Ordering Preparation of Preliminary Report, Plans, and Specifications for 53 Avenue
Turnabout Safety Project
Whereas, the City of Fridley (City) applied for and was successful receiving Highway Safety
rd
Improvement Program (HSIP) federal funding for a portion of the 53 Avenue Safety Turnabout
Project (Project); and
Whereas, on August 10, 2020 the City and Columbia Heights City Council executed a Joint Powers
Agreement to design and deliver the Project; and
Whereas, the City has completed concept plans for the Project to address problems related to
safety and mobility; and
Whereas, the Project will provide ability to separate eastbound and westbound traffic through
use of a continuous raised median in conjunction with a turnabout; and
Whereas, this project has been incorporated into the City’s Capital Investment Plan for
construction in 2023; and
Now, therefore be it resolved, that the City Council of the City of Fridley hereby finds it to be in
the best interests of the City and affected property owners that there is to be constructed certain
improvements to-wit:
Street, walk improvements, including pavement reconditioning/resurfacing, concrete
median/turnabout, concrete sidewalk, walk connections, curb & gutter, storm sewer and
striping including the street segments as follows:

53 Avenue from Central Avenue to 1,200 feet west.
Be it further resolved, that the work involved in said improvements listed above shall hereafter

be designated as 53 Avenue Turnabout Safety Project.
Be it further resolved, that the Public Works Director, James Kosluchar, P.E., or their designee,
is hereby authorized and directed to draw the preliminary plans and specifications and to tabulate
the results of his estimates of the costs of completion and all fees and expenses incurred (or to
be incurred) in a preliminary report of his finding stating therein whether said improvements are
feasible and whether they can best be made as proposed, or in connection with some other
improvements (and the estimated costs as recommended), including also a description of the
lands or area as may receive benefits therefrom and as may be proposed to be assessed.
Be it further resolved, that said preliminary report of the Public Works Director shall be furnished
to the Fridley City Council.
