Awarding the Private Ash Tree Removal Program Project
Whereas, a large number of ash trees in the City of Fridley (City) are becoming hazardous as a result
of Emerald Ash Borer (EAB); and
Whereas, the City has developed an EAB plan to manage trees affected by EAB in its public lands;
and
Whereas, similar proactive management of EAB on private lands provides benefits in reducing the
spread of EAB and allowing for private landowners to plan for management of their green ash trees;
and
Whereas, removing ash trees carries a large financial and ecological cost; and
Whereas, the City applied to the Minnesota Department of Natural Resources (MN DNR) under the
ReLEAF grant program to provide funding assistance to private owners, and the City committed to
coordinating work under this program; and
Whereas, the MN DNR awarded the City a ReLEAF grant to help mitigate costs, including those
associated with ash tree removal, for income-qualified residents; and
Whereas, on June 27, 2024, the City opened bids for the Private Ash Tree Removal Program and
received a low bid within the project budget of $194,800 from Carr's Tree Service, Inc. of Ottertail,
MN.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby receives the bids
for the Private Ash Tree Removal Program project per the attached bid tabulation and awards the
project to the evaluated lowest responsive bidder, Carr’s Tree Service in the amount of $194,800.
