Open Forum New Business 1.Sylvan Hills Park Stormwater and Habitat Improvements 4 Jufn!2/ Park Commission 4/1/2024 Minutes Page 2 Rachel Workin, Environmental Planner, provided background information on the project noting the park project planned for this year. She provided additional details on the stormwater elements of the park, the existing conditions, and prior incidents. She provided details of the feasibility study completed by the WMO, the City and the consultants which reviewed multiple concepts. She presented the concept which provides a balance between underground and surface water features to manage stormwater. She stated that the WMO awarded $1,493,000 at th its March 12 meeting for the stormwater project. The City is asked to provide a $15,000 th contribution. She noted that the City Council will consider this project at its April 8 meeting and if approved, the project is planned for construction in the fall of 2024. Commissioner Whalen asked for details on maintenance. Ms. Workin commented that $50,000 of the budget from the WMO can be used for native habitat maintenance over the next three years to ensure success in establishing that habitat. She stated that the City would be responsible for ongoing maintenance of the underground stormwater facility. Chair Borman asked if the stormwater treatment would collect runoff from the neighborhood. Ms. Workin commented that the plan would balance above ground water treatment that would collect water from the immediate area, while the underground facility would collect water diverted from the stormwater system to treat water and infiltrate that into the ground. She commented that these combined methods of treatment would be estimated to remove 5,000 pounds of sediment from runoff each year, as well as additional phosphorus removal that would be provided, prior to the water discharging into the Mississippi River. Commissioner Kirk asked the anticipated lifespan of the underground structure. Ms. Workin commented that the maintenance needs would depend on the quality of the stormwater reaching the park. She stated that there will be a pretreatment element to collect leaves and debris, but finer particulates will reach the underground facility. She noted a similar underground facility the City uses which is vacuumed every three to five years. She believed that the facility has a useful life expectancy of 25 to 30 years. Motion by Commissioner Whalen to endorse the modified Sylvan Hills Concept Plan. Seconded by Commissioner Kirk. The motion passed unanimously. 2. City of Fridley Park Bench Sponsorship Guidelines Mike Maher, Parks and Recreation Director, reviewed the purpose of a park bench sponsorship program. He stated that these draft guidelines and program used the Springbrook Nature Center program as a model to expand upon. He reviewed the proposed program details and typical bench types for the different types of parks. Chair Borman asked if Springbrook Nature Center has reached the capacity for benches. Mr. Maher confirmed that there are currently 28 benches at that location, all of which have been sponsored. 5 Jufn!2/ Motion by Commissioner Cardona to approve the park bench sponsorship program and guidelines. Seconded by Commissioner Graham. The motion passed unanimously. Old Business Staff Reports 3. Springbrook Nature Center Report Mr. Maher provided an overview of the report noting the upcoming Springbrook Spree fundraiser th on Saturday, April 6. He also highlighted information on partnerships with the schools, a grant received and registration status for summer day camps. 4. Fridley Parks and Recreation Division Report Mr. Maher provided a summary of the written report, noting that the department is hiring for the summer season. He stated that the Summer ROCKS program is at full capacity and there will be new programing at two park locations. He also provided details on a robust offering of adult athletic leagues and fitness classes and noted that performers have been booked for the community concert series. 5. Park Maintenance and Construction Report Mr. Maher reviewed his written report. The Regional Trail and several parks were operated under a Joint Powers Agreement betweenAnoka County and The City of Fridley. This agreement was terminated by the City of Fridley in November of 2022. The City of Fridley and Anoka County plan for an easement to be granted for the Regional Trail and for trail maintenance and planning to remaina function of Anoka County Parks. Anoka County hadcompletedof a community engagement process to gather feedback on the Rice Creek West Regional Trail Corridor and wishes to share the proposed final long-range plan to the City and seeks a resolution ofsupport from the Fridley City Council. Financial Impact The City of Fridley will assume operational oversight of Locke Lake Park, Plaza Park, and Locke Park as well as the sections of regional trail running through these parks. Recommendation Staff requests that the Commission recommend approval of the proposed Rice Creek West Regional Tail Long Range Plan to the Fridley City Council. Building and site design will be substantially completed in 2024, with construction expected to begin in 2025. HCM Architects have been brought on board to design our recreation building and the evaluation process is underway to hire a landscape architect. Central to the park design with be an interconnectedcomplex featuring a park building, parking, splash pad, inclusive playground,and winter recreation area. The recreation building budget, established in the 2021 Park System Improvement Plan document, was set at $4 million. Staff has developed a vision for the building to be an operational hub for Fridley Parks and Recreation and to feature restrooms, warming and gathering areas, classrooms, and an indoor play space. The project team recommends allocation of an additional $1 million in budget allocation to the park building to fully realize the vision for this central hub of the park project. Financial Impact The Commons Park project total budget is $11-12 million. Staff has identified several strategies to achieve the overall goals of the park plan while allocating an additional $1 million towards the park building. Staff expects the overall project to still meet the $11-12 million budget. Recommendation Staff recommends that the Commission review thevision for operations and community impact of the new recreation building and endorse a $5 million budget for the recreation building to the Fridley City th Council. Council will review the project at their May 13conference meeting. This introduction helped students demonstrate they understand the concepts of heat transfer (radiation, conduction, and convection) through a project in which students create a house that will gain heat while in the sun and hold