MINUTES CALL TO ORDER Mayor Lund called the City Council Meeting of July 11, 2022, to order at 7:00 p.m. PRESENT Mayor Scott Lund Councilmember Dave Ostwald Councilmember Tom Tillberry Councilmember Stephen Eggert Councilmember Ann Bolkcom Walter Wysopal, City Manager Jim Kosluchar, Public Works Director William Holm PLEDGE OF ALLEGIANCE PROCLAMATIONS/PRESENTATIONS 1. Proclamation: William “Bill” Holm Appreciation Day – July 14, 2022 Mayor Lund read the proclamation recognizing Bill Holm and expressed appreciation for his service to the community of Fridley. Mr. Holm expressed appreciation and also thanked the Council for providing leadership in the community. APPROVAL OF PROPOSED CONSENT AGENDA Motion made by Councilmember Bolkcom to adopt the proposed Consent Agenda. Seconded by Councilmember Tillberry. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES 2. Approve the Minutes from the City Council Meeting of June 27, 2022. 3. Ordinance No. 1403, Amending the Fridley City Code Chapters Titled Administration, Personnel, Background Investigations, Administrative Citations, Penalties, Ordinance Enforcement, Reasonable Accommodation, Assessments, Absentee Ballot Board, Fees, and Flags (Second Reading). rd 5. Resolution No 2022-81, Ordering Preparation of Preliminary Report, Plans, and Specifications for 53 Avenue Trail and Walk Improvements, Project No. ST2023-21. 6. Resolution No. 2022-82, Authorizing a MPCA Planning Grant for Stormwater, Wastewater, and rd Community Resilience for the 73 Avenue Corridor Study. 7. Resolution No. 2022-83, Initiating Street Rehabilitation Project No. ST2023-01. CLAIMS 8. Resolution No. 2022-85 Approving Claims for the Period Ending July 7, 2022. ADOPTION OF REGULAR AGENDA Motion made by Councilmember Ostwald to adopt the regular agenda. Seconded by Councilmember Eggert. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. OPEN FORUM, VISITORS: Consideration of Items not on Agenda – 15 minutes. A resident provided a complaint about a property near his home that has many junk vehicles. Council recognized previous code enforcement activity on that property and confirmed that staff would follow up on the complaint. REGULAR AGENDA ITEMS NEW BUSINESS 9. Resolution No. 2022-84, Approving a Joint Powers Agreement with Anoka County for the Reconstruction of County State Aid Highway 35 (Central Avenue N.E.) at Gardena Avenue N.E. Jim Kosluchar, Public Works Director, provided background information on the project and reviewed the preliminary design. He provided details on the proposed cost share for the project and necessary right- of-way. He stated that staff recommend approval of the JPA as presented in the resolution in order to continue moving the project forward. He noted the public meeting scheduled for July 19 to provide additional project details to the public. The Council commented that this will be a terrific improvement for that intersection. Seconded by Councilmember Ostwald. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. INFORMAL STATUS REPORTS The Council invited residents to the North Suburban Center for the Arts Burbfest this Saturday, July 16. Mr. Kosluchar highlighted upcoming informational meetings for residents of Blaine, Coon Rapids, Fridley, th and Columbia Heights relating to the Highway 47/University Avenue – North 37 Avenue hosted by Anoka County.
