Resolution No. 2024-17
Approving an Agreement Between the City of Fridley and the Minnesota Department
of Public Safety - Bureau of Criminal Apprehension (BCA) for Participation in the
Violent Crime Reduction Unit (VCRU)
Whereas, Minnesota Statute § 471.59 allows two or more governmental units, by agreement
entered into through action of their governing bodies, to jointly or cooperatively exercise any
power common to the contracting parties or any similar powers; and
Whereas, The Minnesota Department of Public Safety, Bureau of Criminal Apprehension (BCA)
established the BCA Violent Crime Reduction Unit (VCRU) to prevent, investigate, and prosecute
violent crimes; and
Whereas, the violent crimes that the VCRU will address include, but are not limited to, murder
and assaults, the trafficking of illicit drugs and firearms, carjacking, and other violent crimes; and
Whereas, the BCA and the City of Fridley (City) have a well-established partnership dating back
to early 2022 in which they successfully performed nearly identical work together as part of the
BCA Violent Crime Work Group; and
Whereas, the City wishes to continue its partnership with the BCA as part of the VCRU; and
Whereas, a joint powers agreement between the participating entities has been drafted and
reviewed; and
Whereas, the BCA will reimburse the City for the salary, fringe, and overtime costs of a detective
for the duration of the agreement or until all funds are exhausted.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby supports the
agreement with the Minnesota Department of Public Safety, Bureau of Criminal Apprehension
(BCA) for participation in the Violent Crime Reduction Unit (VCRU).
