Call to Order
Mayor Lund called the City Council Meeting of April 10, 2023, to order at 7:14 p.m.

Proclamations/Presentations
1. Presentation of the 2022 Adopt-a-Drain Challenge “Most Improved” Award by the Coon Creek
Watershed District
Abby Shay, Coon Creek Watershed District, presented the City Council with the 2022 Most Improved
award from the Adopt-a-Drain Challenge. She provided details on the program and the progress that
Fridley made from 2021 to 2022.
Mayor Lund accepted the award on behalf of the Council and City of Fridley. He thanked Ms. Shay for
attending the meeting tonight. Ms. Shay noted that the Watershed District has kits that can be checked
out to participate. She provided details on the amount of material that was collected and kept out of the
storm drains through this program.
Approval of Proposed Consent Agenda
Motion made by Councilmember Bolkcom to adopt the proposed Consent Agenda. Seconded by
Councilmember Evanson.
Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously.

Adoption of Regular Agenda
Motion made by Councilmember Ostwald to adopt the regular agenda. Seconded by Councilmember
Evanson.
Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously.

6. Ordinance No. 1406, Creating Title No. 3 (Health, Safety, and Welfare) of the Fridley City Code and
the Chapters Contained Therein, Amending the Fridley City Code Chapter 209, Fees, and
Amending the Fridley City Code Chapter 203, Administrative Citations (Second Reading)
Melissa Moore, City Clerk, stated the City Council is asked to conduct a second reading and adoption
of the proposed ordinance, and provided a brief overview of the recodification process and the
proposed ordinance.
The Council referenced the language related to limiting the number of trash haulers within the City
to determine if the previous concerns had been addressed. It was noted that the concerns a member
of the Council expressed at the last meeting were answered by City staff and although this would be
his least preferred option, it was recognized that there would be a cost savings to the City in road
repairs if, the number of trash haulers were reduced in the future. It was noted that residents want
less trucks on the streets, therefore this would be a good compromise.
Motion made by Councilmember Bolkcom to approve the second reading of Ordinance No. 1406
Creating Title No. 3 (Health, Safety, and Welfare) of the Fridley City Code and the Chapters
Contained Therein, Amending the Fridley City Code Chapter 209, Fees, and Amending the Fridley
City Code Chapter 203, Administrative Citations and approving summary Ordinance No. 1406 for
City Council Meeting 4/10/2023 Minutes Page 3
publication. Seconded by Mayor Lund.
Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously.

Informal Status Reports
Jim Kosluchar, Public Works Director, reviewed the plans to address anticipated spring flooding. If
residents need sandbags, they should reach out to Public Works staff.
Council noted the upcoming town meeting on April 22 at City Hall from 10 a.m. to noon, as well as an
Environmental Fair that begins at 11 a.m.
Council thanked Public Safety and Public Works staff for their excellent work in snow removal during this
long, snowy winter.
Council said the North Suburban Center for the Arts is looking for concession stand volunteers. The
North Suburban Arts Center will also be hosting a fundraising event on April 28at Forgotten Star Brewery.
Wally Wysopal, City Manager, thanked Public Safety for their efforts during the Presidential visit the
previous week. It was a good opportunity for the department managers to be present at the EOC and to
learn to be prepared for anything that arose. Council agreed that it was a good event.
