allow radio transmitters and microwave towers, on Lots 3-6,
Block 7, Great Northern Industrial Center, generally located
at 5330 Industrial Boulevard N.E.
MOTION by Ms. Savage, seconded by Mr. Saba, to open the public
hearing.

THE MOTION CARRIED AND THE PUBLIC HEARING OPEN AT 7:32 P.M.
Ms. McPherson stated this property is located south of I-694 and
west of the Burlington Northern Railroad. The property is zoned
M-2, Heavy Industrial, as are the adjacent properties to the north,
south, and east. The Anoka County Mississippi Regional Park is
located to the west of the property across East River Road.

Ms. McPherson stated the petitioner intends to install a 100 foot
tall transmitting tower for Cellular One mobile phones. In
addition to the tower, there will also be a 12 ft. by 28 ft.
shelter containing equipment associated with the proposed tower.
The tower and shelter would be located in the rear yard of the
subject property and are partially screened by an existing wing of
the Midwest Power building. The proposed addition to the property
does not adversely affect the lot coverage and meets all the
required setbacks.
Ms. McPherson stated staff is recommending that the Planning
Commission recommend approval of this special use permit with one
stipulation:
1. The petitioner and fee owner shall execute a hold
harmless agreement which releases the City from any
liability as a result of granting the special use permit.
Mr. Warren Dunlap, Cellular One, stated that Cellular One is a
communication corporation headquartered out of Kirkland,
Washington. It is the nation's largest cellular carrier and is
one of two companies licensed to do business in the Minneapolis/
St. Paul metropolitan area. The technology of cellular has been
around for quite some time, but the advent came about because of
the computer. It has to do with frequency bands which they
operate in, and these are solely controlled by the FCC. He handed
out information packets on Cellular One and explained how the
cellular communication system works.
Mr. Dunlap stated that basically a cellular system is set around
what are called "cells". It also has to do with frequency reuse,
and another key phrase is the "handing off between cells". The
geographic area a cell site covers really depends on the terrain
and the height of the pole. A cell site basically consists of
something that can get up into the air for the antennas which are
transmitting and receiving. It can take various forms. What they
are proposing for Fridley is a monopole which is a pole without any
guy wires.
Mr. Dunlap stated a cell site also consists of a shelter building
which houses all the radio equipment, computers, power converters,
etc. A cell site can only handle 45 calls.
Mr. Dunlap stated a cell site is needed for three primary reasons:
a capacity problem, a coverage problem, or a quality problem.
Mr. Dunlap stated Cellular One does provide a dependable, reliable
service to the communities. It assists in reducing traffic, but
the key thing is that you can get assistance either for yourself
or other people immediately without having to leave a scene or
site. It also has the capacity to attract businesses to a

community. It really shows a benefit in the emergency services.
Mr. Dunlap stated that because Cellular One does not really operate
on land lines, it has more of a dependability factor. One of the
things in the shelter building is a bank of batteries. They take
power and convert that power from A/C to D/C and run it through
that bank of batteries. If NSP loses power, Cellular One is still
on the air for 8-9 hours. That is why they can be used in
emergencies when other telephones cannot be used. Cellular was
very important during the Hurricane Andrew disaster. They believe
it is Cellular One's responsibility to provide this kind of service
and that communities deserve to have a good, reliable communication
system.
Mr. Dunlap stated they need to locate another cell site in Fridley.
They have a major intersection of highways in Fridley so they have
a capacity problem. The coverage problem is pretty good, but there
is some problem in the area north of I-694 between University
Avenue and Highway 252, and they need to locate a tower here for
the combination of reasons mentioned before: capacity, coverage,
and quality.
Mr. Dunlap stated their market analysis is showing that people are
going to the portable phones for convenience reasons. These phones
only operate at 1/2 watt, so they are trying to design their system
so that no matter where someone goes with this phone, they can make
a quality call.
Mr. Dunlap stated a technician comes about one a. month to check
the radio equipment housed in the shelter unless there is an
emergency.
Mr. Betzold asked if there is any way people can climb the tower.
Mr. Dunlap stated that a person cannot climb the pole, because the
climbing apparatus is removed about 20 feet above the ground.
Ms. Savage asked if there have been any burglaries of equipment in
the shelter building.
Mr. Dunlap stated there have been burglary attempts, but no one
has been able to access the buildings. The cellular sites are
alarmed, so they know when there is an attempt to enter the
building. The buildings are constructed of prefab concrete, so
they are very secure.

