02-26-2024 City Council Meeting February 26, 2024 7:00 PM Fridley City Hall, 7071 University Avenue NE Minutes Call to Order Mayor Pro Tem Ostwald called the City Council Meeting of February 26, 2024, to order at 7:00 p.m. The Council took a moment of silence in honor of the first responders from Burnsville. Present Mayor Pro Tem Dave Ostwald Councilmember Tom Tillberry Councilmember Ryan Evanson Councilmember Ann Bolkcom Absent Mayor Scott Lund Others Present Walter Wysopal, City Manager Melissa Moore, City Clerk Mike Maher, Parks and Recreation Director Scott Hickok, Community Development Director Pledge Of Allegiance Proclamations/Presentations Approval of Proposed Consent Agenda Motion made by Councilmember Bolkcom to adopt the proposed Consent Agenda. Seconded by Councilmember Tillberry. Upon a voice vote, all voting aye, Mayor Pro Tem Ostwald declared the motion carried unanimously. Approval/Receipt of Minutes 1. Approve the Minutes from the City Council Meeting of February 12, 2024. 2. Receive the Minutes from the Council Conference Meeting of February 12, 2024. City Council Meeting 2/26/2024 Minutes Page 2 3. Receive the Minutes from the Environmental Quality and Energy Commission (EQEC) Meeting of December 12, 2023. New Business 4. Resolution No. 2024-23, Approving Spring Lake Park Softball Association Gambling Permit. 5. Resolution No 2024-24, Approving Gifts, Donations, and Sponsorships Received Between January 13, 2024 and February 14, 2024. 6. Resolution No. 2024-28, Approving the City of Fridley Data Practices Policy. Licenses 7. Resolution No. 2024-27, Approving Food/Gas/Tobacco License for Capl Retail, LLC, 7600 University Avenue. Claims 8. Resolution No. 2024-25 Approving Claims for the Period Ending February 21, 2024. Open Forum, Visitors: (Consideration of Items not on Agenda – 15 minutes.) No one from the audience spoke. Adoption of Regular Agenda Motion made by Councilmember Tillberry to adopt the regular agenda. Seconded by Councilmember Evanson. Upon a voice vote, all voting aye, Mayor Pro Tem Ostwald declared the motion carried unanimously. Regular Agenda Public Hearing(s) 9. Ordinance No. 1419, Public Hearing and First Reading to Create Title No. 5 (Lands and Buildings) of the Fridley City Code and the Chapters Contained Therein Motion made by Councilmember Bolkcom to open the public hearing. Seconded by Councilmember Tillberry. Upon a voice vote, all voting aye, Mayor Pro Tem Ostwald declared the motion carried unanimously. Melissa Moore, City Clerk, provided background information on the recodification process which began in 2021 and is anticipated to be completed in 2025. She reviewed the proposed update which City Council Meeting 2/26/2024 Minutes Page 3 would create Title No. 5, the draft chapters within related to lands and buildings, the chapters proposed to be repealed and reviewed the anticipated next steps. Councilmember Bolkcom thanked Ms. Moore and her staff, noting that the updates to the code make things much more streamlined and easier to understand. Councilmember Evanson referenced the elimination of licensing for contractors and appreciated those steps as they assist in making things more affordable for the public. There were no comments from the public. Motion made by Councilmember Tillberry to close the public hearing. Seconded by Councilmember Bolkcom. Upon a voice vote, all voting aye, Mayor Pro Tem Ostwald declared the motion carried unanimously. Motion made by Councilmember Bolkcom to approve the first reading of Ordinance No. 1419 to create Title No. 5 (Lands and Buildings) of the Fridley City Code and the Chapter Contained therein. Seconded by Councilmember Tillberry. Upon a voice vote, all voting aye, Mayor Pro Tem Ostwald declared the motion carried unanimously. New Business 10. Resolution No. 2024-26, Approving Springbrook Nature Center Foundation Gambling Permit Wally Wysopal, City Manager, noted that this item would typically be on the Consent Agenda, but Councilmember Tillberry will be abstaining as his wife runs the Springbrook Nature Center Foundation. Motion made by Councilmember Bolkcom to adopt Resolution No. 2024-26, Approving Springbrook Nature Center Foundation Gambling Permit. Seconded by Councilmember Evanson. Upon a voice vote, Mayor Pro Tem Ostwald, Councilmember Evanson, and Councilmember Bolkcom voting aye and Councilmember Tillberry abstaining, Mayor Pro Tem Ostwald declared the motion carried unanimously. 11. Ordinance No. 1420, Amending the Fridley City Code Chapter 209, Fees, to Update Parks and Recreation Fees (First Reading) Mike Maher, Parks and Recreation Director, reviewed the proposed fee adjustments related to athletic fields and courts, park shelters and facilities, and Moore Lake community building proposed fee structure. He confirmed that there is a lot of excitement and interest in the new Moore Lake community building. He anticipated that the rentals would open within two weeks with community rentals beginning in early April. City Council Meeting 2/26/2024 Minutes Page 4 A resident from the audience asked for details on renting a room in the new Moore Lake building. Mr. Maher commented that staff is finalizing the policy document that would detail those duties but explained that the staff person would be available to assist with the setup of the space, connection to the audio/visual system, among other things. He stated that the purpose is to ensure that the event runs smoothly. He provided details on the cleanup that would be required by renters and confirmed that renters would be able to tour the facility prior to confirming a reservation for the space. Motion made by Councilmember Bolkcom to approve the first reading of Ordinance No. 1420, amending the Fridley City Code Chapter 209, Fees, to update Parks and Recreation fees. Seconded by Councilmember Tillberry. Upon a voice vote, all voting aye, Mayor Pro Tem Ostwald declared the motion carried unanimously. Informal Status Reports Councilmember Evanson noted the official grand opening of Moore Lake Park, is scheduled for Saturday, June 1 at 11 a.m. Adjourn Motion made by Councilmember Evanson to adjourn.
