Resolution No. 2023-25
Supporting the Submission of a Grant Application to the Department of Employment of
and Economic Development (DEED) for the Redevelopment of 5400 Main Street N.E.
Whereas, Hyde Development has purchased the All-Temp Storage Site, located at 5400 Main
Street N.E. in the City of Fridley (City), and has made application for the industrial clean up and
redevelopment of this property; and
Whereas, the City of Fridley’s Housing & Redevelopment Authority (HRA) has approved
submitting a Contamination Cleanup Grant Application to the Department of Employment and
Economic Development (DEED) on May 1, 2023, for the Northern Stacks IX site; and
Whereas, the 23.5-acre site is heavily contaminated with pollution, and the proposed uses of the
requested funds are consistent with the goals of DEED’s cleanup and investigation program; and
Whereas, City enthusiastically supports the developer's application for grant funds through DEED;
and
Whereas, the HRA will act as the legal sponsor for the project contained in the Contamination
Cleanup and Investigation Grant Program application to be submitted on May 1, 2023, and the
Assistant Executive Director is hereby authorized to apply to DEED for funding of this project on
behalf of the HRA: and
Whereas, the HRA has the legal authority to apply for financial assistance, and the institutional,
managerial, and financial capability to ensure adequate project administration; and
Whereas, the sources and amounts of the local match identified in the application are committed
to the project identified; and
Whereas, the HRA has not violated any Federal, State or local laws pertaining to fraud, bribery,
graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice; and
Whereas, upon approval of its application by the state, the Fridley HRA may enter into an
agreement with the State of Minnesota for the above referenced project(s), and the Fridley HRA
certifies that it will comply with all applicable laws and regulations as stated in all contract
agreements.
Now, therefore be it resolved, that the City of Fridley supports the application to DEED for grant
funds and recognizes that the Chairperson and the Assistant Executive Director, are hereby
authorized to execute such agreements as are necessary to implement the project on behalf of
the applicant.
