Receiving Feasibility Report and Calling for Public Hearing on the 53rd Avenue Trail and
Walk Improvements Project No. ST2023-21
Whereas, pursuant to Resolution 2022-81 of the City Council of the City of Fridley (City) adopted
July 11, 2022, a report has been prepared by the City’s Public Works Department titled Feasibility
Report for 53rd Avenue Trail and Walk Improvements Project No. ST2023-21 dated December
2022, attached, and this report was received by the City Council on December 12, 2022; and

Whereas, the segments proposed for improvements on 53 Avenue are from Main Street to
University Avenue (Trunk Highway 47), University Avenue (Trunk Highway 47) to Monroe Street
and Monroe Street to Central Avenue (Trunk Highway 65); and
Whereas, the City obtained $1,250,000 in Local Road Improvement funding for the project; and
Whereas, the City has been working in collaboration with the City of Columbia Heights in
developing the desired improvements that will benefit both communities under a Joint Powers
Agreement; and
Whereas, the report cited above concludes that the proposed project subject of the report is
necessary, cost-effective, and feasible;
Now, therefore be it resolved, that the City Council of the City of Fridley hereby finds it to be in
the best interests of the City and affected property owners that there is to be constructed certain
improvements to-wit, which will include a new shared used trail, new concrete sidewalk, asphalt
reclaiming, asphalt resurfacing, concrete curb construction and repairs, and miscellaneous utility
repairs:

Be it further resolved The City Council will consider the improvement of such streets in
accordance with the report and the assessment of abutting property within the City of Fridley for
all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at
an estimated total cost of the improvement of $1,598,600; and

Be it further resolved A public hearing shall be held on such proposed improvements on the 9
day of January 2023, in the Council Chambers of the Fridley City Hall at 7:00 p.m. and public works
staff shall give mailed notice, and the clerk shall give published notice of such hearing and
improvement as required by law.
