Approving Cost Share Agreement with Coon Creek Watershed District for Apex Pond
Enhancement and Purchase of a Trommel Screener
Whereas, Springbrook Creek is listed as impaired for aquatic life and recreation due to nutrient and
bacterial contamination; and
Whereas, the City of Fridley (City) must address this impairment as part of its Municipal Separate
Storm Sewer System Permit and its approved Local Water Plan; and
Whereas, Apex Pond is a water quality treatment pond protecting Springbrook Creek and the
Mississippi River in the City; and
Whereas, Apex Pond is in need of routine maintenance due to sedimentation; and
Whereas, it has been determined that performing the Apex Pond Enhancement Project in
conjunction with routine maintenance will provide increased water quality protection of Springbrook
Creek and the Mississippi River as well as decrease future maintenance for the City; and
Whereas, the City has been awarded a grant in the amount of $50,000 by the Coon Creek Watershed
District for the Apex Pond Enhancement Project; and
Whereas, the City has allocated funds in its Capital Investment Plan for the remaining cost of
construction through its Storm Water Utility Fund; and
Whereas, the City implements a robust street sweeping program as part of its Municipal Separate
Storm Sewer System permit and for improved aesthetics of the City; and
Whereas, management of street sweepings is a significant expense within the Street Sweeping
program; and
Whereas, owning a trommel screener will allow the City to expand its street sweeping program,
reduce material disposal costs, and decrease landfilling of street sweeping debris; and
Whereas, the City has been awarded a grant in the amount of $29,794 by the Coon Creek Watershed
District for the purchase of a trommel screener;
Now, therefore be it resolved, that the City Council of the City of Fridley hereby approves the Water
Quality Cost Share Agreement with the Coon Creek Watershed District for the Apex Pond
Enhancement Project and purchase of a trommel screener.
