He stated that in 2023 the levy would allow the HRA to collect $633,571. Adopt HRA Resolution No. 2022-06 Approving Funding for Installation of Trees at 61 and University Avenue Parklet st Mr. Bolin provided background information on the site located at 61 and University Avenue which was st acquired by the City through tax forfeiture. He displayed the preferred concept for the 61 Avenue parklet and reviewed the details of the different elements within the concept. He provided details on the proposed tree installation which could occur during fall of 2022 and spring of 2023. He stated that staff recommends approval of the draft resolution. The Commissioners asked for clarification on the stockpiled dirt the City would use, whether the City would retain ownership, and the height and diameter of the trees. Mr. Bolin provided details on the soil that would be used and confirmed the City would retain ownership. He clarified that the trees would be 12 to 15 feet at the time of installation and estimated a diameter of at least eight inches. Motion by Commissioner Backlund to adopt Resolution No. 2022-06 Approving Funding for Installation st of Trees at 61 and University Avenue Parklet. Seconded by Commissioner Mulrooney. As of Monday, October 24,2022,98applicationsfor the three programshave been received and 89grant projects have been successfully awardedfor the year. The 89confirmedgrants represent approximately $132,000 of awarded funding, alongside a total investment of well over $638,000 in property investmentsfrom both property owners and HRA grants. Going forward, staff recommends keeping the Paint Rebate program as-is, with income limits updated based on 2022 Area Median Income (AMI) figures. To streamline administration andencourage thorough applications, staff recommends prioritizing Front Door grantapplications by allocating a . Points will be givento those who complete Remodeling Advisor and Home Energy Squad visits,and those who submit contractor bids or price lists along with their applications. In the past these items have been optional at the time of application.Staff have noticed better follow-through from applicants who submit more thorough applications, and would like to recognize the additional effort with a better chance of receiving approval. (Approximately 40% of the Front Door Grant applications received in 2022 did not result in awarded grants.)Applicants who have not previously received a Front Door Grant will continue to receive priority To facilitate timely project completion and assist with competitive bidding of work, staff also suggests keepingthe application deadline in late March, with an additional application window in May if funds remain. In 2018, the City Council adopted an Energy Action Plan that established a goal of reducing -wide energy consumption 20% by2030as compared to the 2017 baseline. Continuing to inc thisgoal. Often, oneof the most cost-effective waysto ienergy efficiency is by increasing the amount of insulation. This is particularly true for older homes that were built before the current Building Code requirements.Insulation helps conserve energy by retaining heat in the winter and deflecting solar energy in the summer. This results in additional benefits including lower energy bills, decreasedstrain on equipment, reduced draftiness, increased home comfort,decreasedoutside noise, and reduced noise. Insulation is evaluated as part of a HES visit and improving insulation is one of the most frequently made recommendations. Residents that complete this work using aCenterPoint-approved contractor are eligible for rebatesof 30% of the project cost up to $300-$600depending on the type of insulation. Staff is proposing to extend theInsulation Rebate Pilot Programfirst offered in 2022, where theHRA matches. This would bring the total rebate amountto 60%of the project costup to $800-1,100 when combined with the CenterPoint rebate. The rebates would be issued on a first come basis following proof of receipt of a CenterPoint invoice with a total program cap of $15,000. Staff is proposing to require that residents have received a HES visit in the past three years to qualify, which provides an added benefit of incentivizing participation in the HES program. The City expects to again promote this program through targeted mailers. This represents a more- than-doubling of the 6 Home Energy Squad-recommended insulation projects completed in Fridley in 2020. Recommendation Staff recommends extending this pilot grant program through 2023. The program is targeted towards homes needing additional insulation. The program will be capped at $15,000 for the year.