#92-07, DOWDS ADDITION, BY GLACIER PARK COMPANY:
To replat that part of the Northwest Quarter of the Southeast
Quarter of Section 34, T-30, R-24, described as follows:
Commencing at the intersection of the south line of Lot 36,
Auditor's Subdivision No. 39, Anoka County, Minnesota, with
the east right-of-way line of Anoka County State Aid Highway
No. 1 (also known as East River Road) ; thence northerly, along
said east right-of-way line, a distance of 134.5 feet; thence
easterly, parallel with said south line of Lot 36 a distance
of 145.00 feet to the point of beginning of the land to be
described; thence westerly, deflecting 180 degrees 00 minutes
00 seconds to the right, a distance of 145.00 feet; thence

Ms. McPherson stated this property is located off East River Road
across from the Minneapolis Water Works and north of the Certified
Auto Recovery Center. The property is zoned M-2, Heavy Industrial,
as are the properties to the north, south, and east.
Ms. McPherson stated the purpose of the plat is to actually create
a parcel of land which was described and leased from Burlington
Northern and the Minneapolis, Anoka, and Cuyuna Range Railroad
Company to Dunkley Surfacing, Inc. , in 1973. Subsequently, the
parcel has been sold from Burlington Northern to its real estate
subdivision, Glacier Park Company, and leased to James Dowds, owner
of Certified Auto Recovery Center. Glacier Park would like to
convey and sell this parcel for fee ownership to Mr. Dowds;
however, the parcel legally does not exist as the City has not
authorized a subdivision. Through the plat process, if the Council •
approves the plat, the lot will exist and it can then be conveyed
to another property owner.
Ms. McPherson stated the parcel does not meet the minimum lot area.
requirement for the M-2 district. The parcel does meet the minimum
lot width requirements; however, there are several easements on the
property which limit the property's buildability. Staff is
recommending that a restrictive covenant be filed against the plat
stating that the property is not buildable without a variance.
Ms. McPherson stated the Anoka County Highway Department has
reviewed the plat. request. If additional access is required to
East River Road, the County will require a formal request from any
future property owner.
Ms. McPherson stated staff recommends that the Planning Commission
approve the special use permit request with three stipulations:
1. The petitioner shall pay a park dedication fee of $.023
per square foot ($1,445.58) prior to recording the plat
at Anoka County.
2. The subject parcel shall be combined with the adjacent
property to the south. A restrictive covenant shall be
recorded against the lot which states that the lot is
unbuildable on its own.
3. A formal request shall be made to Anoka County if another
entrance to the parcel from East River Road is required.
Ms. McPherson stated that regarding the first part of stipulation
#2, Mr. Dowds has requested that the parcel not be combined with
the adjacent property to the south, but he is agreeable to filing
a restrictive covenant with regard to the variance. So, staff
recommends the first sentence of stipulation #2 be deleted and that
the second sentence be amended to read: "A restrictive covenant

shall be recorded against the lot which states that the lot is
unbuildable without a variance."
Ms. Dacy stated the reason Mr. Dowds is objecting to the
combination is because he wants the property registered in a
separate name because there may be some contamination on the
property. He is concerned that his business not be included in
the chain of title, so he wants the property under separate
ownership. At this time, she did not know the nature or extent of
the contamination on the property. Staff is going to investigate
for Mr. Dowds whether or not the combination could occur anyway,
even though it is under another name but still related to the
property owner to the south.
Ms. Amy Platt stated she is an attorney representing Glacier Park
Company. She stated the staff report explains the reasons why
Glacier Park is seeking to plat this property. They want to sell
the property to Mr. Dowds. Unfortunately, she could not shed any
light on the contamination issue either. It was news to her.
Mr. Betzold asked if there is any anticipated use for this
property.
Ms. Platt stated they are splitting the property so they can sell
it to Mr. Dowds. They are not splitting it for purposes of
development or any other reason. It was sold as a separate parcel
to Glacier Park Company several years ago and for some reason a
subdivision was not required at that time. The parcel is
effectively separate from the larger tax parcel. The reason for
seeking to separate it now is because the City of Fridley is
requiring it.
Ms. Platt stated she was unaware of the easements on the property.
Ms. McPherson stated it might be in the petitioner's best interest
to research the location of the pipeline which could limit the
buildability of the site.

