Call to Order

Approval of Agenda
MOTION by Commissioner Olberding to APPROVE the February 7, 2023 meeting agenda. SECONDED
by Commissioner Foell. The MOTION PASSED unanimously.
Approval of Meeting Minutes
1. Approval of the January 10, 2023 Environmental Quality and Energy Commission Meeting
Minutes
MOTION by Commissioner Foell to APPROVE the January 10, 2023 meeting minutes. SECONDED by
Commissioner Olberding. The MOTION PASSED unanimously.
New Business
2. Recodification of Chapter 113 Solid Waste Disposal, Organics, Yard Waste, and Recycling
Collection to Chapter 310 Solid Waste, Organics, Yard Waste, and Recycling Collection

Ms. Workin shared proposed updates to Chapter 113 as part of the recodification process.
Commissioners recommended maintaining the licensure for construction debris due to potential
updates to require increased recycling of construction debris material and a desire to understand the
amount and destination of this waste stream. Commissioners also recommended reducing the number
of Residential Mixed Municipal Solid Waste Licenses from 4 to 3 to balance the increased public benefit
of reduced garbage trucks on the street while still maintaining the spirit of an open hauling system.
MOTION by Commissioner Klemz to APPROVE the proposed changes to Chapter 113 with the following
exceptions:
1) Maintain the license classification for construction debris
2) Reduce the number of Residential Mixed Municipal Solid Waste licenses from 4 to 3
SECONDED by Commissioner Foell. The MOTION PASSED unanimously.
3. Recodification of Chapter 104 Tree Management to Chapter 319 Tree Management
MOTION by Commissioner Dritz to TABLE this item SECONDED by Commissioner Olberding. The
MOTION PASSED unanimously.
4. Recodification of Chapter 105 Landscape Maintenance to Chapter 304 Landscape Maintenance
MOTION by Commissioner Dritz to TABLE this item SECONDED by Commissioner Olberding. The
MOTION PASSED unanimously.
Old Business
5. Grant Updates
Ms. Workin shared that the City was planning to apply for an MPCA Level 2 Charging Grant Station for
Moore Lake Park as well as another DNR Emerald Ash Borer grant.
6. Event and Outreach updates
Ms. Workin shared that she would be presenting at North Park School for Innovation.
7. Energy Action Plan updates
Ms. Workin shared that the City officially received bronze designation through the SolSmart program
which will be presented to the City Council on February 27. She also said that the WindUp Challenge
will be starting on March 1. Ms. Workin invited the commissioners to the HRA open house tomorrow.

Commissioner Dritz provided updates on Planning Commission meetings.

Ms. Workin asked if any Commissioners would be interested in attending the Rice Creek resiliency
trainings.
