Recodification Update
Background
Pursuant to Minnesota Statute § 415.02 and Fridley City Charter (Charter) § 1.02, the City Council
(Council) may codify and publish ordinances that carry the force and effect of law for the City of
Fridley (City), which may be arranged into a system generally referred to as the Fridley City Code
(Code). Recodification of the Code was authorized by the Council by Resolution No. 2021-67.
Reorganization
Recodification updates and reorganizes the Code into nine titles, which is meant to make finding
a chapter of the Code more intuitive for the reader. This project began in 2021. Since then, the
City has publishedTitles 1-5.

Community Development staff have been working with an external consultant on updating the
chapters to be grouped into the Zoning title. Staff and the Consultant have had their kick-off
meeting with both the Council and the Planning Commission. Staff had their first work session
with the Commission to discuss parking. A second work session is planned for June 12. In
August/September Staff plan to regroup with Council and the Commission with some
recommendations and plan for final Council approvalfor Title 6at the end of this year.

Title 7, Licensing
Staff from the City Clerk Division, Building Inspection Division Public Safety Department and
Community Development Department have begun reviewing the chapters that will make up Title
7, Licensing. Staff will work together on determining license requirements and processes and
ensuring that the licensing procedures are current and compliant with State and County laws.
Staff expect to have an update on the Licensing Title for Council review in July/August.

Title
Rice Creek West Regional Trail Long-Range Plan Proposed Final Draft Presentation
Background
An updated long-range plan has been developed by Anoka County Parks for the Rice Creek West
Regional Trail.Four miles of the Rice Creek West Regional Trail run through the City of Fridley (City)
connecting ManominPark, Locke Lake Park, Plaza Park, Community Park, and Locke Park. The Regional
Trail and several parks were operated under a Joint Powers Agreement between Anoka County and The
City of Fridley. This agreement was terminated by the City of Fridley in November of 2022. The City has
since granted an easement to Anoka County for the Regional Trail. Trail maintenance and planning will
remain a function of Anoka County Parks with Fridley retaining the right to perform plowing or
maintenance as is necessary.
Anoka County had completed of a community engagement process to gather feedback on the Rice
Creek West Regional Trail Corridor and has requested a resolution of support (Resolution 2024-70,
included on the regular agenda of the Fridley City Council meeting for May 28, 2024) from the Fridley
City Council for their long-range plan for the trail corridor. Several key elements of the plan include
addressing issues with steep trail grades within three to five years, a recommended underpass beneath
University Avenue, and improvements to signage and wayfinding.
Financial Impact
Improvements to the Rice Creek West Regional Trail will be funded by Anoka County.
Recommendation
Staff recommends that Council discuss the Rice Creek West Regional Trail Long-Range Plan.

Title
Commons Park Recreation Building Vision and Budget Update
Background
Commons Park is scheduled for redevelopment in 2025-2026, with planning and design currently
underway. HCM Architects are engaged in concept design and HKGi has been identified as the preferred
landscape architect.
Central to the park design will be an interconnected complex featuring a park building, splash pad,
inclusive playground, parking, plazas, and winter recreation area.
The recreation building budget, established in the Park System Improvement Plan document, was set at

$4 million. Staff presented a vision for a $5 million building concept at the May 13Council Conference
meeting to be the central amenity in the park complex and to serve as an operational hub for Fridley
Parks and Recreation programming and community events. The presented building concept featured
interior and exterior-facing restrooms, warming and gathering areas, classrooms, and an indoor play
space.

Staff received updated pricing estimates from HCM Architects on May 24, indicating that recent similar
project bids warrant budgeting $750 per sq/ft for the park building, which is significantly higher than
initial working estimates of $550 per sq/ft that were provided and used to develop preliminary building
concepts.
The project team recommends removal of the indoor play component of the park building and reducing
square footage from a proposed 8,893 sq/ft to a target of 6,666 sq/ft and proceeding with a budget of
rity systems to realize the vision for this central
hub of the park project. Use of the building as an amenity hub for the park as well as the primary location
of the

Staff will present updates on the park building concept, programming vision, project timeline and
impacts of the anticipated increase in building cost per sq/ft.