Ms. McPherson stated that on November 9, 1992, the City Council
will establish a public hearing for November 23, 1992.
3. REVIEW OF WATER QUALITY ORDINANCES:
* Chapter 208, "Erosion Control"
* Chapter 205, "Zoning" amendment
Ms. McPherson stated these are information items.
Ms. McPherson stated staff wanted to keep the Planning Commission
informed as to the water quality ordinances which are in the
process of being developed for adoption, hopefully by the end of
1992 or beginning of 1993. Staff submitted these ordinances to
the Environmental Quality & Energy Commission for review on October
20, 1992. Staff is in the process of taking the comments from the
EQE and making revisions to proposed Chapter 208. Staff wanted the
Planning Commission to have an opportunity to review and make
comments on both these ordinances.

4. REVIEW OF ISTEA BIKEWAY FUNDING APPLICATION:
Ms. McPherson stated this is an information item. The Commission
received copies of two memos, one dated October 22, regarding the
Bikeway/Walkway Subcommittee Meeting of October 7, 1992, and one
dated Oct. 21, 1992, regarding the Intermodal Surface
Transportation Efficiency Act Funding Application. She stated the
Bikeway/Walkway Subcommittee work does tie into the Transportation
Chapter of the Comprehensive Plan so staff wanted the Commission
to be aware of the segments proposed by the' Bikeway/Walkway
Subcommittee and which of those are considered the top ten segments
for funding.
Ms. McPherson stated staff also wanted to give the Planning
Commission an opportunity to review the funding application which
they are submitting to receive Intermodal Surface Transportation
Efficiency Act funding for bikeway/walkway segments which the City
is proposing. to construct. Staff hopes to be able to submit that
application by Friday, October 30,, 1992.
5. REVIEW HOUSING PROGRAM:
Ms. Dacy stated that in January 1992 the HRA and the City Council
asked staff to come up with some specific recommendations on
attacking some of the housing issues. Staff formed an 11-member
interdepartmental staff team and, using a strategic planning model,
came up with their recommendations. They went through a process
of looking 'at the external environment in terms of housing and
whittling it down to Fridley. Once they started on housing, they
ended up talking about not only the structural conditions of
housing in general, bricks and mortar, but cultural diversity
issues and neighborhood vitality.
Ms. Dacy stated they realized there were a number of factors
affecting the housing issue. Fridley is falling behind in rental
inspections. There is a lack of involvement with Minnesota Housing
Finance Agency and a number of programs that are available. When
they do prosecute people in the rental area, the court process is
very slow. The City seems to be in the reacting mode to land use
decisions. The Comprehensive Plan is outdated. The City is
getting minimal help from Anoka County. Other counties have
Housing and Redevelopment Authorities where property taxes are
specifically dedicated to the Housing and Redevelopment
Authorities. The City knows it is going to be competing with other
cities in the next decade for money, housing, and people.
Ms. Dacy stated staff had recommended five primary strategies and
some secondary strategies to the City Council and HRA. The five
primary strategies are:

1. Create a single family rehab program
2. Increase rental inspections
3. Institute a scattered site acquisition program
4. Be more aggressive with state and federal funding
5. Institute a neighborhood land use planning process
Ms. Dacy stated four of the five were recommended to the HRA to
allocate some money toward these programs, and the recommended
amount was $500, 000. In analyzing the HRA's cash flow, they found
that the HRA could dedicate $500,000 each year for five years for
these programs.

Request
The petitioner requests that a special use permit be issued to
allow the outdoor storage of materials, equipment, and motor
vehicles. The request is for Lot 2, Block 1, Northco Business Park
3rd Addition, generally located at 350 Northco Drive N.E.
Site
Located on the property is a single story concrete panel
manufacturing facility. The property is zoned M-2, Heavy
Industrial. The properties to the west, north, and east are zoned
M-2, Heavy Industrial. The property to the south is zoned P,
Public.
Analysis
The petitioner has experienced a lack of adequate parking area to
store trailers waiting to receive finished products from the
manufacturing firm. Willamette Industries manufacturers corrugated
board for the use of boxes by other companies. The petitioner
proposes to construct a trailer parking facility adjacent to 71st
Avenue, south of the building. The petitioner has submitted plans
which depict the expanded storage area and has also submitted a
drainage plan for review by the Engineering Department
In order to construct the trailer parking facility, the petitioner
will need to relocate the existing landscaping located along 71st
Avenue. The petitioner proposes to install a wood fence to provide
screening of the trailers. The proposed wood fence should be
extended north and west along the parking area to provide
additional screening from University and 71st Avenues. Additional
landscaping should be provided along the west side of the entrance
drive from 71st Avenue.
The petitioner will be required to submit drainage calculations for
the proposed detention pond and will be required to restrict the .
outlet of the pond to pre-development quantities. The petitioner
also needs to sign a storm water pond maintenance agreement and
needs to provide details of the proposed spillway.
The petitioner will need to submit a $5,000 performance bond to
cover the outdoor improvements for one year after installation.
The trailer parking area shall be paved and B618 curb and gutter
should also be installed around the perimeter of the parking area.

