CALL TO ORDER
Mayor Lund called the City Council Meeting of September 26, 2022, to order at 7:00 p.m.

PROCLAMATIONS/PRESENTATIONS
1. Presentation of the Federal Facility Excellence in Site Reuse Award 2022
Scott Hickok, Community Development Director, presented the Federal Facility Excellence in Site Reuse
Award from the US Environmental Protection Agency that was awarded to Hyde Development, Mortenson
Construction, and the City of Fridley for the Northern Stacks project. The former Superfund site was
previously used as a Naval Industrial Reserve Ordnance Plant.
APPROVAL OF PROPOSED CONSENT AGENDA
Motion made by Councilmember Bolkcom to adopt the proposed Consent Agenda. Seconded by
Councilmember Tillberry.

5. Resolution No. 2022-102, Awarding 7 Street and 57 Avenue Trail Project.
6. Resolution No 2022-103, Directing Public Safety Department to Enter into Agreement and
Authorizing Execution of Minnesota Department of Public Safety, Office of Traffic Safety, Federal
Grant Program Agreement for DWI Officer.
7. Resolution No. 2022-107, Designating Time and Number of City Council Meetings for 2023.
8. Resolution No. 2022-108, Approving Agreement for Construction Management Services for Moore
Lake Park Building.

9. Resolution No. 2022-109 Approving Claims for the Period Ending September 21, 2022.
ADOPTION OF REGULAR AGENDA
Motion made by Councilmember Bolkcom to adopt the regular agenda. Seconded by Councilmember
Ostwald.

OPEN FORUM, VISITORS: Consideration of Items not on Agenda – 15 minutes.
Al Abusarah, representing Moore Lake Tobacco, provided input on the recently passed State law related
to cannabinoid products and the desire of that business to be allowed to sell those items. Input was
provided on the detriment that the recently passed ban has placed on this business, as it included
products they were previously allowed to sell.
The Council commented that they are actively working on this matter during the moratorium and expect
something to come back to them for review in about one month.
Mr. Abusarah said there are shops in Fridley still selling these products which are not currently allowed.
He also provided a petition to the Council.
Motion made by Councilmember Bolkcom to receive the petition from Mr. Abusarah. Seconded by
Councilmember Ostwald.

The Council asked the Public Safety Department to investigate the claims that prohibited materials are
being sold. Mr. Wysopal confirmed that staff will follow up on this item.
REGULAR AGENDA ITEMS
NEW BUSINESS
10. Resolution No. 2022-104, Consenting to the Property Tax Levy for 2022, Collectible in 2023, for the
Housing and Redevelopment Authoring in and for the City of Fridley.
Joe Starks, Finance Director, provided an overview on the Housing and Redevelopment Authority (HRA)
and its levying authority. He stated that at the September HRA meeting, the commissioners
recommended continuing the same approach to calculate the levy which would equate to $633,571
payable in 2023. Staff recommends approval of the resolution as presented.
Motion made by Councilmember Tillberry to adopt Resolution No. 2022-104, Consenting to the Property
Tax Levy for 2022, Collectible in 2023, for the Housing and Redevelopment Authority in and for the City
of Fridley. Seconded by Councilmember Bolkcom.
UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED

11. Resolution No. 2022-105, Approving the Proposed Property Tax Levy for 2022, Collectible in 2023, for
the City of Fridley.
Joe Starks, Finance Director, reviewed the budget goals and objectives, economic expectations, general
assumptions, general fund revenues, and general fund expenditures. He presented the proposed City
property tax levy for 2023. Staff recommends adoption of the resolution approving the proposed tax
levy for 2022, collectible in 2023.
Motion made by Councilmember Ostwald to adopt Resolution No. 2022-105, Approving the Proposed
Property Tax Levy for 2022, Collectible in 2023, for the City of Fridley. Seconded by Councilmember
Bolkcom.

12. Resolution No. 2022-106, Approving the Proposed 2023 General Fund Budget for the City of Fridley.
Motion made by Councilmember Tillberry to adopt Resolution No. 2022-106, Approving the Proposed
2023 General Fund Budget for the City of Fridley. Seconded by Councilmember Ostwald.

INFORMAL STATUS REPORTS
Council advised of a fundraising event at Forgotten Star Brewery on September 27 from 4 to 7 p.m.,
hosted by the North Suburban Center for the Arts.
