10-09-2023 Special Meeting Special City Council Meeting October 9, 2023 7:00 PM Fridley City Hall, 7071 University Avenue NE Minutes Call to Order Mayor Lund called the Special City Council Meeting of October 9, 2023, to order at 5:30 p.m. Present Mayor Scott Lund Councilmember Dave Ostwald Councilmember Tom Tillberry Councilmember Ryan Evanson Councilmember Ann Bolkcom Absent Others Present Walter Wysopal, City Manager Scott Hickok, Community Development Director Joe Starks, Finance Director Sarah Sonsalla, City Attorney Pledge Of Allegiance Regular Agenda Public Hearing(s) 1. Public Hearing and Resolution No. 2023-121, Adopting the Assessment for 2023 Nuisance Abatements and 2023 Rental Reinspection Fees Motion made by Councilmember Bolkcom to open the public hearing. Seconded by Councilmember Tillberry. Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously. Scott Hickok, Community Development Director, commented that these items are related to code enforcement and/or rental inspections, and reminded the Council that the goal of those programs is education and compliance. He provided additional details on the code enforcement and rental inspection programs. Special City Council Meeting 10/9/2023 Minutes Page 2 Joe Starks, Finance Director, provided information on nuisance abatements and rental reinspection as well as the City’s ability to special assess those costs to the benefiting properties. He stated pursuant to the public notice, the proposed assessment included 63 properties with assessments totaling approximately $81,107. He said that payments have been received since that time, and therefore, the number of properties has been reduced to 52 with assessments totaling $72,228. He explained how the assessment could be paid and how an appeal could be properly filed. He stated the City has not received any written appeals or objections to date. Motion made by Councilmember Tillberry to adopt the assessment roll (Exhibit A) into the record, Seconded by Councilmember Ostwald. Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously. No public comments were received. Motion made by Councilmember Bolkcom to close the public hearing, Seconded by Councilmember Tillberry. Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously. Motion made by Councilmember Evanson to adopt Resolution No. 2023-121, Adopting the Assessment for 2023 Nuisance Abatements and 2023 Rental Reinspection Fees. Seconded by Councilmember Ostwald. Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously. Adjourn Motion made by Councilmember Bolkcom to adjourn the special meeting. Seconded by Councilmember Tillberry.
