MINUTES CALL TO ORDER Mayor Lund called the City Council Meeting of June 27, 2022, to order at 7:00 p.m. PRESENT Mayor Scott Lund Councilmember Dave Ostwald Councilmember Tom Tillberry Councilmember Stephen Eggert Councilmember Ann Bolkcom Walter Wysopal, City Manager Melissa Moore, City Clerk Scott Hickok, Community Development Director Jim Kosluchar, Public Works Director Rachel Tierney, Acting City Attorney PLEDGE OF ALLEGIANCE PROCLAMATIONS/PRESENTATIONS 1. Proclamation: Women of Today Founder’s Day – July 1, 2022 Mayor Lund read aloud the proclamation recognizing July 1, 2022, as Women of Today Founder’s Day and presented it to the members of Fridley Women of Today who were present. Members of Fridley Women of Today introduced themselves and provided information on their organization and the community service projects they complete. They thanked the City for recognizing the accomplishments of the organization. APPROVAL OF PROPOSED CONSENT AGENDA Motion made by Councilmember Ostwald to adopt the proposed Consent Agenda. Approve the Minutes from the City Council Meeting of June 13, 2022. 3. Receive the Minutes from the City Council Conference Meeting of June 13, 2022. 4. Receive the Minutes from the Planning Commission Meeting of June 15, 2022. NEW BUSINESS 5. Resolution No. 2022-75, Approving Revised 2021 Budget Reappropriation. 6. Resolution No 2022-76, Approving Gifts, Donations and Sponsorships Received Between May 13, 2022, and June 17, 2022. 7. Resolution No. 2022-77, Approving Plat, PS #22-02, by the City of Fridley for the Property Located at 690 Cheri Lane N.E. 8. Resolution No. 2022-79, Updating City Appointments and Designations. CLAIMS 9. Resolution No. 2022-74 Approving Claims for the Period Ending June 22, 2022. ADOPTION OF REGULAR AGENDA It was requested to add an item to the agenda, Resolution No. 2022-80 approving a Temporary Intoxicating Liquor permit. Motion made by Councilmember Eggert to adopt the regular agenda with the noted addition. Seconded by Councilmember Bolkcom. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. OPEN FORUM, VISITORS: Consideration of Items not on Agenda – 15 minutes. No one from the audience spoke. REGULAR AGENDA ITEMS PUBLIC HEARING 10. Ordinance No. 1403, Public Hearing and First Reading to Consider Amending the Fridley City Code Chapters Titled Administration, Personnel, Background Investigations, Administrative Citations, Penalties, Ordinance Enforcement, Reasonable Accommodation, Assessments, Absentee Ballot Board, Fees, and Flags. City Council Meeting 6/27/2022 Minutes Page 3 Motion made by Councilmember Tillberry to open the public hearing. Seconded by Councilmember Bolkcom. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY AND THE PUBLIC HEARING OPENED AT 7:12 P.M. Melissa Moore, City Clerk, provided background information on the recodification which began in August of 2020, its goals and the team that has been involved throughout that process. She reviewed the proposed reorganization of the Code and the recodification process that is followed for each chapter of the City Code. She reviewed the chapters that are proposed to be included within Title 2: Administration and highlighted the proposed changes. She highlighted the next steps should the Council approve the first reading tonight. There were no comments from the public. Motion made by Councilmember Tillberry to close the public hearing, Seconded by Councilmember Eggert. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY AND THE PUBLIC HEARING CLOSED AT 7:28 P.M. Motion made by Councilmember Bolkcom to approve the first reading of Ordinance No. 1403. Seconded by Councilmember Tillberry. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. NEW BUSINESS 11. Resolution No. 2022-78, Approving a Joint Powers Agreement with the City of Columbia Heights for rd the 53 Avenue Trail and Walk Improvements Project. Jim Kosluchar, Public Works Director, provided background information and reviewed the proposed project details and estimated costs. He stated that if so in order, the Council could adopt the Joint Powers Agreement as proposed in the resolution. He stated that if approved, staff would work with Columbia Heights to finalize the JPA and reviewed the next steps. The Council asked for details on shared maintenance of the trail and sidewalk as well as the timing for this project in relation to the turnaround project. Information was also requested related to the bus stop and coordination with Metro Transit. An inquiry was also made related to lighting. Mr. Kosluchar replied that each city would maintain the elements on their side of the street and provided additional details on maintenance. He noted that this project and the turnaround project will be completed at the same time and confirmed that the City is coordinating with MnDOT and Metro Transit. He noted that the conduit would be installed with the project, but additional lights are not proposed at this time but may be included depending on the cost. Motion made by Councilmember Bolkcom to adopt Resolution No. 2022-80, Approving Temporary Intoxicating Liquor Permit for Abigail Kosberg for an Event to be Held at the North Suburban Center for the Arts on July 16, 2022. Seconded by Councilmember Ostwald. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. The Council provided details on the event that will be held at the North Suburban Center for the Arts. Sponsors are still being accepted and food truck vendors are still desired. INFORMAL STATUS REPORTS Anoka County will be holding a public open house related to an upcoming improvement project. The summer concerts in the park series continues this week. Thanks were expressed to all who contributed to the ‘49er Days events. Early voting began last Friday through absentee ballot. Residents can register and vote in the State primary.
