Resolution No. 2023 - 135
Authorizing Special Appropriation Application to State of Minnesota for
Fridley Inclusive Playground
Whereas, the City of Fridley (City) submitted an application to the State of Minnesota (State) for
funds in the amount of $500,000 for an inclusive playground at Commons Park; and
Whereas, the total project cost for an inclusive playground at Commons Park is expected to be
a minimum of $1 million; and
Whereas, the Special Appropriation Application submitted to the State serves as a local match
from the City’s Parks Capital Fund, previously authorized as part of the City’s Park System
Improvement Plan.
Now, therefore be it resolved, by the City Council of the City of Fridley as follows:
1. The City will act as the legal sponsor for the project contained in Chapter 71, Article 1,
Section 14, Subdivision 18, entitled Fridley Inclusive Playground.
2. The City has the legal authority to receive financial assistance, and the institutional,
managerial, and financial capability to ensure adequate project administration.
3. The sources and amounts of the local match identified in the development proposal are
committed to the project identified.
4. The City has not violated any Federal, State or local laws pertaining to fraud, bribery, graft,
kickbacks, collusion, conflict of interest or other unlawful or corrupt practice.
5. Upon approval of its development proposal by the State, the City may enter into an
agreement with the State for the above-referenced project(s), and that the City certifies that
it will comply with all applicable laws and regulation as stated in all contract agreements.
6. The non-DEED source(s) of funds identified in the sources and uses outline in the application
total the amount of $500,000 and are committed and adequate to fully fund or provide the
match for the project identified in the application.
7. Any source(s) of the Applicant’s funds to fully fund the project shall be from the Parks
Capital account which has an adequate amount of funds to cover the commitment.

8. The City Manager is hereby authorized to execute such agreements as are necessary to
implement the project(s) on behalf of the City.
