Amending the Fridley City Code Chapter 220, Residential Rental Property Maintenance
and Licensing Code
The City Council of the City of Fridley does ordain, after review, examination and staff
recommendation that the Fridley City Code be amended as follows:

220.10. Minimum Standards for Principal Structures
4. Minimum Heating Standards
A. All dwellings shall must have primary heating facilities which are properly installed and
maintained in a safe, efficient working condition and which are capable of maintainingcan
maintain a minimum indoor temperature of not less than 68 degrees F at a point 3 three feet
above the floor in all habitable rooms, bathrooms and water closet compartments in every
dwelling unit location therein, during the period from October 15 through April 15, consistent
withpursuant to Minnesota Statute § 216B.096, commonly referred to as the Minnesota Cold
Weather Rule.
B. Gas or electric appliances designed specifically for cooking or water heating purposes, and
portable heating equipment, may not be considered primary heating facilities for the purposes
of this Section.
C. No owner or occupant may install, operate, or use a heater employing a flame that is not
installed and maintained in accordance with the manufacturer’s specifications and applicable
City and State Codes.
D. Whenever the occupant lacks direct control over the primary heating facility to their
dwelling unit, it is the responsibility of the owner to maintain minimum heating standards as
set forth above.
