CALL TO ORDER
Mayor Lund called the City Council Meeting of August 22, 2022, to order at 7:00 p.m.

PLEDGE OF ALLEGIANCE
PROCLAMATIONS/PRESENTATIONS
1. Constitution Week Proclamation
Mayor Lund presented the Constitution Week Proclamation. Ann Essling thanked the City and its Public
Safety departments for making residents feel safe. She also thanked the City Council for the proclamation.
2. Presentation of Summer Internship by Max Lohse, Planning Intern
Scott Hickok, Community Development Director, introduced Planning Intern Max Lohse.
Max Lohse, Planning Intern, provided a presentation on his accomplishments during the summer of 2022
which focused on recycling, energy, and City Code. He provided a summary of his recycling efforts which
focused on multi-family visits, community outreach, and distribution of educational materials and
signage. He provided a summary of his energy work which focused on partners in energy collaboration,
community outreach, business blitz visits, and SolSmart design. He then summarized his work in planning
and zoning which focused on Code enforcement, recodification assistance, and the Metro Transit F Line.
He thanked the members of staff that he worked with during his time with Fridley.
The Council asked for more details on the interest level of the business owners within strip malls and the
multi-family properties visited. Mr. Lohse provided details on the different interest levels of businesses
and apartment complexes. The Council thanked Mr. Lohse for his work.

APPROVAL OF PROPOSED CONSENT AGENDA
The Council asked for more details on Item 5. Wally Wysopal, City Manager, commented that the draft
resolution recommended by the Planning Commission. Mr. Hickok provided additional details on the
proposed plat which further defines the utility and park areas. He commented that there are no plans for
development at this time. He also provided an update on the status of the potential memory care facility
in the area.
Motion made by Councilmember Bolkcom to adopt the proposed Consent Agenda. Seconded by
Councilmember Tillberry.
UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED
UNANIMOUSLY.
APPROVAL OF MINUTES
3. Approve the Minutes from the City Council Meeting of August 8, 2022.
4. Receive the Minutes from the Joint City Council and Housing and Redevelopment Authority (HRA)
Conference Meeting of August 8, 2022
NEW BUSINESS
5. Resolution No. 2022-94, Approving Final Plat, PS #22-02 Petitioned by the City of Fridley for the
Property Located at 690 Cheri Lane NE
6. Resolution No 2022-95, Approving Gifts, Donations and Sponsorships Received Between July 16, 2022
and August 12, 2022
CLAIMS
7. Resolution No. 2022-96 Approving Claims for the Period Ending August 17, 2022.
ADOPTION OF REGULAR AGENDA
Motion made by Councilmember Eggert to adopt the regular agenda. Seconded by Councilmember
Ostwald.

OPEN FORUM, VISITORS: Consideration of Items not on Agenda – 15 minutes.
Kim Tillberry, Chair of Springbrook Nature Center Foundation, thanked the Council for approving the
applications related to the upcoming Autumn Sampler Event. She extended an invitation to the Council

and residents to the event on Saturday, September 17 from 5:30 to 8:00 p.m. Tickets can be purchased

at a City liquor store or the City Hall campus. Proceeds from the event go towards the expansion and
improvement of the Springbrook Nature play center.
