Approving an Agreement Between the City of Fridley and Canvas Health to
Create an Embedded Social Worker Program
Whereas, Fridley Public Safety was awarded a federal grant from the U.S. Department of Justice
through the Office of Community Oriented Policing Services (COPS) to create an embedded
social worker program; and
Whereas, the embedded social worker program will fully fund a full-time mental health
professional within the Police Division to respond with police officers to calls involving persons
who are in crisis and in need of additional resources; and
Whereas, Canvas Health will provide a qualified mental health professional who will work within
the Public Safety Department alongside police and fire professionals; and
Whereas, Public Safety staff and mental health professionals will work together to de-escalate
situations and provide immediate resources and long-term follow-up and resolution; and
Whereas, a successful implementation of this program will reduce the need for force, increase
community engagement and trust, and provide Public Safety staff with other resources to solve
problems; and
Whereas, an agreement between the City and Canvas Health has been drafted and reviewed.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby supports the
agreement with Canvas Health for the creation of an embedded social worker program.