Recommendation
Staff recommends that the Planning Commission recommend approval
to the City Council of the special use permit, SP #92-12, to allow
outdoor storage of materials, equipment, and motor vehicles, with
the following stipulations:
1. The petitioner shall submit a revised plan extending the eight
foot wood fence north and west along the parking area.
2 . The petitioner shall submit a $5,000 performance bond to cover
the outdoor improvements prior to construction.
3 . The petitioner shall submit a revised landscape plan prior to
construction indicating three Amur Maple and six Red Twig
shrubs along the west side of the driveway from 71st Avenue.
4. The parking area shall be paved and lined with B618 curb and
gutter.
5. The petitioner shall submit calculations for the detention
pond to be reviewed and approved by the Engineering Department
prior to commencement of construction.
6. The petitioner shall sign a storm water pond maintenance
agreement prior to construction.
7. The petitioner shall provide a detail of the proposed pond
spillway.

STORM SEWER POND AGREEMENT
THIS AGREEMENT made and entered into this day of , 1992 by and
between Willamette Industries, Inc. , hereinafter referred to as "Owner" of the below
described property; and the City of Fridley, a Municipality under the Laws of the State of
Minnesota, hereinafter referred to as "City".

WHEREAS,the City has required the Owner to provide on-site detention ponding to accommodate
storm water and the rate of flow of area run-off, and
WHEREAS, the Owner agrees to construct a detention pond on the above described property and
do all relating grading, slope work and restoration. Including installation of pipe as approved by
City.
NOW THEREFORE IT IS AGREED AS FOLLOWS:
1. The Owner assumes the full and sole responsibility for the condition, operation, repair,
maintenance and management, at no cost to the City, for an on-site Detention/Retention
Pond Storm Sewer System which meets generally accepted engineering standards for the
purpose of receiving, retaining and transporting all storm sewer water which may be
collected within the system.
2. The City shall not under any circumstances be responsible for the on-going physical
performance of any repairs, changes or alterations whatsoever to the on-site pond and .
appurtenances and the City shall not be liable for the cost thereof.
3. The Owner agrees, at no cost to the City, to regularly: (1) maintain and cut all grass, (2)
maintain and trim all other shrubs and vegetation, (3) remove all liter and debris, (4) repair
or replace any grass or other vegetation, (5) maintain the outlet structure, (6) maintain any
pipe system, and (7) take all other and further steps which would be reasonably necessary
for the purpose of maintaining a quality level of landscape care consistent with a first class
business park.

4. The Owner agrees to indemnify and hold harmless the City from any action and against any
damages which the Owner may sustain as a result of the construction and maintenance of
the Pond Storm Sewer System located on the Owner's property.
5. The Owner's obligation to indemnify and hold the City harmless in paragraph 4 above also
includes an obligation on the part of the Owner to defend the City in any actions which may
be brought against the City and as to which Owner has agreed to indemnify and hold
harmless the City as set forth above.
6. In the event that the City believes that the Owner is not maintaining the Detention Pond
improvement in a fashion consistent with this agreement, then the City shall give written
notice to the Owner detailing the deficiency in the manner in which the Owner is
maintaining the Pond. If ten (10) days after receipt of this notice the deficiency described
in the notice has not been corrected by the Owner, then the City may without further notice
take any steps which it deems reasonably necessary in order to correct the deficiency. The
Owner agrees to then reimburse the City within thirty(30) days of receipt of invoice for all
costs incurred, to include Administrative overhead, by the City in correcting the deficiency.
If this invoice is not paid within thirty (30) days of receipt, then Owner agrees that the City
may assess the cost against the Owner's property.
In the event that it becomes necessary for the City to assess the cost for correcting the
deficiency as provided herein, then the City is authorized to direct the County Assessor to
certify this assessment against the Owner's real property described above and the Owner
waives any right to a public hearing which may be statutorily or constitutionally provided
for.
7. That any notices required under this agreement shall be sent by certified mail, return receipt
requested, or by personal service at the following address:

