REGARDING LAND SALE AND
BUSINESS SUBSIDY
NOTICE IS HEREBY GIVEN that the
Board of Commissioners of the
Champlin Economic Development
Authority (the “EDA”)will hold a
public hearing at 6:45 p.m.or as
soon thereafter as the matter may
be heard on Monday,August 22,
2022 at ameeting of the EDA held
at City Hall,11955 Champlin Drive
in the City of Champlin,Minnesota
(the “City”),on the proposed sale
of certain real property (“Proper-
ty”)located in the City to MC II De-
veloper LLC,aMinnesota limited
liability company (or an affiliated
entity,the “Phase II Developer”)in
connection with the conveyance
of certain property at adiscount-
ed purchase price to the Phase II
Developer in connection with the
development of an approximately
16,000 sq.ft.full-service bar and
restaurant with space for private
events and with adjacent outdoor
patio seating and service (the “Re-
staurant Development”).
The Property to be conveyed to
the Phase II Developer is the prop-
erty legally described as Lot 2,
Block 1,Champlin Mississippi
Crossings Third Addition.
After the public hearing the EDA
will determine if the sale is advisa-
ble.Apublic hearing was hereto-
fore held on June 8,2020 on setting
the wage and job goals at zero in
accordance with Minnesota Stat-
utes,Sections 116J.993 through 11
6J.995 (the “Business Subsidy
Law”)and said public hearing,the
EDA previously determined that
the creation or retention of jobs is
not agoal of the Restaurant Devel-
opment and,therefore,set the
wage and job goals at zero in ac-
cordance with the Business Subsi-
dy Law.
Acopy of the terms and condi-
tions of the proposed sale of the
Property and the business subsidy
for the Restaurant Development
will be on file and available for in-
spection upon request to the City
Clerk.
The Mayor of the City and Chair of
the EDA have determined,due to
the emergency declared under
Minn.Stat.Chapter 12 by the Gov-
ernor of Minnesota and the Mayor
regarding the COVID-19 health
pandemic,that this meeting may
be conducted pursuant to Minne-
sota Statutes Section 13D.021 and
members of the Board may appear
electronically.Should any member
