MINUTES CALL TO ORDER Mayor Lund called the City Council Meeting of April 25, 2022, to order at 7:00 p.m. PRESENT Mayor Scott Lund Councilmember Dave Ostwald Councilmember Tom Tillberry Councilmember Stephen Eggert Councilmember Ann Bolkcom Walter Wysopal, City Manager Mike Maher, Director of Parks and Recreation Sarah Sonsalla, City Attorney Jim Kosluchar, Director of Public Works Candace Amberg, WSB PLEDGE OF ALLEGIANCE PROCLAMATIONS/PRESENTATIONS 1. Arbor Month Proclamation Mayor Lund read aloud the Arbor Month proclamation. Jim Kosluchar, Director of Public Works, thanked the Mayor and Council for supporting the City’s urban forestry efforts. He commented that Emerald Ash Borer is spreading and encouraged residents to find more information on the City website. APPROVAL OF PROPOSED CONSENT AGENDA Motion made by Councilmember Bolkcom to adopt the proposed Consent Agenda. Seconded by Councilmember Tillberry. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES 2. Approve the Minutes from the Local Board of Appeal and Equalization Meeting of April 11, 2022. City Council Meeting 4/25/2022 Minutes Page 2 3. Approve the Minutes from the City Council Meeting of April 11, 2022. 4. Receive the Minutes from the City Council Conference Meeting of April 11, 2022. 5. Receive the Minutes from the Housing and Redevelopment Authority Meeting of February 3, 2022. NEW BUSINESS 6. Resolution No. 2022-37, Approving Gifts, Donations and Sponsorships Received Between March 19, 2022 and April 18, 2022. 7. Resolution No 2022-38, Approving and Authorizing Signing an Agreement with Certain Employees Represented by Local No. 1986 for the City of Fridley Public Safety Department for the Years 2022, 2023, and 2024. 8. Resolution No. 2022-40, Deeming All Funds Received Under American Rescue Plan Act (ARPA) as Reimbursement of Lost Revenue. CLAIMS 9. Resolution No. 2022-39, Approving Claims for the Period Ending April 20, 2022. ADOPTION OF REGULAR AGENDA Motion made by Councilmember Eggert to adopt the regular agenda. Seconded by Councilmember Ostwald. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. OPEN FORUM, VISITORS: Consideration of Items not on Agenda – 15 minutes. No one from the audience spoke. REGULAR AGENDA ITEMS NEW BUSINESS 10. Resolution No. 2022-35, Approving 2022-2023 Business License Renewals Ryan George, Police Deputy Director, provided background information on the business licensing activities that require approval of the City Council and reviewed the license review process. He provided additional details on Two Stooges and that additional review processes and changes that have been implemented since the discussions with staff. City Council Meeting 4/25/2022 Minutes Page 3 The Council commented on the great improvement in the number of police calls for Two Stooges noting that they would prefer a follow-up on that later this year. Appreciation was also expressed to staff and the business owners for their cooperative efforts to turn things around. Motion made by Councilmember Ostwald to adopt Resolution No. 2022-25, Approving 2022-2023 Business License Renewals. Seconded by Councilmember Eggert. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. 11. Resolution No. 2022-36, Approving Park System Improvement Plan Final Report and Authorizing Staff to Begin Implementation Mike Maher, Director of Parks and Recreation, reviewed the purpose and background of the Park System Improvement Plan and provided an overview of the final report and plan including the implementation schedule. He noted that $50,000,000 in improvements were proposed within the plan, but the direction was to fit within a budget of $30,000,000 therefore some park projects were placed on a deferred list until additional funding can be identified such as grants. Candace Amberg, WSB, provided additional details on the process that was followed to develop the recommendations. She also reviewed the recommendations and noted the changes that were made following resident input. The Council thanked staff for their work, residents for their input, and expressed excitement to implement this project. Motion made by Councilmember Bolkcom to accept the Park System Improvement Plan Final Report and adopt Resolution No. 2022-36, Authorizing Staff to Begin the Implementation of the Park System Improvement Plan. Seconded by Councilmember Tillberry. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. Wally Wysopal, City Manager, thanked all the different members of City staff who worked on this throughout the multiple-year process. INFORMAL STATUS REPORTS Hazardous waste drop off event this Saturday from 9 a.m. to 1 p.m. at the Fridley Fire Department. The community concert series is back by popular demand.
