Call to Order
Mayor Lund called the City Council Meeting of March 13, 2023, to order at 7:00 p.m.

Proclamations/Presentations
1. Presentation: Springbrook Spree by Kim Tillberry
Kim Tillberry, Chair of the Springbrook Nature Center Foundation, invited Council and residents to
attend the Springbrook Spree on April 15 beginning at 5 p.m. She highlighted the different activities
that will occur during the event. She stated that the goal for the event is to raise $150,000 to revamp
the Nature Center play area. Tickets are available online. She invited the Councilmembers in
attendance at the event to assist with the games.
The Council provided additional information on the Springbrook Foundation, which began in 1974, and
the great work that organization has done. Thanks was provided to Mrs. Tillberry and the other
members of the Foundation.
Mrs. Tillberry noted that interested volunteers for the event can reach out. She noted that they also
need assistance with the website.
The Council invited the other guest present tonight to address the group.
Julie Houle introduced herself noting that she is a newly elected School Board member for Columbia
Heights Schools, noting that she is also the Treasurer and liaison to the City of Fridley. She mentioned

the one school located in Fridley, North Park Elementary School, has been retooled as a STEM school
focusing on science, technology, engineering, and math.
The Council requested a tour of the campus, noting the recent renovations. They thanked Ms. Houle
for her willingness to serve.
Approval of Proposed Consent Agenda
Motion made by Councilmember Bolkcom to adopt the proposed Consent Agenda. Seconded by
Councilmember Tillberry.
Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously.
Approval/Receipt of Minutes
2. Approve the Minutes from the City Council Meeting of February 27, 2023.
3. Receive the Minutes from the City Council Conference Meeting of February 27, 2023.
4. Receive the Minutes from the Housing and Redevelopment Authority Meeting of February 2,
2023.
5. Receive the Minutes from the Housing and Redevelopment Authority Conference Meeting of
January 5, 2023.
New Business
6. Resolution No. 2023-25, Supporting the Submission of a Grant Application to the Department of
Employment and Economic Development (DEED) for the Redevelopment of 5400 Main Street
N.E.
7. Resolution No 2023-26, Scheduling a Public Hearing on March 27, 2023, to Consider Ordinance
No. 1406, Creating Title No. 3 (Health, Safety, and Welfare) of the Fridley City Code and the
Chapters Contained Therein, Amending the Fridley City Code Chapter 209, Fees, and Amending
the Fridley City Code Chapter 203, Administrative Citations.

Adoption of Regular Agenda
Motion made by Councilmember Tillberry to adopt the regular agenda. Seconded by Councilmember
Ostwald.
Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously.
Open Forum, Visitors: (Consideration of Items not on Agenda – 15 minutes.)
No one from the audience spoke.
Informal Status Reports
The Council asked residents to clear snow near mailboxes and fire hydrants and avoid parking on the
streets during snow events.
Wally Wysopal, City Manager, stated that potholes cannot yet be filled, as dryer conditions and warmer
weather are needed. He stated that residents can reach out to the City with their concerns and those
locations can be added to the list. For locations on County/State roads, staff will pass those comments
on to the proper entity.
The Council noted an upcoming coffee and donuts event with Public Safety on March 18, 2023, at 11
a.m. at the Civic Campus. Springbrook Spree will be held on April 15, at the Springbrook Nature Center.

Motion made by Councilmember Ostwald to adjourn. Seconded by Councilmember Bolkcom.
Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously and the
meeting adjourned at 7:21 p.m.
