was specified in the application. Sarah Sonsalla, City Attorney, clarified that no action is needed at this time and provided details on how the project can be brought back in the future. A representative of the Association explained that it was a difficult decision as they did not want to exceed the anticipated cost to the residents of the townhomes and also did not want to reduce the scope of work. Motion made by Councilmember Eggert to close the public hearing, Seconded by Councilmember Tillberry. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY AND THE PUBLIC HEARING CLOSED AT 7:26 P.M. INFORMAL STATUS REPORTS. None.
