07-25-2022 CITY COUNCIL MEETING July 25, 2022 7:00 PM Fridley Civic Campus, 7071 University Avenue N.E. MINUTES CALL TO ORDER Mayor Lund called the City Council Meeting of July 25, 2022, to order at 7:00 p.m. PRESENT Mayor Scott Lund Councilmember Dave Ostwald Councilmember Tom Tillberry Councilmember Stephen Eggert Councilmember Ann Bolkcom Walter Wysopal, City Manager Brian Weierke, Police Chief PLEDGE OF ALLEGIANCE PROCLAMATIONS/PRESENTATIONS 1. 2022 Night to Unite Proclamation Mayor Lund read the 2022 Night to Unite Proclamation. Brian Weierke, Director of Public Safety, thanked the Council for recognizing Night to Unite, noting that they already have 80 parties registered for the event. He stated that both the Police and Fire departments will be out in the community having conversations with the community and building relationships. Staff identified the different communication platforms being used to connect residents with their block captains and promoting the events. APPROVAL OF PROPOSED CONSENT AGENDA Motion made by Councilmember Ostwald to adopt the proposed Consent Agenda. Seconded by Councilmember Eggert. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES 2. Approve the Minutes from the City Council Meeting of July 11, 2022. 3. Receive the Minutes from the City Council Conference Meeting of July 11, 2022. 4. Receive the Minutes from the Housing and Redevelopment Authority Meeting of June 2, 2022. City Council Meeting 7/25/2022 Minutes Page 2 5. Receive the Minutes from the Parks and Recreation Commission Meeting of May 2, 2022. NEW BUSINESS 6. Resolution No. 2022-86, Confirming the Organizational Structure of the City of Fridley. rd 7. Resolution No 2022-87, Ordering Preparation of Preliminary Report, Plans, and Specifications for 53 Avenue Turnabout Safety Project. 8. Resolution No. 2022-88, Approving Gifts, Donations and Sponsorships Received Between June 18, 2022 and July 15, 2022. CLAIMS 9. Resolution No. 2022-89 Approving Claims for the Period Ending July 21, 2022. ADOPTION OF REGULAR AGENDA Motion made by Councilmember Tillberry to adopt the regular agenda. Seconded by Councilmember Eggert. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. OPEN FORUM, VISITORS: Consideration of Items not on Agenda – 15 minutes. No one from the audience spoke. REGULAR AGENDA ITEMS NEW BUSINESS INFORMAL STATUS REPORTS The Council thanked those who attended the North Suburban Art Center event. The Council also encouraged residents to participate in their local Night to Unite event on Tuesday, August 2. ADJOURN Motion made by Councilmember Ostwald to adjourn.