FURTHER, IT IS AGREED that the provisions of this agreement shall be binding upon and
enforceable against the parties hereto, their successors and assigns and all subsequent owners of

Request
The petitioner requests that a special use permit be issued to
allow the establishment of a veterinary clinic. The request is for
Lots 1, 2, 28, and 29, Block 2, Commerce Park, generally located
at 250 Osborne Road N.E.
Site
Located on the property is a single story multi-tenant masonry
building. The primary use of the building is retail. The property
is zoned C-2, General Business. The property to the east is zoned
C-1, Local Business. The property to the south is zoned M-1, Light
Industrial and C-2, General Business. The property to the west is
zoned M-2, Heavy Industrial, and the property to the north is zoned
C-3, General Shopping Center and C-2, General Business.
Analysis
The petitioner operates what is known as a mobile veterinary
clinic. The petitioner does not work out of a mobile vehicle, but
leases space within the Pet Food Warehouse tenant spaces to provide
vaccinations and limited examinations of animals brought in by Pet
Food Warehouse clientele. The petitioner operates out of the Pet
Food Warehouse site approximately three to five hours every three
to five weeks. Hence, the term "mobile". The petitioner has other
sites in the cities of Roseville and Maplewood.
Section 205. 14.01.C. (10) of the Fridley City Code permits, with a
special use permit, animal clinics, veterinary clinics, animal
hospitals, public kennels, obedience schools, and training services
provided the following conditions are met in order to eliminate
offensive noise and odors:
A. All windows in the area of the building housing areas shall
be double glazed with a fixed sash.
B. Any ventilation system shall be designed so that no odors or
organism will spread between wards or to the outside air.
C. There are no outside pens or holding areas.
The intent of the ordinance section is to provide standards for
full service clinics which maintain animals in their facilities on
a round-the-clock basis.
The petitioner does not intend to provide full scale examinations
or veterinary services. The petitioner intends only to provide
vaccination clinics on a regular basis. There will be no holding

pens either in or outside of the building. The petitioner intends
to use a small portion of the receiving area to establish the
examination and vaccination room.
The petitioner has received a hazardous materials handling license
from the State of Minnesota in order to dispose of the medical
waste from the vaccinations in a proper manner. No cultures will
be cultured on site, therefore, eliminating possible exposure by
the general public. All necessary testing will be sent to an
outside laboratory for processing. Severely ill or injured animals
will be referred to another facility. As no animals will be kept
on the site, the window standard is not required. However, the
building is masonry and no windows are located in the area of the
clinic.
Any alterations required to establish the vaccination area will
require a building permit and be reviewed by the Building
Inspection department. The proposed use does not generate traffic
over and above that which is generated by the clientele of the Pet
Food Warehouse. Pet Food Warehouse clientele who now bring their
animals to the store will be given an opportunity to have their pet
vaccinated in the store through this service.
Recommendation
As the proposed vaccination clinic does not violate the standards
set forth in Section 205. 14.01.C. (10) of the Fridley City Code, and
does not adversely impact the traffic on the site, staff recommends
that the Planning Commission recommend approval to the City Council
of special use permit request, SP #92-13, to allow veterinary
clinics which provide vaccinations with the following stipulation:
1. Any alterations to the building will require issuance of a
building permit.

Fridley Planning Commission at the Fridley Municipal Center, 6431
University Avenue N.E. on Wednesday, December 16, 1992 at 7:30 p.m.

