Resolution No. 2023-36
Requesting the Fridley Charter Commission Convene, and Proposing the Review
of Chapter No. 4, Nominations and Elections, of the Fridley City Charter
Whereas, on June 4, 1957 voters in the Village of Fridley voted to approve a City Charter, which classified
Fridley as a Charter City pursuant to State law; and
Whereas, on September 24, 1957 the Fridley City Council (Council) approved the City Charter; and
Whereas, since that time the City has operated as a Home Rule Charter City pursuant to Minnesota
Statute (M.S.) § 410.015; and
Whereas, pursuant to M.S. 410.05, subd. 1, residents of the City may be appointed to the Fridley Charter
Commission (Commission) by the district court of the judicial district in which the City is situated;
Whereas, M.S. § 410.05 subd. 4, directs that the Commission must meet at least once per calendar
year, upon the presentation of a petition, or upon a resolution approved by the governing body of
the City;
Whereas, M.S. § 410.05 subd. 4, directs that the Commission must meet to consider proposals set
forth in submitted petitions, or the resolution approved by the governing body of the City.
Now, therefore it be resolved, that the City Council of the City of Fridley hereby finds and
requests:
1. The Fridley Charter Commission convene as many times as necessary to fulfill the request of
the City Council.
2. That Chapter No. 4, Nominations and Elections, of the Fridley City Charter contains no
substantive defect.
3. That Chapter No. 4, Nominations and Elections, of the Fridley City Charter requires updates
to language, citations, and formatting to provide clarity and ensure compliance and alignment
with State law.
