Resolution No. 2024-19
Authorizing Staff to Resubmit a Comprehensive Plan Amendment to the Metropolitan
Council to Change the Future Land Use Designation from C – Commercial to P – Parks and
Recreation for the Land Generally Located at 6101 University Avenue
Whereas, the City of Fridley (City) is a municipal corporation organized and existing under the
laws of the State of Minnesota; and
Whereas, the City has established a Comprehensive Plan that provides a compilation of
background data, policy statements, standards, and maps, which help to guide the future physical,
social, and economic development of the City; and
Whereas, on May 8, 2023, the City Council approved Resolution No. 2023-47, Approving a
Comprehensive Plan Amendment to Update the Parks and Trails Chapter and to Change the
Future Land Use Designation from C – Commercial to P – Parks and Recreation for the Land
Generally Located at 6101 University Avenue and to Authorize Staff to Submit a Comprehensive
Plan Amendment for the Same to the Metropolitan Council; and
Whereas, pursuant to Resolution No. 2023-47, the Council’s approval of the Comprehensive Plan
Amendment was contingent upon the Metropolitan Council’s approval of said amendment; and
Whereas, the Metropolitan Council staff found that parts of the plan amendment submittal from
2023 were incomplete as relating to conformance with the Regional Parks System; and
Whereas, the Metropolitan Council has not approved the plan amendment submittal; and
Whereas, the Metropolitan Council’s findings of incompleteness were not related to the future
land use guidance for the property generally located at 6101 University Avenue; and
Whereas, the City Council has reviewed the Comprehensive Plan amendment related to the future
land use guidance for the property generally located at 6101 University Avenue and believes that
it is consistent with the spirit and intent of the Comprehensive Plan and beneficial by providing
more correct information about the future intent for Parks facilities.
Now, therefore be it resolved, based upon the testimony elicited and information received in
2023, the City Council of the City of Fridley makes the following findings of fact:
1. That the City initiated in 2023 an update to the Comprehensive Plan in accordance with the
procedures as established by state statute and the City Code.
2. That the proposed amendments to the Comprehensive Plan are consistent with the overall
goals and objectives of the Comprehensive Plan.

Be it further resolved, that based on the above findings of fact, the City Council of the City of
Fridley hereby reiterates its approval of the amendments to the Comprehensive Plan relating to
the property generally located at 6101 University Avenue as follows:
1. Table 1.3: Future Land Use Acreage will be changed to reflect planned land use acreages;
and
2. Figure 1.4: Future Land Use Map will be updated.
Be it further resolved, that the City Council of the City of Fridley hereby authorizes and directs staff
to submit a Comprehensive Plan amendment request consistent herewith to the Metropolitan
Council for review and approval.
Be it finally resolved, that the City Council of the City of Fridley’s approval of the Comprehensive
Plan Amendment is contingent upon the Metropolitan Council’s approval of said amendment.