Consideration of a Special Use Permit, SP #92-

APPLICATION FOR SPECIAL USE PERMIT
H & H Veterinary Services is applying for a special use permit with the city
of Fridley in order to hold vaccination clinics in the Fridley Pet Food
Warehouse store.
Statement of Intent
H & H Veterinary Services provides low cost preventive health care for
companion animals. Our mobile vaccination clinics are set up inside Pet
Food Warehouse stores, providing increased customer turnout for Pet Food
Warehouse and low overhead costs for H & H Veterinary Services. We
offer this service in order to reduce the number of unvaccinated animals in
the community. We are currnetly operating in the cities of Roseville and
Maplewood.
We use only the best products available in keeping with professional
standards and we are prepared for emergency reaction situations.
Documentation signed by the veterinarian is provided with each
vaccination and rabies vacines are accompanied by Rabies Vaccination
Certificates and rabies tags. Complete records are kept by H & H
Veterinary Services for every animal vaccinated. These records are
available, upon request, to the State Board of Health, the pet owner and
any other authorized party. Prior to vaccination, each animal receives a
complete physical examination. This is done to ensure that only healthy
animals are being vaccinated. Owners are informed of any health
conditions that warrant further attention and are encouraged to see their
local veterinarian. Such conditions include, but are not limited to, dental •
problems, cardiac conditions, ear infections, and skin conditions. Owners
are also encouraged to spay/neuter their pets and are informed of the pet
overpopulation problem as well as the health risks that intact animals face.
H & H Veterinary Services does not provide this service but we advise our
clients to call their local veterinarian.
Reminders are sent to pet owners for booster vaccinations. Test results for
Feline Leukemia are mailed within a week of testing. The owner of any cat
testing positive is contacted personally by the veterinarian and is advised
on how to proceed. H & H Veterinary Services revisits each store every 3-
5 weeks in order to provide timely boosters.
Each client is advised to stay in the store for at least 15-20 minutes after
vaccination so that we may be available in case of any immediate
reactions. Also, our phone number is located on every form received by
our clients so that we may be contacted in case of any delayed reactions.
Records
H & H Veterinary Services keeps complete records of every animal
vaccinated or treated. A reminder system is also kept to notify owners of
test results and boosters needed (both initial and annual boosters). H & H
Veterinary Services will make these records available to the State
Department of Animal Health, the pet owner, any other authorized party
and, upon owner request, any other licensed veterinarian.
Location
H & H Veterinary Services will operate inside the Fridley Pet Food
Warehouse store. The clinic will be set up in the receiving area in the rear
of the store in order to limit public access. A diagram of the clinic area is
provided.
Lighting
There are three fluorescent light bulbs, each eight feet long, located
directly overhead in the area of the examination table. Three more eight
foot bulbs are located in the rest of the receiving area. These provide
adequate lighting for examinations and administering of vaccines.
Ventilation
A temperature controlling fan is located directly above the front of the
clinic area to provide adequate circulation of air and elimination of odors.
Noise
The receiving area is away form most in-store noise. All clinics are held on •
weekends when no shipments are received.
Set-Up
Tables will be set up, as shown in the attached diagram of the clinic area,
in a way that will prevent public access to biologicals and biohazards, and
will allow a thorough physical examination of the animal to be done. The
arrangement will also prevent congestion, as the entire empty receiving
area will serve as a waiting area.

Biologicals and Supplies
H & H Veterinary Services uses only tested products from reputable
companies. Some of our vaccines are: IMRAB from Pitman Moore,
Eclipse-4 from Solvay, LymeVax from Ft. Dodge, CoughGuard from
SmithKline Beecham, LeukoCell-2 from SmithKline Beecham, etc. We
always have available a "crash kit" for anaphylactic reactions, which
includes epinepherine, fast acting steroids, lactated ringers, IV catheters,
etc.
During the clinics, biologicals and pharmaceuticals are stored in coolers
with ice packs. At all other times, they are refrigerated at 4C. At all times,
alt supplies are kept out of public access.
Waste Management
H & H Veterinary Services has an Infectious Waste Management Plan with
the Minnesota Department of Health. All biological waste, including
syringes, needles and vaccine vials, is stored in Biohazard containers and is
kept away from public access, in accordance with state guidelines, until it
is properly disposed of by a medical waste disposal company.
Veterinarian and Assisstants
Uri Herzberg, D.V.M. is the veterinarian for H & H Veterinary Services. Dr.
Herzberg graduated from Washington State University, College of
Veterinary Medicine in 1991. Dr. Herzberg is licensed to practice
veterinary medicine in the states of Washington, Oregon and California and
has a Temporay Permit to Practice Veterinary Medicine in the State of
Minnesota, pending veterinary licensure examination results.
Dr. Herzberg's assisstants are veterinary medical students at the University
of Minnesota. All vaccines are administered by the veterinarian.
Insurance
H & H Veterinary Services carries Professional Liability Insurance through
the American Veterinary Medical Association. This also covers any
Veterinary Medical student working under Dr. Herzberg's supervision.

and has submitted an application to the Minnesota Veterinary Medical
Association. H & H Veterinary Services is a member of the Fridley
Chamber of Commerce.