heat while in the shade. Stevenson third grade students learned about Inherited and acquired traits while competing in a gameshow and then got the chance to create their own creature featuring their previous knowledge about growth, survival, reproduction, and adaptations. Nature Preschool Club met weekly in April, our 4 & 5 year old explorers learned about nature with , Gabi and Kaitlyn. Adams elementary third graders participated in a shelter building program while on the Adams Nature Trail. Kids on the Move (a local daycare cooperative) learned about baby animals out on the Springbrook trails with naturalist Katy. Naturalist Gabi presented multiple free animal feeding programs throughout April, showcasing the mechanisms by which a variety of our exhibit animals eat. Naturalist Gabi taught excited 3-5 year olds at New Creations Day Care Center about the upcoming eclipse. Stevenson third graders visited SNC to learn about and observe how animals and their offspring are both similar and different. They played a game that simulated the life cycle of spawning salmon and hiked the trails in search of baby animals. nd Adams Elementary 2 graders took to the Adams Nature Trail to look for Spring ephemerals. They will visit the same spots in a week or two to see how much change they can notice about the spots they visited. Gabi presented a well-attended to a group of 20. She taught them about using their senses in nature while out on the trail. Hayes and Stevenson Kindergarten classes participated in their first naturalist-led program at their schools. Students were able to observe living and non-living things while outdoors. Naturalists Cody and Kaitlyn taught an Outdoor Survival Class to a local homeschool group, teaching about survival shelters and prioritizing needs and wants. 90 First Graders from Sunnyside Elementary School visited to learn about habitats. They explored the pond, prairie and forest in search of what makes each kind of habitat special. Hayes and Stevenson Elementary learned about life cycles with naturalist staff. They will be raising butterflies in their classrooms throughout their unit. thth Minnehaha Academy was onsite with 15-20 6 8 graders learning about archery and survival with Cody. Adams elementary first grade classrooms learned about animal signs on the Nature Trail. Hayes and Stevenson Kindergarten classrooms learned about habitats during their field trip to SNC. Naturalist Gabi created and taught a free Phenology program for the public. Hayes and Stevenson Elementary Kindergarteners learned about recycling. Hayes and Stevenson Elementary First Graders learned about life cycles by looking for juvenile species of dragonflies, damselflies and other macroinvertebrates in the wetland. 97 Jufn!6/ Adams Kindergarten students went back to visit the tree friend that they made at the beginning of the year to see how much it has changed since September (out on the Adams Nature Trail) April Rentals Grants We are waiting to hear about the status of the Xcel Energy Grant which we titled, Park & Building Maintenance There have been a few minor repairs in the building and in the park this month including clearing out debris at one of the weirs, AV system programming fixes, and changing out lightbulbs that have burned out. Events The Springbrook Nature Center Foundation held its annual Springbrook Spree on Saturday, April 6. More than 120 people attended the event which raised more than $25,000 to support the mission of the nature center. (To cultivate connections between people and nature). There were fundraising games to play, as well as silent and live auctions. Overall, it was a great success! Renters are given a key code to enter the building as well as a lock code to secure the building after use. The technology is working well and staff are figuring out the new workflows. For the first month we have had a facility monitor on-site to assist the renters. In addition to the rentals we have hosted a number of city staff meetings as well. The renters and staff have really enjoyed being able to host their meetings and events in this beautiful space! Bag Toss League The 7-week North Metro Bag Toss League ended in a single elimination tournament this month. The winner of the league was awarded a pair of North Metro League championship pint glasses. New Brighton. Spring Volleyball Leagues Our North Metro Spring Volleyball Leagues began in April. Coed recreation and competitive Mounds View Community Center. This will be our last indoor league before we move to the sand volleyball courts at Commons Park. Pickleball for Beginners The Pickleball for Beginners class began in April. This is our beginner level pickleball class where students learn the basic rules and technique of the sport. We will be moving outdoor and teaching classes at the new Moore Lake Pickleball courts in May! 101 Jufn!7/ Teen Pickleball Camp This class is designed to give teens the opportunity to learn the basics of the fastest growing sport in the country. Our instructor Will Davison distributed free pickleball paddles to the participants through a grant he received through Rich Cat Supply Pickleball Gear! Open Gym Participation Family Open Gym at Hayes Elementary School concluded at the end of March. Running the months of November March on Saturdays from 10:15 a.m. 12:15 p.m. Cost of the programs was $2 per child or $4 per family, five visit punch cards can also be purchased for a reduced rate. Over the course of the winter 631 people participated in open gym. This is an increase of 200 participants from the 2022-23 open gym program. We are excited to see this program grow and look forward to offering it again next winter! After-school Program Our final after-school session of the school year started on April 16. We are offering Tae Kwon Do, Dodgeball, and Spring Crafts. Classes are 88% full and we look forward to a fun end of the school year! Summer Staff Hiring All Summer positions are filled! We have hired 2 summer interns who will start prep work in rd May. We have 12 returning seasonal staff (some will be working their 3 summer with us!) and we hired 9 new seasonal staff. We look forward to getting to know these staff members at upcoming training sessions during the first week of June. Summer Concerts All musicians are booked and we are looking forward to a great summer of free, outdoor musical performances! We have a variety of locations and music for the community to enjoy. Civic Campus: We will have four concerts starting Tuesday, June 18 that will include food Musicians performing are: The Inland Seas, Dia Toti, Springbrook Nature Center: Two concerts will take place on Tuesdays including musicians Southside Aces and Los Rebeldes. We have had our first tournament at Community Park, and we are also prepping athletic fields everyday.
